On March 21, the 13th Provincial People's Council of Binh Dinh, term 2021-2026, held its 22nd session (14th specialized session) to consider and decide on a number of important issues within its authority.
Construction begins on several important transportation projects.
At this meeting, Mr. Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh province, assessed that the socio -economic situation of the province in the first three months of the year showed many positive signs, with many sectors experiencing promising growth. The most noticeable example is tourism. Recently, the number of tourists visiting Binh Dinh, including international visitors, has increased significantly compared to the same period last year.
According to Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh province, many important transportation projects will be implemented in 2025.
However, there are several issues to consider in order to meet the travel needs of tourists to Binh Dinh. Among them, air tickets to Binh Dinh are currently in high demand. The province needs to coordinate with the railway sector to increase the number of train services to Binh Dinh. This includes some free train services for tourists traveling to the province from Ho Chi Minh City, Hanoi, Da Nang, and Nha Trang.
The Chairman of the People's Committee of Binh Dinh province also informed that the province is making daily efforts, coordinating with the Government , ministries, and sectors to implement key transportation projects, meeting the travel needs of the people and the development of the province.
The second runway project at Phu Cat Airport is currently in the procedural phase, aiming for commencement in August 2025 and substantial completion within 10 months. Efforts are being made to complete the second runway by June 2026.
This will help solve many problems. The runway will facilitate the take-off and landing of aircraft, bringing domestic and international citizens back to Binh Dinh.
The North-South Expressway project through Binh Dinh province is being rushed to completion by the end of this year.
In addition, the Quy Nhon - Pleiku expressway project is also receiving special attention. Mr. Tuan shared that he recently worked with the Ministry of Construction on this project.
"The province hopes to start construction of the Quy Nhon - Pleiku expressway on September 2nd this year, but it's highly unlikely due to some remaining procedures. Currently, the Ministry of Construction is preparing the necessary documents to submit to the National Assembly for consideration, aiming to start construction this year. The Quy Nhon - Pleiku expressway must be implemented at a rapid pace to complete its nearly 140km length within 2-3 years," Mr. Tuan said.
Regarding infrastructure projects in transportation, healthcare, education, etc., Binh Dinh province is also accelerating their implementation. It is expected that 20 projects in the 2026-2030 period will commence this year. These are key projects aimed at creating transportation links and ensuring the well-being of the people.
"Even if I only have one day left, I must dedicate myself to Binh Dinh."
At this session, one issue of concern to the leaders of the Binh Dinh Provincial People's Council is the need to simultaneously carry out two extremely important tasks. Firstly, to accelerate the implementation of socio-economic development tasks to achieve double-digit economic growth in the period 2026-2030, and specifically to achieve a growth rate of over 8.5% in 2025 as mandated by the Government's Resolution.
Secondly, it is necessary to carry out phase 2 of the revolution to streamline the political apparatus in accordance with the Central Committee's directives, and to build a two-tiered local government (provincial and commune levels).
Ho Quoc Dung, Secretary of the Binh Dinh Provincial Party Committee, delivered a speech at the meeting.
The Secretary of the Binh Dinh Provincial Party Committee expressed his delight that phase 1 of the restructuring revolution (reorganizing the province's specialized agencies) had been successfully completed, and the Politburo's inspection team highly praised the proactive approach and methods employed.
Secretary of the Binh Dinh Provincial Party Committee Ho Quoc Dung requested that all levels, sectors, and localities focus on organizing and implementing the two tasks simultaneously with a proactive, creative, decisive, and synchronized spirit.
"We are simultaneously undertaking two extremely difficult tasks, working while queuing, learning from experience, and doing everything at the same time. Therefore, it requires the efforts of all levels and sectors, and the support and agreement of the people," said Provincial Party Secretary Ho Quoc Dung.
The Secretary of the Binh Dinh Provincial Party Committee stated that streamlining and reorganizing the administrative apparatus will select officials with sufficient virtue, talent, vision, and capacity to carry out the tasks.
"Of course, during this revolution, there are still many people with concerns and opinions, but we must be united and comply with the policies for the common development of the country. Whether we are still working or not, whether we are in a high position or demoted to a lower position, we must accept it and not let our concerns prevent us from working and delaying the work. As long as we have one day left, we will continue to contribute, continue to work, and always be proud of what we have contributed to our homeland of Binh Dinh," Mr. Dung expressed.
The Secretary of the Binh Dinh Provincial Party Committee, Ho Quoc Dung, also requested a focus on eliminating temporary and dilapidated houses for people and policy beneficiaries, with the goal of completing the task early in May.
"There are over 4,700 houses in the area, and so far more than 3,700 have been completed, leaving less than 1,000 remaining. For localities that haven't started implementation, it must be done immediately. Currently, some people are wavering, wondering whether they will continue working when the restructuring is about to happen. I propose that we must implement this in a revolutionary spirit; even if there's only one day left, we must work, complete the task, and address social welfare for the people, for the people," Mr. Dung demanded.
