Kinhtedothi - On the afternoon of March 22, in Quy Nhon City, Prime Minister Pham Minh Chinh worked with the Standing Committee of Binh Dinh Provincial Party Committee to assess the socio-economic situation in recent times and tasks and solutions for 2025.
Also attending the meeting were Binh Dinh Provincial Party Secretary Ho Quoc Dung, leaders of ministries, branches, central and local agencies.
Many bright spots
Reports and opinions at the meeting assessed that in recent times, the Party Committee, government and people of Binh Dinh province have been united, made efforts, proactively and creatively implemented the Party's guidelines and policies, the State's policies and laws, the Central Committee's resolutions and conclusions, and achieved many comprehensive socio-economic results.
In 2024, the province achieved and exceeded 20/21 set targets, the economic structure shifted positively; GRDP increased by 7.78%, ranked 26/63 nationwide, 6/14 in the North Central and Central Coast regions; economic scale ranked 25/63 nationwide, 5/14 in the North Central and Central Coast regions; GRDP per capita reached 86.1 million VND.
The average GRDP growth in the 5 years 2021-2025 is estimated to reach 7-7.2%/year, achieving the set target. In 2025, the average GRDP per capita is estimated to reach 96.5-97.3 million VND/person, exceeding the set target.
Sectors and fields have grown quite comprehensively. Agriculture has developed towards large-scale production, increasing value; aquaculture has increased quite a bit, promoting the removal of IUU yellow card warnings, accelerating the construction of new rural areas (by 2024, it will reach 80.5% of communes and 63.6% of districts).
Industrial production is a bright spot (added value in 2024 increased by 12.07% - exceeding the plan, production index increased by 10% - the highest since the beginning of the term). Exports reached 1.752 billion USD - exceeding the annual plan, up 10.5%, goods through seaports were nearly 13 million tons, up 12.8%. Total retail sales and services increased by 12%; 9.7 million tourists - exceeding the plan by 67%.
State budget revenue reached 16,572 billion VND, up 30.9%; total social investment capital reached 56,061 billion VND, up 8.5%; disbursement of public investment capital reached 115.6% of the plan assigned by the Prime Minister.
Administrative reform, digital transformation, and innovation are promoted (strategic cooperation with FPT, implementation of the Semiconductor Human Resource Development Project, etc.). Focus on improving the PAPI, PCI, PAR Index, and SIPAS Indexes (the People and Business Service Index continues to hold the leading position nationwide); effectively implementing organizational and apparatus restructuring and staff streamlining.
The province focuses on developing culture and society, ensuring social security; focusing on eliminating temporary and dilapidated houses (completed for 4,418 households by May 31, 2025). National defense, security and social order are maintained.
In the first months of 2025, the socio-economic trend continues to be positive; industrial production is expected to increase by 10% in the first quarter and 10 projects will come into operation; total retail sales of goods and services are estimated to reach 23.2% of the plan; goods exports are estimated to reach 27.1% of the plan; attracting 26 investment projects with a total capital of VND 11,254.7 billion; disbursement of public investment capital is estimated to reach 12.6% of the plan; state budget revenue reaches 20.2% of the estimate (by March 15, 2025)...
However, the distinct potential, outstanding opportunities, and competitive advantages of Binh Dinh have not been promoted and exploited appropriately. Economic and social infrastructure is still limited. Production and business are still difficult; investment attraction is not very effective, especially for large projects and enterprises. The province does not have many key agricultural products; tourism products are still monotonous...
Promote the spirit of self-reliance, self-improvement, far-sightedness, thinking deeply and doing great things
In his concluding remarks, the Prime Minister acknowledged, commended and highly appreciated the efforts, achievements and results of Binh Dinh in recent times.
Presenting the orientations, viewpoints and guiding ideas in the coming time, the Prime Minister requested Binh Dinh province to continue to make efforts and strive to complete the set targets, tasks and solutions; join the whole country in organizing well the major holidays and important anniversaries of the country: 50 years of the liberation of the South, national reunification, 80 years of the founding of the country, 95 years of the founding of the Party, 135 years of President Ho Chi Minh's birthday, 80 years of the tradition of the People's Public Security; and organize well the Party Congresses at all levels towards the 14th National Congress of the Party.
Binh Dinh needs to be more pioneering, promote the spirit of self-reliance, self-improvement, far-sightedness, thinking deeply and doing great things, not waiting or relying on others, always being steadfast, maintaining a firm stance, building Binh Dinh province to develop quickly but sustainably, ensuring national defense and security.
Along with that, implementing goals, tasks, and solutions must be done with a clear mindset, high determination, great efforts, drastic actions, focus, not spread out, doing each task properly, finishing each task; assigning "6 clear" tasks: clear people, clear work, clear time, clear responsibility, clear product, clear authority.
Regarding specific and key tasks, the Prime Minister requested the province to focus on implementing the arrangement and streamlining of the apparatus and administrative boundaries to ensure progress, according to the direction and guidance of the Central Government, in which the most important thing is to do a good job of ideological work, creating consensus among Party committees, authorities and people.
Along with that, promote growth according to the set targets, contributing to boosting the country's GDP growth by 8% or more in 2025, renewing traditional growth drivers and promoting new growth drivers.
It is necessary to implement more strongly and proactively the 3 strategic breakthroughs in institutions, infrastructure and human resources. The Prime Minister noted that the province needs to do a good job of clearing land for key infrastructure projects in the area; pay attention to the lives of people who have given up land for projects, ensuring that new housing is better than the old one; completely complete projects that have been and are being implemented, and at the same time prepare to participate in new projects such as the implementation of the North-South high-speed railway project.
The Prime Minister also suggested that, along with merging communes and wards and abolishing the district level, it is possible to study the use of agency headquarters to serve healthcare and education...
The Prime Minister directed to continue to concretize and further promote the implementation of Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation, and increasing labor productivity.
The Prime Minister hopes that the province will do better in developing cultural, social, health, educational, and sports infrastructure, developing social housing, eliminating temporary and dilapidated houses, promoting cultural traditions, heroic history, martial spirit, and "Tay Son spirit" to develop and improve the material and spiritual life of the people.
The Prime Minister noted that the province should focus on building a clean and strong Party organization and political system; and improving the leadership capacity and fighting strength of Party organizations and Party members.
Commenting on the province's proposals and recommendations, the Prime Minister directed ministries and branches to continue to remove common difficulties and obstacles for localities; at the same time, localities continue to review, synthesize and report on institutional, mechanism and policy problems for the Government to handle according to its authority; if beyond its authority, it must be reported to competent authorities for consideration and decision.
