Action plan to implement key tasks and solutions to improve the business environment and enhance national competitiveness by 2025 in Vinh Long province

(Vinhlong.gov.vn) – In order to continue to strongly improve the quality of the business environment to suit the context and development trends, to enhance the province's competitiveness, the Provincial People's Committee has issued an Action Plan to implement Resolution No. 02/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025 in Vinh Long province.

Accordingly, the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with provincial departments, branches and sectors; People's Committees of districts, towns and cities and relevant agencies and units to monitor, inspect and urge the implementation of this Plan.

The objective of the Plan is to create a healthy competitive environment, rapidly increase the number of newly established enterprises, strive to have 560 newly established enterprises and branches in the province by 2025; reduce the number of dissolved and temporarily suspended enterprises, strive to have the number of dissolved enterprises increase by less than 10% by the end of 2025 compared to 2024. Reform and simplify administrative procedures in the spirit of creation and development, create a favorable investment and business environment, shorten the time to handle administrative procedures according to regulations. Strive to grant certificates of registration of newly established enterprises and registration of changes within no more than 02 days (01 day shorter than regulations). Strengthen the application of information technology in providing public services; integrate and provide 100% of partial and full online public services of the province on the National Public Service Portal. Strive to issue business registration online in 2025 to reach 80% or more of the records. Promote the implementation of the method of receiving records and returning results of administrative procedures through public postal services. Support, remove difficulties, promote enterprises, cooperatives, and business households to apply new business methods, carry out digital transformation to restore production and business; reduce costs for production and business; reduce input costs, informal costs for enterprises and people.

To complete the set goals, the Provincial People's Committee directs all levels and sectors to focus on implementing the following key tasks and solutions:

Continue to enhance the responsibility and proactiveness of agencies and units in directing and operating the improvement of the business environment, improving the component index of the Provincial Competitiveness Index (PCI) related to the fields under their management, especially improving areas of poor and slow implementation compared to other provinces and cities nationwide. Heads of departments and branches are responsible for proactively updating the instructions of the focal ministries to organize the implementation of Resolution No. 02/NQ-CP dated January 8, 2025 of the Government, contributing to improving the business environment indicators of the sectors and fields under their management.

At the same time, it is necessary to fully and promptly implement institutions and law enforcement organizations. Organize to concretize, promptly and effectively implement issued mechanisms and policies to remove difficulties for investment and business. Step up the review of the system of documents, abolish legal documents that are no longer suitable, overlapping, contradictory, unreasonable, and different from legal regulations. For difficult and complicated issues that are not under the authority, collect the issues with corresponding solutions (if any) to make recommendations to competent agencies. Promote the effectiveness of the Special Working Group to remove difficulties and obstacles, support enterprises, investors, and investment projects; Working Group to remove difficulties in credit capital in Vinh Long province; promptly receive and summarize difficulties and obstacles in production and business activities and deploy and apply support policies for enterprises, investors, and investment projects; Immediately issue guiding documents to remove difficulties or propose solutions to problems within the functions of competent authorities; monitor and urge the resolution of difficulties and problems.

Strengthening the control of administrative procedure regulations right in the process of drafting legal documents and focusing on consulting with affected subjects; ensuring that only regulations are issued with the right authority, necessary, reasonable, implemented in the electronic environment and with the lowest compliance costs. In particular, promoting the role of the Department of Justice in appraisal and the Office of the Provincial People's Committee in examining administrative procedures and business regulations in draft legal documents. Promoting the implementation of connection, sharing and exploitation of information between databases to facilitate people and businesses in the process of looking up and exploiting information related to investment and business activities. Proactively reviewing and proposing the abolition of business conditions in the direction of: Abolishing business conditions that are illegal, unnecessary, unfeasible, unclear, difficult to determine, difficult to predict and not based on a clear scientific basis; For business conditions that are not suitable for practice, it is recommended to abolish or amend them in the direction of simplification, creating convenience, reducing compliance costs and not interfering too deeply in business operations; and reviewing types of certificates and recommending to abolish unnecessary certificates, reducing types of certificates with overlapping content to avoid wasting social costs.

Improve the quality of monitoring the implementation of the law; diversify forms of dissemination and legal education in the direction of digital transformation; promote communication of legal policies. Improve the effectiveness of law enforcement in the field of judicial support, legal aid, legal support for enterprises, better meet the needs of accessing the law and ensuring legal safety of individuals and organizations. Strengthen state management in the field of justice, registration of secured transactions, state compensation, and handling of administrative violations.

At the same time, it is necessary to strengthen the application of information technology, interconnection, and data sharing among state agencies to improve the quality of administrative procedure regulations and the efficiency of administrative procedure settlement. Develop a synchronous and modern digital infrastructure, contributing to promoting investment attraction, economic restructuring, and enhancing the province's competitiveness. Accelerate the application of information technology in state administrative management to develop e-government towards digital government. Effectively use resources, ensure synchronous coordination in implementing digital transformation in sectors and levels. Implement connection and sharing of databases, electronic information systems smoothly, ensure network safety and information security, contributing to improving the effectiveness and efficiency of state management, increasing utilities and creating the most favorable conditions for people and businesses. Focus on implementing provincial digital transformation; Restructure the information technology infrastructure in the direction of inheritance, concentration, synchronization, sharing, and common use of infrastructure; connect and share data to gradually form a shared data warehouse of the province according to the e-government architecture and smart urban service architecture; Continue to coordinate to promote digital transformation and develop the digital economy. Review, evaluate, and restructure administrative procedures and online public services and prioritize the construction, integration, and provision of interconnected online public service groups at the full-process level. Improve the quality of human resources performing administrative procedure settlement; upgrade the information technology infrastructure system in accordance with current digital transformation requirements, ensure information security and safety, promote connection, integration, and sharing of information and data to serve the direction, operation, and settlement of administrative procedures and online public services.

Strengthening reform, cutting down and simplifying administrative procedures in conjunction with promoting decentralization, delegation of authority and inspection and supervision. Reforming administrative procedures in the direction of streamlining; eliminating unnecessary, formal and unfeasible procedures to shorten the time, providing a specific and clear settlement roadmap; seriously implementing the regulation "The dossier receiving agency is only allowed to request amendments and supplements once" in Decree No. 61/2028/ND-CP dated April 23, 2018 of the Government on implementing the one-stop, one-stop mechanism in handling administrative procedures and is not allowed to request enterprises to supplement documents beyond the provisions of law. Continuing to effectively implement the innovation of the One-stop, one-stop mechanism in handling administrative procedures; focusing resources on accelerating the digitization of records and results of handling administrative procedures, reusing digitized data and connecting, sharing and synchronizing data between information systems. Upgrade and complete the province's administrative procedure settlement information system, integrate and connect with the National Public Service Portal, improve the quality of service for people and businesses in performing administrative procedures and public services in real time in the electronic environment to meet the criteria and requirements. Receive and promptly and effectively handle feedback and recommendations from businesses and people about difficulties, obstacles and shortcomings in implementing regulations related to investment and business activities. Timely announce and publicize administrative procedures, including internal administrative procedures. Increase accountability and improve the efficiency of administrative procedure settlement to serve people and businesses. Regularly and proactively dialogue with businesses and people in an open-minded manner; grasp the thoughts, aspirations and problems of people and businesses to resolve them completely or propose to competent authorities handling measures. Improve the effectiveness and efficiency of state management, tighten discipline and order; Strengthen the fight against corruption, negativity and waste according to Decision No. 2789/QD-UBND dated December 31, 2024 of the People's Committee of Vinh Long province promulgating the Plan to control power and control conflicts of interest in Vinh Long province in 2025. Improve public ethics, build a team of truly clean and competent cadres, civil servants and public employees to meet work requirements; promptly and strictly handle cases of taking advantage of positions, powers and assigned tasks to cause difficulties for people and businesses. Continue to effectively implement the assessment of people and businesses' satisfaction with the activities of state administrative agencies and organizations providing public services, considering it a measure of the effectiveness of performing tasks and public duties; focus on monitoring the implementation of the code of conduct, professional ethics and things that people with positions and powers must not do; implement the motto: "discipline, integrity, action, service". Promote decentralization and delegation of state management power in conjunction with strengthening inspection, supervision and control of power.

At the same time, increase the ability to access and absorb capital for enterprises, continue to implement measures to strive to reduce the lending interest rate level; focus credit on production and business sectors, priority sectors and economic growth drivers; control credit for potentially risky sectors; effectively implement preferential credit packages under the direction of the Government and the State Bank; develop a variety of bank credit products suitable for each type and production and business needs of people and enterprises. Strictly control credit in potentially risky sectors. Resolutely implement measures to handle bad debts, control bad debt ratios within safe limits. At the same time, promote solutions to create favorable conditions for people and enterprises to access credit capital. Sectors and localities, according to their assigned functions and tasks, promote the implementation of public investment, programs and projects that have been planned and approved. Timely resolve difficulties and obstacles in implementing planned and approved programs and projects. Implement solutions to link production, high-tech agricultural projects, green economy; promote circulation, consumption and export of goods.

In addition, it is also necessary to improve policies to promote enterprises to invest, produce and do business associated with innovation, digital transformation, green transformation, towards sustainable development. Implement activities to support enterprises to access and apply green transformation and sustainable business models. Encourage enterprises to restructure production and business towards sustainable development, focusing on environmental protection factors, combating climate change, creating job opportunities for vulnerable groups. Encourage and promote the development of green projects, modern technology, environmentally friendly, projects, economic sectors using ecological services; urban areas, industrial parks following a circular, low-emission model. Focus on selecting investors for waste treatment plants in accordance with the provisions of law and investment and socialization; focus on attracting investment in waste and garbage treatment and recycling with technological models suitable to environmental protection requirements. Develop a startup ecosystem, research and advise on policies to promote startups in all industries and fields; accelerate the process of forming and developing innovative startup ecosystems at all levels (digitalizing data, digitalizing services, platform models). Review and support projects that have won awards at startup competitions. Create favorable conditions for organizations, individuals, and businesses in the area to access and apply advanced and modern scientific and technological research results to serve production and business.

Improve the quality of business development services. Focus on supporting and creating maximum favorable conditions for production and business activities of enterprises. Review and organize the implementation of mechanisms and policies to support and develop collective economy and cooperatives. Implement solutions to remove difficulties, promote production and business activities, improve operational capacity, and expand markets for business products. Improve the efficiency of business support services, start-up support, consulting and legal support for enterprises, especially for small and medium enterprises; focus on consulting and training solutions according to the needs of enterprises with the contents of business restructuring, finance, human resources, market, risk management, digital transformation, green transformation, participation in sustainable value chains, administrative procedures, etc. Extensively deploy activities to provide information, connect, and expand markets for domestic enterprises. In particular, focus on organizing trade promotion programs to export markets. At the same time, propose solutions to support goods in the province to access domestic and foreign retail systems. Timely update, propagate and disseminate technical barriers and trade defense measures in international trade; support businesses to proactively grasp and promptly respond to trade defense cases investigated by foreign countries against Vietnam's export goods. Coordinate to build a national database system on industries; markets; regulations, standards, import conditions of countries and commitments under Free Trade Agreements and other international commitments. Provide free support for this information to businesses. Propagandize and improve the effectiveness of guidance and support for businesses to exploit and take advantage of opportunities from Free Trade Agreements. Carry out activities to support small and medium enterprises in digital transformation, market expansion, human resource development, etc.

Review the inspection and examination plan and make adjustments if necessary to ensure that there is no overlap or duplication in inspection and examination activities and between inspection activities and state audit activities; and that there is no obstruction or difficulty in the normal operations of the enterprise.
