To reduce traffic congestion and avoid overloading the Phap Van - Cau Gie expressway during peak times in 2009, the Hanoi People's Committee approved the project to upgrade National Highway 1, Ngoc Hoi - Van Dien section, 4.8 km long.

The project will expand and upgrade the road surface of National Highway 1 from 2 to 4 lanes in each direction in the direction of Thuong Tin - Van Dien and was assigned to the Department of Transport, then from 2018, the Hanoi Traffic Construction Investment Project Management Board took over and continued to implement with a budget of 887 billion VND. However, up to now - after 15 years of implementation (12 years behind schedule), 70% of the project length has not been completed, the construction site is still messy and divided into many sections.

Currently, the road from Agricultural Hospital (Ngoc Hoi Commune, Thanh Tri) to Ngoc Hoi Cemetery, about 2km long, is under construction like this.

Some housing projects within the project area have not yet been cleared.

The project includes investment items, construction of new ditch systems, drainage culverts... but up to now the drainage culverts have not been completed, when it rains, the roadbed of National Highway 1 and the project area are flooded because the rainwater has no way to drain.

Traffic on National Highway 1A from Thuong Tin to Van Dien is often congested due to narrow roads and unfinished construction sites.

Many families living along National Highway 1 where there has been a construction project for many years have no road to their homes, so they have had to build temporary embankments (red line) to get around.
