Striving for a “Make in Vietnam” defense industry

Just 2 years after the first International Defense Exhibition, partners and people in the country witnessed Vietnam launching more weapons and equipment for the military, as well as modern dual-purpose products directly designed and tested by Vietnamese defense factories. This is clear evidence that Vietnam's defense industry is moving forward strongly, developing in the direction of a "self-reliant Vietnam".

A decade ago, Indian Prime Minister Narendra Modi initiated the “Make in India” strategy. This initiative has made India the third largest economy in Asia. In the defense sector, the country has not only localized the production of a large number of defense products but also become an arms exporter. At the Vietnam International Defense Exhibition 2024, the representative of the Brahmos missile production joint venture between India and the Russian Federation (anonymous) affirmed that he was seeing an image of “Make in Vietnam” and that the Vietnamese defense industry is developing in the direction of a “self-reliant Vietnam”.

Walking around the booths at the Vietnam International Defense Exhibition 2024 taking place at Gia Lam Airport (Hanoi), visitors are easily struck by a series of weapons and equipment researched and developed by the Military Industry - Telecommunications Group (Viettel), such as short-range surveillance radar, tactical 3D air defense radar, medium-range air defense radar; reconnaissance and jamming complex against tactical unmanned aerial vehicles; Truong Son surface-to-sea missile complex including launcher, Song Hong cruise missile, target detection and indication radar mounted on an off-road vehicle chassis. Standing out among the modern domestic military equipment displayed outdoors is the XCB-01 infantry fighting vehicle model researched, developed and manufactured by the General Department of Defense Industry of Vietnam.

Entering the indoor exhibition area, along with international booths, Viettel's booth also overwhelmed visitors with a series of products serving modern combat operations such as reconnaissance, combat, suicide, multi-purpose unmanned aerial vehicles (UAVs) integrated with advanced technology, tactical reconnaissance and anti-UAV jamming complexes, active electronic beam-forming fire control radar, thermal imaging reconnaissance equipment, thermal imaging scopes...

The highlight of the indoor exhibition area at this year's exhibition is the product display booth of the General Department of Defense Industry, where the results of research, testing, production and equipment for the current Army of factories Z113, Z131, Z175, member companies of the General Department of Defense Industry, and companies under the Ministry of Defense converge. In addition to familiar products such as ammunition, mortars, anti-aircraft guns, artillery, etc., the Defense Industry display booth at this year's exhibition also features UAVs for transportation, reconnaissance, combat, and firefighting purposes researched and developed by companies under the General Department. This shows the increasingly high level and capacity of the Vietnamese defense industry, as well as the initiative in grasping current trends.

According to Colonel Nguyen Quang Huy, Deputy Director of the Department of Technology Management (General Department of Defense Industry), only 2 years after the first Exhibition, there have been many more products, including products in the army weapons industry, weapons of military branches, as well as modern products directly designed, tested and manufactured by Vietnamese defense factories, displayed at this exhibition. This is a clear demonstration that the Vietnamese defense industry has made a strong step forward in mastering the design and manufacture of weapons and equipment for the army. Colonel Nguyen Quang Huy emphasized that the Vietnamese defense industry will cooperate with defense industries in countries around the world, especially those with depth in defense technology, to be able to create weapons and technical equipment products suitable to Vietnam's conditions, suitable to the Vietnamese way of fighting, ensuring that the Vietnamese Army can well perform its mission of protecting the Fatherland.

Self-reliance in defense and reducing dependence on imports for military hardware is a common trend today. This effort not only helps to significantly reduce defense spending, but also ensures security, autonomy in production, technical support, warranty, and maintenance, contributing significantly to enhancing military and defense potential. After a long period of dependence on foreign suppliers, the presence of a series of weapons, equipment, and "self-sufficient defense industry" equipment, including new products developed and produced by the Vietnamese defense industry, is considered a "dream come true", contributing to affirming the intellectual capacity, self-reliance, and self-reliance of the Vietnamese army and people.

Not only that, in recent days, the booths of Viettel, the General Department of Defense Industry and defense manufacturing companies have always been crowded with visitors, especially international partners coming to learn about products, promote trade, negotiate and sign contracts to buy and sell defense products. The heat of domestic booths is a vivid proof of the potential of Vietnam's defense industry to reach out to the world market.

Within the framework of the exhibition, Malaysia also awarded certificates, recognizing Viettel's military communications products as meeting standards to be supplied to the Malaysian Army. Previously, Viettel's products had undergone extensive testing in Malaysia under harsh combat conditions. Deployed by the Malaysian Army, which has experience in evaluating and testing military products according to NATO standards, the tests showed that Viettel's products had excellently passed all quality and performance tests, with some parameters even exceeding the standards of similar products tested in Malaysia. The military communications products are said to mark the beginning and lay the foundation for other Viettel product lines such as radar, optoelectronics, and electronic warfare to penetrate deeper into this Southeast Asian market.

Viettel High Tech Corporation also signed a contract worth more than 1 million USD to provide 5G systems for the Middle East market with High Cloud Technologies Company of the UAE.

At the general booths of the General Department of Defense Industry and the individual booths of the companies under the General Department, orders are also being negotiated and signed in the near future. Chemical Engineering Company 13 (Factory Z113), General Department of Defense Industry is an example. In addition to ammunition and explosive products, the company's newly researched and produced products have also received special attention from domestic and international enterprises. Accordingly, the company's UAV products have won over demanding partners from Europe, with 2 contracts signed. Currently, Z113 is also negotiating and signing export contracts for its outstanding products.

“Make in Vietnam” defense products not only serve the goal of protecting the Fatherland, but also help the Vietnamese defense industry affirm its capacity. As stated by Minister of Information and Communications Nguyen Manh Hung at the 2019 National Forum on Developing Vietnamese Technology Enterprises, “Make in Vietnam” not only helps Vietnam prosper but also brings the country lasting peace by contributing to the development of a strong defense industry.
