In order to prevent overcharging in any form and to strengthen revenue and expenditure management, the Department of Education and Training of Bac Kan province has issued a document on rectifying the implementation of collections at the beginning of the school year in educational institutions in the province.

The Department requires educational institutions to review their revenues. For revenues that are not in accordance with regulations, they must be refunded. Strengthen inspection and examination of revenues and expenditures in educational institutions in the area. Strictly handle heads of educational institutions if they allow overcharging. Publicize inspections, examinations and handle violations.

The People's Committee of Tuyen Quang province has also issued a document on the implementation of collection fees in this school year. Specifically, the People's Committee of Tuyen Quang province assigned the responsibility to the Department of Education and Training, the People's Committees of districts and cities to direct educational institutions under their management to properly implement the Government's regulations on the mechanism of collecting and managing tuition fees. Including policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.

The People's Committee of Tuyen Quang province requests management agencies to strengthen inspection, examination and supervision. Be responsible for explaining to learners and society about the collection levels and revenues of educational institutions under their management in accordance with Government regulations.

The Department of Education and Training of Phu Yen province has issued a document reminding and correcting units and schools not to collect illegal fees; and to strengthen inspections. Accordingly, the Department of Education and Training of Phu Yen will strictly handle heads of educational institutions that allow illegal fees to be collected; and at the same time, strictly prohibit the use of the name of the parent-teacher association to collect fees outside the regulations of Circular 55/2011 of the Ministry of Education and Training.

The Hanoi Department of Education and Training has issued instructions related to revenue and expenditure management at the beginning of the school year for schools to implement and parents to have a basis for monitoring.

Accordingly, 9 types of fees that schools are allowed to collect at the beginning of the 2023-2024 school year include: Fees and expenses for boarding services; fees and expenses for studying 2 sessions/day; fees and expenses for school supplies; fees and expenses for drinking water for students; fees and expenses for student health insurance; fees and expenses for extra teaching and learning in schools; fees and expenses for aid, gifts, donations, and grants; fees and expenses for sponsorship; fees and expenses for uniforms, sportswear, and badges.

The Hanoi Department of Education and Training also requires educational institutions to collect and spend other revenues in accordance with the principles of full collection, full expenditure, for the right purpose, and in accordance with socio-economic conditions and income in each locality.

The collection level is based on the cost estimate and expenditure content, and must be agreed upon in writing by parents on a voluntary basis, with the consensus of the school board and the superior management agency before issuance.

The Ho Chi Minh City Department of Education and Training also stipulates 26 collections in the new school year 2023-2024, these collections belong to 4 main groups, including: Collections for educational activities outside of regular school hours according to regulations; collections for educational activities implemented according to approved projects; collections for services serving boarding activities; collections to support individual students.

What school fees are often controversial?

Dr. Vu Viet Anh - a psychologist and Director of Thanh Cong Academy, said that currently, the controversial revenues in schools are concentrated in 4 categories: School funds, class funds; Purchase of equipment and teaching aids; Organizing extracurricular activities; Security, sanitation, drinking water, and repair of facilities.

According to Dr. Vu Viet Anh, to legalize these fees, schools all use the form of agreement with parents to collect them. "Although it is an agreement, it still needs to be managed and monitored.

Education authorities need to issue specific regulations so that parents know which fees are mandatory and which are not. Many times parents do not understand and turn a blind eye to fees previously suggested by the school.

For schools, it is necessary to promote transparency among leaders. Principals must clarify the necessity of socialized revenues and these revenues must be for the purpose of educating students. In particular, revenues must not overlap with revenues according to State regulations."
