On the morning of November 6, at the question and answer session, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong reported on the summary of the inspection content on the implementation of a number of Resolutions of the 14th National Assembly on thematic supervision and questioning and the Resolution of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

Accordingly, in recent times, the Government, ministries and branches have actively and proactively deployed many solutions to strictly implement the Resolutions of the National Assembly, creating positive changes in a number of areas, which have been recognized and highly appreciated by National Assembly deputies, voters, people and public opinion.

Specifically, in the field of planning and investment, Mr. Cuong said that many difficulties and obstacles in public investment have been resolved; the situation of scattered, scattered, and prolonged investment has been overcome; investment has been focused on important national projects and key works to create spillover and inter-regional connectivity.

The implementation of the Socio-Economic Recovery and Development Program has been effective, promptly supplementing large resources to support economic recovery, reducing difficulties for people and businesses, and significantly improving many important indicators.

In the financial sector, the balance of the State budget is ensured; financial discipline and order, and public asset management are improved; the practice of thrift and anti-wastefulness has many changes.

In the field of industry and trade, national sectoral plans in the fields of energy and minerals have been issued; solutions to ensure electricity supply have been implemented. The strategy for import and export of goods has been focused on, and the application of information technology in trade promotion has been enhanced. The inspection and handling of violations of smuggling, trade fraud and counterfeit goods have achieved positive results.

In the field of transportation, all national sectoral plans in the field of transportation have been issued. The progress of implementing important national transportation projects and works has basically met the requirements; the implementation of non-stop toll collection has been carried out as required. The work of ensuring traffic order and safety has been strengthened...

In addition, the Secretary General of the National Assembly also mentioned the achievements of a number of fields such as: Construction, resources and environment, information and communication, labor, war invalids and social affairs, culture, sports and tourism, science and technology, education and training, health, internal affairs, security, order, and social safety...

Rare supply of materials for major transport projects

Besides the achieved results, there are still shortcomings and limitations in the implementation of the National Assembly's Resolutions on thematic supervision and questioning in each field.

Regarding the planning and investment sector, Mr. Cuong pointed out that the rate of plans that need to be completed is still low, the progress of establishing sectoral, regional and provincial plans is still slow compared to the requirements in Resolution No. 41 and Resolution No. 61. The implementation of some tasks under the Socio-Economic Recovery and Development Program is still slow, and the disbursement rate is low.

In the field of industry and trade, the promulgation of the National Energy Master Plan, the National Power Development Plan, and the goods import and export strategy is slower than required by Resolution No. 134.

The retail electricity price mechanism is not synchronized with the electricity market; electricity supply and demand are still inadequate. The capital source has not been balanced and obstacles have not been removed to implement the Program "Electricity supply to rural mountainous areas and islands in the period 2021 - 2025".

Many hydropower projects have not complied with regulations on construction, planning, and environment. There has not been a set of criteria issued to identify Vietnamese products and goods or those made in Vietnam as required by Resolution No. 134.

"The situation of counterfeit and smuggled goods is still complicated. The arrangement and mobilization of resources for the development of the supporting industry is not commensurate with the role, needs and development potential," Mr. Cuong said.

In the field of transportation, according to the Secretary General of the National Assembly, the progress of establishing, appraising, approving, clearing land, implementing construction and putting into operation of some projects is still slow. The supply of materials for large transportation projects is very scarce and difficult.

"The handling of difficulties and shortcomings of BOT projects has not met the progress required by Resolution No. 62. The management and protection of infrastructure and traffic safety corridors are still inadequate. "Black spots" and potential traffic accident risks have not been completely resolved...", Mr. Cuong said.

The Secretary General of the National Assembly also raised a number of issues arising from the supervision, namely that the supervision work needs to be continued to ensure that the Resolutions of the National Assembly are fully and seriously implemented; and to assess the changes compared to the requirements, goals and targets set out in the Resolutions of the National Assembly.

To effectively carry out the re-supervision work in the next stages, the Nationalities Council and the National Assembly Committees need to proactively and actively organize supervision and surveys to serve the preparation of reports on the verification of reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit on the implementation of the National Assembly's resolutions on thematic supervision and questioning.

The Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit need to promote individual responsibility and coordination of actions to more effectively implement the National Assembly's Resolutions;

Focus on issuing implementation plan documents, assigning implementation tasks for each Resolution, assigning the presiding agency to report, coordinate, monitor and urge implementation; issues requiring coordination between multiple agencies, require direct superior leaders to monitor and direct implementation after the National Assembly's resolution is issued .
