Comprehensive application of information technology and digital transformation in the road sector

On the afternoon of August 8, the Vietnam Road Administration announced that the project "Enhancing the application of information technology and digital transformation in the road sector for the period 2023-2025, with a vision to 2030" had been approved by the leaders of the Ministry of Transport.

Accordingly, the project focuses on analyzing and evaluating the current status of information technology application in the road sector, thereby proposing guiding viewpoints and goals to enhance the application of information technology and digital transformation in the road sector in the period of 2023-2025, with a vision to 2030.

With the viewpoint of comprehensively applying information technology, promoting digital transformation in the road sector according to the principle of taking people and businesses as the center, the project will contribute to improving the effectiveness and efficiency of state management of the road sector from the central to local levels in order to maintain and develop a modern and sustainable road traffic infrastructure system; strictly manage transportation activities, training, testing, granting and exchanging driving licenses to ensure traffic safety and environmental protection.

"This is both a requirement of the national digital transformation program in line with the development trend of technology and a mandatory task that must be carried out according to regulations in current legal documents," said the leader of the Department of Roads.

On this basis, continue to complete legal documents, carry out construction investment projects to form a centralized database to serve multiple goals and purposes for many ministries, branches and localities; especially serving the work of state management, inspection, examination and cold handling of violations of the Departments of Transport.

By 2025, all work records will be processed online.

The project sets a target that in the period of 2023-2025, 100% of work records will be processed online (except for work records within the scope of state secrets); at least 50% of meetings will be conducted online, meeting documents will be sent via the Information System for meetings and work processing, electronic office, minimizing the use of paper documents. In addition, 100% of reporting regimes in the road sector will be standardized and managed by an information technology application system.

Also according to the project, by 2025, 100% of eligible administrative procedures will be provided as full-process online public services; 100% of administrative procedure files handled under the jurisdiction of the Vietnam Road Administration will be managed and monitored for processing progress on the Ministry of Transport's administrative procedure handling information system; at least 50% of administrative procedure files will be performed online remotely by people and businesses.


The project "Enhancing the application of information technology and digital transformation in the road sector for the period 2023-2025, with a vision to 2030" will focus on people and businesses.

Also in this phase, the project aims to collect and update 100% of road infrastructure data managed by the Central Government into the database to serve the work of monitoring, statistics, policy making, planning, public investment planning, and approval of maintenance projects; strive for 100% of completion records in construction and repair to be updated and digitized; at least 10% of maintenance plan volume to be automatically established through the database on the system.

In addition, the project aims to build and complete information technology systems to manage transport activities to serve state management, automatically synthesizing violations of transport businesses, transport vehicles, and drivers to support state management agencies in inspection, examination, and handling (cold fines) of businesses, vehicles, and drivers of transport vehicles that violate regulations.

Strive for 100% of automobiles to use electronic toll collection accounts for multi-purpose payments for road traffic services to increase convenience for people and businesses and reduce social costs.

The project has identified 28 tasks and solutions to be implemented from now until 2030, such as building and completing shared technical systems; completing internal application systems; providing online public services; applying information technology, specialized digital transformation; training and developing human resources for digital transformation.

Implementing the Decision approving the Project, currently the Vietnam Road Administration is presiding over and coordinating with relevant units to implement the key tasks assigned by the Project, promptly introducing information technology systems to serve the state management of the Vietnam Road Administration, the Department of Transport of provinces and cities and relevant units to improve the effectiveness and efficiency of state management in the road sector.
