Avoid overlap and waste in planning

That is one of the outstanding results emphasized by Chairman of Hanoi People's Committee Tran Sy Thanh at the meeting to summarize Program No. 05/CTr-TU dated March 17, 2021 of Hanoi Party Committee on "Promoting planning and planning management; improving the effectiveness and efficiency of management and use of resources, environmental protection; proactively preventing and combating natural disasters, rescuing, and responding to climate change in Hanoi, period 2021 - 2025.

Completed 83 planning projects

After more than 4 years of implementation, Program 05 of the Hanoi Party Committee has achieved positive results. Regarding planning and planning management, many key tasks in the field of architectural planning have been completed, especially 2 major plans: Capital Planning for the period 2021 - 2030, vision to 2045; Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065. These are 2 key contents of the Program and also the key tasks of the City in this term. The 2 issued plans have shaped and opened up new development space for the Capital.

Regarding the coverage rate of the general planning and urban zoning planning, the City People's Committee has focused on directing the implementation of tasks related to the preparation, appraisal of projects, and approval of planning projects. As a result, 83 projects have been completed to date (100% coverage). Of which, the satellite urban general planning has a total of 5 projects. To date, the Prime Minister has approved 1 project, the City People's Committee has approved 4 projects; the coverage rate has reached 100%. The general planning of the ecological town has a total of 3 projects. To date, the City People's Committee has approved 3 projects; the coverage rate has reached 100%. The general planning of the town and township has a total of 11 projects. To date, the City People's Committee has approved 11 projects; the coverage rate has reached 100%.

The urban zoning plan in the central urban area has a total of 38 projects (including 33 projects organized by the Ministry of Construction and 35 projects organized by the City People's Committee). Up to now, the Prime Minister has approved 3 projects, the City People's Committee has approved 35 projects; the coverage rate is 100%. The urban zoning plan in satellite urban areas has a total of 26 projects, up to now, the City People's Committee has approved 26 projects; the coverage rate is 100%...

No district-level master plan

According to Chairman of Hanoi People's Committee Tran Sy Thanh, the arrangement of communes in accordance with the scope of urban and rural planning, ensuring compliance with the Adjusted Master Plan of Hanoi Capital to 2045, with a vision to 2065, is a new issue. Departments and branches need to coordinate closely to create harmonious cohesion and development inheritance.

Before 2015, the Hanoi People's Committee approved 13 general planning projects for districts (Ba Vi, Thach That, Chuong My, Thanh Oai, Phuc Tho, Ung Hoa, Quoc Oai, Phu Xuyen, My Duc, Thuong Tin, Soc Son, Me Linh, Dan Phuong), in accordance with the General Planning for Hanoi Capital Construction to 2030, with a vision to 2050.

After the Law on Amendments and Supplements to a Number of Articles of 37 Laws Related to Planning in 2018 came into effect (from January 1, 2019), there was no general district planning type but was replaced by district regional planning. Therefore, the City People's Committee assigned the People's Committees of the 13 above-mentioned districts to establish and approved 13/13 tasks of district regional planning.

After the Adjustment of the Master Plan of Hanoi Capital to 2045, with a vision to 2065, approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024, 13 district-level construction planning projects are being prepared to ensure compliance with the above planning and with the provisions of the Law on Urban and Rural Planning 2024 (effective from July 1, 2025). According to the provisions of the Law on Urban and Rural Planning 2024, there is no longer a type of district-level construction planning but it is replaced by a general district planning.

On February 28, 2025, the Politburo and the Secretariat issued Conclusion No. on the implementation of research and proposed to continue to reorganize the apparatus of the political system, including the requirement: "not to organize at the district level". Based on the above instructions of the Politburo and the Secretariat, the Hanoi People's Committee issued Document No. 779/UBND-DT dated March 6, 2025, recommending that the Ministry of Construction not have to prepare general district plans at a scale of 1/10,000 to avoid overlap and waste (in accordance with the policy of not organizing at the district level in Conclusion No. 127-KL/TW dated February 28, 2025).

For the commune level, the detailed planning of commune centers and detailed planning of rural residential areas, up to now, the People's Committees of districts have approved 389 approved points. Chairman of the Hanoi People's Committee Tran Sy Thanh requested the Department of Planning and Investment to coordinate with the Department of Home Affairs to arrange communes in accordance with the scope of urban and rural planning, ensuring compliance with the Adjusted Master Plan of Hanoi Capital to 2045, vision to 2065, and the City's Urban Development Program to 2035.
