Kinhtedothi-The process of researching and evaluating the Administrative Reform Index of agencies and units shows that the implementation of political tasks of Hanoi City in recent times has achieved many outstanding results, with positive and clear changes in the team of cadres and civil servants performing public duties.


The Hanoi People's Committee has just announced the results of the 2024 Administrative Reform Index (PARI) for departments and agencies equivalent to departments; public service units (PSUs) under the Hanoi People's Committee; central vertical agencies located in the area; People's Committees of districts, towns.

In fact, the process of researching and evaluating the PAR Index of agencies and units shows that the results of implementing political tasks of Hanoi City in recent times have achieved many outstanding results, with positive and clear changes in the team of cadres and civil servants performing public duties.

Frankly point out the causes of the problems

In 2023, the PAR Index of Tay Ho District People's Committee ranked 23rd in the PAR Index of the People's Committees of districts, towns and cities in Hanoi. After 1 year, according to the results just announced, the unit has increased by 16 places, reaching 7th place in the 2024 rankings.

Chairman of Tay Ho District People's Committee Nguyen Dinh Khuyen shared that to achieve this result is the process of continuous efforts and determination of the entire district's political system. Immediately after knowing the results of the PAR Index in 2023, the District People's Committee quickly requested the units to clearly state the causes of the existence of which content, which belongs to which focal unit, from which each unit must develop a plan to overcome. On that basis, there is a monthly review and evaluation of the implementation effectiveness.

In 2024, Tay Ho district always considers administrative reform as a key task. The Vice Chairman of the District People's Committee in charge of administrative reform registered this as a difficult task that needs to be solved and must commit to bringing the district's 2024 Administrative Reform Index to the top 10.

“In 2024, Tay Ho ranked 7th, which exceeded the plan. From this result, we set a goal of maintaining the achieved position in 2025, through clearly defined solutions such as: strengthening the review of internal administrative procedures to reduce and simplify; seriously implementing the streamlining of the apparatus; focusing on promoting digital transformation; improving the satisfaction of people and businesses…” - Mr. Nguyen Dinh Khuyen affirmed.

For the Hanoi Department of Home Affairs, as the standing agency for administrative reform, from the Board of Directors to the staff and civil servants of the Department, it is always determined to be exemplary in all content axes; must implement well to be able to guide other units. In fact, in the past time, the Director of the Hanoi Department of Home Affairs has directed all departments and offices related to the content axes in the Administrative Reform Index to perform their tasks well.

With continuous efforts, in 2024, Hanoi Department of Home Affairs continues to maintain the top position in the PAR Index rankings of departments and agencies equivalent to departments.

Regarding the results of the sociological survey, the leadership of the Department of Home Affairs also scored high in the management and direction of work.

“This result is a great encouragement for the Department of Home Affairs, however, the leading position also comes with higher responsibilities and requirements. In the coming time, we are fully aware of that and will continue to strive, and together with other units, strive to make Hanoi achieve the expected PAR Index and success in the next stages,” said Mr. Mai Xuan Truong.

According to the leader of the Department of Home Affairs, this year, Hanoi announced the PAR Index earlier than other provinces and centrally-run cities, especially before March 1, 2025, 15 new departments will come into operation. In 2024, the PAR Index framework will have many changes, including adding bonus points and deduction points to evaluate the efforts of heads of units.

Assessing the results of the survey, appraisal and scoring of the PAR Index in Hanoi, Deputy Director of the PAR Department (Ministry of Home Affairs) Nguyen Manh Cuong said that it can be seen that Hanoi always pays great attention to PAR work, promoting implementation in the direction of taking people and businesses as the center; the satisfaction of people and businesses is a measure to evaluate the performance of state agencies...

In particular, the City has closely followed the set of criteria for assessing the PAR Index developed by the Ministry of Home Affairs; on that basis, it has been concretized into contents that are close to the locality. At the same time, the subject of sociological investigation has been improved and concretized in the direction of more objective and accurate assessment, collecting opinions from people, organizations and businesses.

Notably, according to Mr. Nguyen Manh Cuong, the new point this year is that for the first time, Hanoi City has implemented the assessment of the results of the PAR Index for central agencies located in the city and public service units under the City People's Committee. This contributes to further promoting administrative reform work at these agencies and units, especially the provision of public services to people and businesses in the area.
