1. During the week, Secretary of the Provincial Party Committee Tran Huy Tuan attended the regular February Party cell meeting at the Nga Ba Hamlet Party Cell, Cat Thinh Commune, Van Chan District. Speaking to the Party members at the Party cell meeting, Secretary of the Provincial Party Committee Tran Huy Tuan expressed his joy, excitement and congratulated the Party cell on successfully organizing the 18th Village Party Cell Congress for the 2025-2027 term. The Provincial Party Committee Secretary informed the Party members in the Party cell about the progress of implementing Party congresses at all levels for the 2025-2030 term of the province. To date, 100% of Party cells under the grassroots Party Committee (village Party cell congresses) have completed the congress for the 2025-2027 term. For grassroots-level congresses, a model congress will be held at the An Thinh Commune Party Committee, Van Yen District, and then he will direct the simultaneous organization of grassroots-level congresses throughout the entire Provincial Party Committee in March 2025. For the grassroots Party Congress, a model congress will be held at the Yen Binh District Party Committee for 3 days, from May 6 to 8, 2025, and the congresses of Party Committees directly under the Provincial Party Committee will be completed in the first quarter of 2025 in accordance with the direction of the Central Committee. For the Provincial Party Congress, it is expected to be held at the end of September 2025.
Comrade Tran Huy Tuan also informed the Party members about the organization arrangement and streamlining of the political system. Up to now, the work has been seriously and effectively implemented by the Provincial Party Committee and achieved many positive results. In the coming time, the Provincial Party Committee Standing Committee will continue to direct the organization arrangement of agencies and units in the province's political system in accordance with the direction and guidance of the Central Government.
2. At the Conference to announce the decision on personnel work in Van Chan district. Presenting the decision and congratulating comrade Dang Duy Hien and comrade Hoang Vien, Secretary of the Provincial Party Committee Tran Huy Tuan assessed that the two comrades: Dang Duy Hien and Hoang Vien are both cadres with political courage, good moral qualities, healthy lifestyle, solidarity, closeness to comrades and colleagues; well-trained, capable, qualified, enthusiastic, and highly responsible; have held many leadership and management positions and have demonstrated their capacity and leadership ability in each position. 3. Speaking at the 70th Anniversary of Vietnamese Doctors' Day, Comrade Tran Huy Tuan - Secretary of the Provincial Party Committee sent his warmest feelings and best wishes to the leaders, former leaders, cadres, civil servants, public employees, and workers of the provincial health sector and all comrades attending the Anniversary.
In order to proactively have breakthrough solutions and strategies to promote sustainable development, keep up with the movement of science, innovation and meet the increasingly high requirements for health care and protection of the people in the new era of national development, Secretary of the Provincial Party Committee Tran Huy Tuan requested the health sector to thoroughly grasp and seriously and effectively implement the 12 important and profound instructions of General Secretary To Lam at the visit and work with the health sector on February 24, 2025. At the same time, pay attention to synchronous and comprehensive development of the health system in the direction of modernity, active, proactive and effective prevention with the viewpoint of "Prevention is better than cure", "Preventive medicine is the key, grassroots health care is the foundation; improving the quality of health services is a breakthrough". The Provincial Party Secretary also requested the health sector to quickly implement the project of merging specialized hospitals into the provincial general hospital to put the new apparatus into operation; do a good job of community health work, disease prevention propaganda for the people, sanitation of the living environment, working environment; handle waste, ensure water sources, environmental pollution, food hygiene and safety; resolutely and persistently fight and push back all negativity, clean up the apparatus, protect the prestige of the industry, the honor of doctors, etc.

At the Conference to announce the Decision to appoint comrade Hoang Viet Hoa to the position of Deputy Secretary of Van Yen District Party Committee for the 2020 - 2025 term, comrade Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of Yen Bai Provincial People's Committee congratulated the new Deputy Secretary of Van Yen District Party Committee. 6. Speaking at the meeting of the Party Cell of Residential Group 5, Mu Cang Chai Town Party Committee, Comrade Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee informed the Party members in the Party Cell about the socio-economic development results of the province achieved in 2024 and the first 2 months of 2025.
The Chairman of the Provincial People's Committee also informed the Party members about the work of reorganizing and streamlining the political system apparatus, and the progress of congresses at all levels. Inspecting, urging and removing difficulties in budget collection in 2025 in Van Chan, Tram Tau districts and Nghia Lo town, Comrade Ngo Hanh Phuc - Vice Chairman of the Provincial People's Committee , Head of Working Group No. 3 highly appreciated the efforts of Tram Tau, Van Chan districts and Nghia Lo town in developing the 2025 budget collection scenario in the area. Inspecting, urging, and removing difficulties in budget collection in 2025 in Yen Binh district, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc highly appreciated the work of building a budget collection scenario of Yen Binh district which is very detailed, specific, clear in work and progress; the implementation of budget collection solutions right from the first months of 2025. To complete the budget collection in 2025, Yen Binh district closely follows the budget collection scenario developed by the district and the province; flexibly adjusts the scenario according to actual quarterly collection; strengthens the advisory and coordination work in implementing budget collection; synchronously deploys solutions to support and remove difficulties for businesses and taxpayers... Focus on strengthening budget collection measures: collection management, tax debt collection, and preventing revenue loss. Evaluate and adjust collection solutions for flexibility and efficiency with the highest goal of completing the revenue according to the 2025 budget revenue scenario. The Provincial People's Committee has issued Document 680/UBND-XD requesting departments, branches, sectors; People's Committees of districts, towns, cities; and investors to speed up the implementation and disbursement of projects in 2025.
