Permanent Deputy Prime Minister Nguyen Hoa Binh requested the People's Committees of the provinces and cities of Da Nang, Quang Ngai, Binh Dinh, and Phu Yen to direct the resolution of difficulties and problems to promptly complete projects on schedule.
On the afternoon of March 18, the Government Office issued a document announcing the conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh at the working session of Inspection Team No. 1 on reviewing and removing difficulties and obstacles related to key traffic projects scheduled to be completed in 2025 to achieve the target of 3,000km of expressway.

Accordingly, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the People's Committees of the provinces and cities of Da Nang, Quang Ngai, Binh Dinh, and Phu Yen to pay attention to and direct the resolution of difficulties and problems within their authority related to site clearance, relocation of technical infrastructure, material sources, construction material prices, as well as to strengthen the work of mobilizing and propagating people to create maximum conditions for the project.
For the People's Committee of Da Nang city, the Deputy Prime Minister requested to comply with the commitment at the meeting, complete all site clearance work in March and commit to starting construction of 1 resettlement area, completing procedures for the remaining 2 resettlement areas in March, completing all construction in June, ensuring disbursement of all allocated capital.
Direct local authorities at all levels, where the project passes through, to strengthen propaganda, mobilize some households to accompany, share and support, create conditions for units to take advantage of good weather, be allowed to construct during breaks, ensure "3 shifts, 4 shifts" to complete the project on schedule.
Regarding the People's Committee of Quang Ngai province, the Deputy Prime Minister requested to direct and support the Quang Ngai - Hoai Nhon Expressway Project when there is an official proposal from Project Management Board 2 and the contractor to add two more quarries to the material supply dossier for the project.
At the same time, it is expected to increase the annual mining capacity according to the special mechanism by adding two more quarries in operation.
Direct the investor, contractor and related units of the National Highway 1A - My A - Pho Phong Industrial Park Project to urgently resolve existing problems and difficulties, mobilize all resources to focus on implementing the construction and completion of the entire project, ensuring connection, operation and exploitation in sync with the Quang Ngai - Hoai Nhon Expressway Project.
For the People's Committee of Phu Yen province, the Deputy Prime Minister requested to comply with the commitment at the meeting, speed up the progress of site clearance for handover in March, create conditions to increase the annual exploitation capacity of the stone quarry of Phu Yen Road Management and Repair Joint Stock Company to serve the demand for stone used to make asphalt concrete.
The Deputy Prime Minister assigned the Ministry of Finance to coordinate with the Ministry of Construction and the provinces and cities of Da Nang, Quang Ngai, Binh Dinh, and Phu Yen to review the capital sources of the 2025 Capital Allocation Plan and the 2026 Capital Plan to ensure sufficient funding for projects to be completed in 2025.
The Ministry of Construction focuses on directing investors, contractors and relevant agencies and units not to be negligent or subjective, to continue to proactively and actively implement and make more efforts, determined to complete the main expressway routes of 4 projects, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh before September 30, 2025.
As for tunnel number 3 of the Quang Ngai - Hoai Nhon project, it must be completed before December 31.
Complete rest stops and intelligent traffic management system (ITS), toll collection system (ETC), vehicle load testing in 2025.
The Ministry of Construction coordinates with relevant agencies to organize site inspections at least once a month and resolutely and strictly handle contractors who violate the contract in accordance with regulations.
The Project Management Director is fully responsible for any delays or failure to complete the project on schedule.
