(NLDO) - Four-wheeled vehicles with engines still carry passengers everywhere in Vung Tau City despite written notices and reminders from authorities.


On the afternoon of March 13, despite the regulations of the law and reminders from the authorities, a series of four-wheeled vehicles with engines still picked up and dropped off passengers on all routes in the Bai Sau area, Vung Tau city, Ba Ria - Vung Tau province.

According to Decree 165/2024/ND-CP detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, from February 15, 2025, for 4-wheeled motorized passenger vehicles, they will only be allowed to operate on routes with signs indicating a maximum operating speed of 30 km/h applicable to all vehicles participating in traffic. For 4-wheeled motorized cargo vehicles, they will only be allowed to operate on routes with signs indicating a maximum operating speed of 50 km/h applicable to all vehicles participating in traffic.

In Vung Tau, there are currently no roads with speed limit signs below 30 km/h (except for some special locations such as construction sites), so according to this decree, 4-wheeled vehicles with engines must temporarily stop operating.

However, from about 4:00 p.m. to 5:30 p.m. on March 13, these four-wheeled vehicles still brazenly picked up and dropped off passengers on Thuy Van, Phan Van Tri, Pho Duc Chinh, Hoang Hoa Tham, Le Hong Phong, Thi Sach streets...

Among the vehicles recorded by the reporter, there were many red and white cars with the name of Lika Trading Service Company Limited on them; some cars belonged to other businesses.

These vehicles travel through many routes, at some apartments, condotels, places where many tourists gather, then the driver stops to pick up passengers and takes them to some places such as beaches, tourist attractions, restaurants and drinks.

The fact that these vehicles are still operating openly is not because the drivers do not know the regulations because on February 24, the Department of Transport (now the Department of Construction) sent a document to the Provincial Police, the People's Committee of Vung Tau City, the People's Committee of Con Dao District as well as companies operating 4-wheeled vehicles with engines regarding strict implementation of the regulations in Decree 165 and other decrees and circulars.

The document also clearly states that the provincial People's Committee is responsible for organizing inspections and closely monitoring the schedules, times and scope of operation of four-wheeled motor vehicles in accordance with the provisions of law.

While many businesses have temporarily stopped waiting for instructions, some others still allow four-wheeled vehicles with engines to operate.

The Department also requested units that are piloting the business of transporting by 4-wheeled motor vehicles to comply with traffic organization regulations until further notice.

Not stopping there, on March 10, the Traffic Police Department of Ba Ria - Vung Tau Province invited a number of businesses operating this type of vehicle to work, thereby requiring the businesses to temporarily suspend operations.

Here, some businesses expressed their desire to exploit this type of vehicle in Vung Tau City because this is a locality with a large number of tourists. Besides, the roads are crowded with vehicles so they cannot go over 30 km/h. In addition, many drivers are currently supporting their families with this job.

Enterprises also signed a commitment to comply with regulations to ensure traffic safety and urban order in business activities; in which they committed to strictly comply with relevant legal regulations, not to put into use vehicles that do not ensure technical safety; to operate on the permitted routes...
