On the afternoon of March 22, during his working program in Binh Dinh province, Prime Minister Pham Minh Chinh attended the inauguration ceremony of Phu Phong dam in Tay Son district.
Also attending were leaders of ministries, branches, central and local agencies.
Before attending the inauguration ceremony, the Prime Minister and the delegation offered incense and flowers at the Tay Son Tam Kiet Temple - a special national relic, a place of worship and commemoration of the cloth hero Quang Trung - Nguyen Hue, while preserving historical artifacts related to the Tay Son uprising and the three Tay Son brothers: Nguyen Hue, Nguyen Nhac, Nguyen Lu.
With a total cost of 738 billion VND (central capital 550 billion VND and provincial budget 188 billion VND), the Phu Phong dam project was built on the Con River.
The project will be implemented from early 2022 and completed in September 2024, 3 months ahead of schedule. The project is over 589 m long; on the dam combined with a 10 m wide traffic bridge. The reservoir formed by Phu Phong dam has an area of about 300 ha, with a capacity of 5 million m3.
Speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh emphasized the important significance of Phu Phong dam in proactively ensuring irrigation water for 465 hectares of agricultural land and the needs for daily life and industrial production; aquaculture; supplementing groundwater sources, improving the ecological environment; enhancing the value of historical relics in the area; connecting traffic; creating momentum for the development of tourism and service industries; creating jobs and livelihoods for people; utilizing the water flowing through the dam downstream to generate electricity, with a capacity of 2.9 MW; contributing to the sustainable development of the local economy.
In particular, the project is even more meaningful when it is built near the Tay Son Tam Kiet temple area and completed on the occasion of the 50th anniversary of the liberation of Binh Dinh province (March 31, 1975 - March 31, 2025).
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the efforts and achievements of the Party Committee, government, army and people of Binh Dinh province in recent times, including the research and construction of Phu Phong dam.
In the coming time, the Prime Minister requested the province to effectively and sustainably exploit the Phu Phong dam and reservoir; maximize the functions of the project; completely complete the settlement of accounts, prevent corruption, negativity and waste; continue to care about the lives of affected people, have given up land for the project and mobilize people to participate in protecting and effectively exploiting the project, bringing benefits to people, businesses and localities.
*On the same afternoon, Prime Minister Pham Minh Chinh inspected the program to eliminate temporary and dilapidated houses in Binh Dinh.
According to the report, Binh Dinh has 4,418 households in need of repairing or rebuilding their houses. The province has started to build or repair 3,718 houses, reaching 8%; of which, 1,158 houses have been put into use.
On March 21, at the meeting of the People's Council of Binh Dinh province, Mr. Ho Quoc Dung, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested districts, towns and cities to immediately start construction of temporary and dilapidated houses that have not been started, ensuring completion in May 2025. Departments, branches and organizations continue to accompany local authorities in implementing the policy of eliminating temporary and dilapidated houses.
Visiting and presenting gifts to the near-poor household of Mrs. Tran Thi Tam (Binh Thanh commune, Tay Son district), the Prime Minister acknowledged and commended the efforts and results of Binh Dinh and emphasized that in order to complete the elimination of temporary and dilapidated houses nationwide in 2025, along with the support of the State, it is necessary to promote the efforts of each household and the support and assistance of relatives, brothers, neighbors... with the spirit of everyone contributing what they have, everyone contributing their own efforts, everyone contributing their own resources, everyone contributing a lot, everyone contributing a little, creating a movement and trend for the poor, for the movement to eliminate temporary and dilapidated houses.
* Next, the Prime Minister inspected Son Trieu tunnel and listened to reports on two North-South expressway component projects, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh, part of the North-South expressway project.
The two projects have a total length of 134km, passing through the two provinces of Phu Yen and Binh Dinh. According to the report, the site clearance work has been completed; the material issues have been resolved and met; the two projects have reached over 70% of the output, expected to complete 110km by September 2, 2025 and then complete the remaining 20km one month later.
Welcoming and praising the efforts of investors, localities, and contractors, the Prime Minister requested to continue promoting the spirit of working in 3 shifts, "overcoming the sun, overcoming the rain, not losing to storms", "eating quickly, sleeping urgently", "working at night when the day is not enough", "working through holidays, Tet, and days off" to ensure the set progress, while improving quality, ensuring technical, aesthetic, safety, and environmental sanitation of the project.
From there, it will contribute to the opening of the entire North-South expressway from Cao Bang through Lang Son to Ca Mau in 2025, practically celebrating the 50th anniversary of the liberation of the South, national reunification, the 80th anniversary of the founding of the country, the 95th anniversary of the founding of the Party, the 135th anniversary of President Ho Chi Minh's birthday, welcoming the Party Congresses at all levels towards the 14th National Congress of the Party.
The Prime Minister requested that the project management board continue to pay attention to the income, material and spiritual life of workers, and that main contractors need to cooperate and create conditions for subcontractors and local businesses to grow, mature and undertake other projects.
The Prime Minister requested that localities continue to pay attention to the lives of people who have given up land for the project, ensuring that new housing is better than the old one; at the same time, research and deploy reasonable intersections to maximize the efficiency of the expressway, exploit new development space, calculate and make the most effective use of land funds for industry, tourism, services, etc.
