On the morning of March 13, Deputy Minister Hoang Minh Son worked with the Department of Vocational Education and Continuing Education (GDNN&GDTX); the collective leadership of the units transferred from the Ministry of Labor, War Invalids and Social Affairs (MOLISA) to the Ministry of Education and Training (MOET).
According to Decision No. 596/QD-BGDDT dated March 3, 2025 of the Minister of Education and Training, the Department of Vocational Education and Continuing Education is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in state management of vocational education (except pedagogy) and continuing education. Performing public services in assigned fields of work according to regulations.

In addition to the common tasks, similar to other Departments and Divisions in consulting work, implementing state management responsibilities, reporting, managing staff, finance, assets and records, documents... , the Department of Vocational Education and Continuing Education has 2 groups of tasks directly related to professional work including vocational education and continuing education on the basis of inheriting the previous tasks of the General Department of Vocational Education and the Department of Continuing Education .
16 units transferred from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Education and Training include: Nam Dinh University of Technical Education, Vinh University of Technical Education, Vinh Long University of Technical Education, College of Engineering and Technology, Dung Quat College of Technology, College of Technology II, College of Construction No. 1, Ho Chi Minh City College of Construction, Nam Dinh College of Construction, College of Urban Construction, Viet Xo Vocational College No. 1, Lilama II International College of Technology, College of Construction Mechanics, College of Construction and Technology - Society, Hanoi College of Technology - Vocational, Vocational College of Construction Mechanics.

Currently, the organizational structure of the schools includes 14/16 Chairmen of the School Council, 37 Board of Directors , a total of 211 departments/faculties/centers . The total number of staff, civil servants and employees is 2943 people, including 1655 employees on the payroll, 1291 contract employees.
For universities , the school with the highest annual enrollment is 4,215 students; the school with the lowest annual enrollment is 960 students. For colleges and intermediate schools , the school with the highest annual enrollment is 3,850 people; the school with the lowest annual enrollment is 1,545 people. Many schools have good enrollment results. Currently, out of a total of 16 universities and colleges, 7 schools have had their autonomy plans approved, 9 schools have not had their autonomy plans approved.

At the meeting, representatives of universities and colleges shared their joy and expectations for breakthrough development when they come under the Ministry of Education and Training; at the same time, they proposed that the Ministry pay attention to promptly issuing decisions to receive and approve the functions, tasks and powers of the schools.
Speaking at the meeting, Deputy Minister Hoang Minh Son said that it would take time for units to arrange and convert with many tasks, but this was an opportunity to unify and innovate the education and training system. The planning and arrangement would ensure systematicity and synchronization to improve operational efficiency.
The Ministry of Education and Training has the function of state management, performing the tasks assigned by the Government and the Prime Minister, developing education and training, including higher education and vocational education, aiming at developing in the right direction, synchronously and effectively, meeting the socio-economic development needs of localities. Therefore, the unity in management will bring more favorable opportunities, solving the fundamental problems of the industry.

The Deputy Minister said that the promotion of university autonomy in recent times has had a positive impact on the university education system in carrying out the mission of training high-quality human resources associated with the development of science, technology and innovation. This has helped improve and innovate the university education system, achieved some positive results and will continue to be implemented in the future with vocational education.
The Deputy Minister hopes that the units will coordinate and be determined to effectively carry out assigned tasks, remove difficulties and obstacles, and have a long-term plan to fundamentally and comprehensively innovate education and training, meeting the demand for high-quality human resources in the new era.
