Kinhtedothi - Deputy Prime Minister Le Thanh Long signed Decision No. 5/2025/QD-TTg promulgating the Regulation on organization and operation of the National Medical Council.
Accordingly, the National Medical Council (Council) is an organization established by the Prime Minister with the function of independently assessing the capacity to practice medical examination and treatment, and has its own seal and account.
The council's English name is Vietnam National Medical Council (VNMC).
The National Medical Council is headquartered in Hanoi city.
Organizational structure of the Council
The Council consists of a Chairman, Vice Chairman and Council members.
The Chairman of the Council is the concurrent leader of the Ministry of Health.
The Vice Chairmen of the Council include: 01 full-time Permanent Vice Chairman, 01 Vice Chairman who is the Director of the Department of Medical Examination and Treatment Management under the Ministry of Health and 01 Vice Chairman who is the Director of the Department of Science, Technology and Training under the Ministry of Health.
Council members include: representatives of medical examination and treatment facilities; representatives of health sector training facilities; representatives of professional associations and health sector experts; representatives of state management agencies; including 01 member who is also the Council Secretary, the number of Council members is decided by the Chairman of the National Medical Council based on the actual needs of the Council.
The Council also has specialized committees including: Committee for Developing a Toolkit for Assessing the Competency of Medical Examination and Treatment Practice; Committee for Organizing the Examination and Assessment of the Competency of Medical Examination and Treatment Practice; and Legal Committee.
Principles of operation of the Council
The Council operates on the principles of collective, democratic, independent, public and transparent when performing the Council's tasks, ensuring compliance with the provisions of law. Exchange and discuss publicly and democratically to decide on issues related to the Council's activities. Important issues need to be discussed publicly and democratically, and the Council's opinions must be sought before the Council Chairman signs the promulgated document.
The Council is an independent organization that coordinates and supports ministries, branches, local authorities, and professional associations operating in the health sector to perform the Council's functions and tasks.
* The National Medical Council was established under Decision No. 827/QD-TTg dated August 13, 2024 of the Prime Minister. The National Medical Council performs the tasks prescribed in Clause 3, Article 24; Clause 2, Article 25; Clause 3, Article 120 of the Law on Medical Examination and Treatment and Clauses 2, 3, 4, Article 9 of Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment; other tasks assigned by the Prime Minister.
