This was one of the outstanding results highlighted by the Chairman of the Hanoi People's Committee, Tran Sy Thanh, at the meeting summarizing Program No. 05/CTr-TU dated March 17, 2021, of the Hanoi City Party Committee on "Strengthening planning and planning management; improving the effectiveness and efficiency of resource management and use, environmental protection; proactively preventing and combating natural disasters, rescue operations, and responding to climate change in Hanoi City, 2021-2025."

Completed 83 planning projects.
After more than four years of implementation, the Hanoi City Party Committee's Program 05 has achieved positive results. Regarding planning and planning management, many key tasks in the field of architectural planning have been completed, especially two major plans: the Capital City Planning for the period 2021-2030, with a vision to 2045; and the revised General Planning of Hanoi Capital City to 2045, with a vision to 2065. These are two key contents of the Program and also the city's priority tasks in this term. The two issued plans have shaped and opened up new development opportunities for the Capital City.
Regarding the coverage rate of general and sub-area urban planning, the People's Committee of Ho Chi Minh City has focused on directing the implementation of tasks related to the preparation, appraisal, and approval of planning projects. To date, all 83 projects have been completed (100% completion rate). Specifically, there are 5 general planning projects for satellite cities. To date, the Prime Minister has approved 1 project, and the People's Committee of Ho Chi Minh City has approved 4 projects; the coverage rate is 100%. There are 3 general planning projects for ecological towns; to date, the People's Committee of Ho Chi Minh City has approved 3 projects; the coverage rate is 100%. There are 11 general planning projects for towns and townships; to date, the People's Committee of Ho Chi Minh City has approved 11 projects; the coverage rate is 100%.
The urban zoning plan for the central urban area comprises a total of 38 projects (including 33 projects prepared by the Ministry of Construction and 35 projects prepared by the People's Committee of Ho Chi Minh City). To date, the Prime Minister has approved 3 projects, and the People's Committee of Ho Chi Minh City has approved 35 projects; achieving a 100% completion rate. No district-level master plan was created.
According to Chairman of the Hanoi People's Committee Tran Sy Thanh, the arrangement of communes to conform to urban and rural planning scope, ensuring compliance with the Revised Master Plan of Hanoi Capital City until 2045, with a vision to 2065, is a new issue. Departments and agencies need to coordinate closely to create harmonious linkages and ensure continued development.
Prior to 2015, the Hanoi People's Committee approved 13 district-level general planning projects (Ba Vi, Thach That, Chuong My, Thanh Oai, Phuc Tho, Ung Hoa, Quoc Oai, Phu Xuyen, My Duc, Thuong Tin, Soc Son, Me Linh, Dan Phuong), in accordance with the Hanoi Capital City General Planning until 2030, with a vision to 2050.
After the Law amending and supplementing a number of articles of 37 Laws related to planning in 2018 came into effect (from January 1, 2019), the type of general district planning was eliminated and replaced by district-level regional construction planning. Therefore, the People's Committee of Ho Chi Minh City assigned the People's Committees of the 13 districts mentioned above to develop and approved 13/13 district-level regional construction planning tasks.
Following the approval of the revised Master Plan for Hanoi Capital City until 2045, with a vision to 2065, by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024, 13 district-level construction planning projects are currently being prepared to ensure compliance with the aforementioned plan and the provisions of the Law on Urban and Rural Planning 2024 (effective from July 1, 2025). According to the Law on Urban and Rural Planning 2024, the type of district-level construction planning no longer exists; it has been replaced by a general district plan.
On February 28, 2025, the Politburo and the Secretariat of the Central Committee issued a Conclusion on the implementation of research and proposals for further restructuring of the political system's organizational apparatus, which stipulated: "no district-level organizations will be established." Based on the above-mentioned directive from the Politburo and the Secretariat of the Central Committee, the Hanoi People's Committee issued Document No. 779/UBND-ĐT dated March 6, 2025, recommending that the Ministry of Construction not be required to prepare general district planning at a scale of 1/10,000 to avoid overlap and waste (in line with the policy of not establishing district-level organizations as stated in Conclusion No. 127-KL/TW dated February 28, 2025).
Regarding the commune level, detailed planning for commune centers and rural residential areas has been approved by the People's Committees of the districts to date, totaling 389 approved locations. Chairman of the Hanoi People's Committee, Tran Sy Thanh, requested the Department of Planning and Architecture to coordinate with the Department of Interior Affairs to arrange communes in accordance with the urban and rural planning scope, ensuring compliance with the Revised Master Plan for Hanoi Capital City until 2045, with a vision to 2065, and the City's Urban Development Program until 2035.
