The Ministry of Construction has just sent a document responding to the National Assembly Delegation of Quang Nam province regarding the early handover of the old National Highway 1A section through Que Xuan 1 commune, Que Son district to local management.
According to the Ministry of Construction, the route proposed by voters is National Highway 1 (old) through Que Xuan 1 commune, Que Son district (from Km956+750 to Km958+700, 1.95km long) through Ba Ren bridge (old).

Currently, on the left side of the old National Highway 1, a bypass road and a parallel Ba Ren bridge have been built. The new parallel road (including the new Ba Ren bridge) is 11m wide with 2 lanes for motor vehicles (only the connecting section before and after the bypass has a scale of 4 lanes).
The road network planning for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision 1454 dated January 9, 2021. National Highway 1 is planned to meet grade III road standards with 4 lanes.
Citing the provisions of the 2024 Road Law, which stipulates that the provincial People's Committee is responsible for managing the route and section of the national highway that has completed the investment in building a replacement bypass in accordance with the road network planning, the Ministry of Construction said that it is not possible to hand over the section of the route that voters proposed to the locality for management because it is necessary to operate both routes in parallel to ensure the scale according to the planning approved by the Prime Minister.
After the bypass is invested to ensure the planned scale, the Ministry of Construction will hand it over to the People's Committee of Quang Nam province for management according to regulations.
