This is President Lula da Silva's first official visit to Vietnam during his third term, and also his second visit to Vietnam after his visit in 2008.
President Lula da Silva is the first and only Brazilian leader to date to officially visit Vietnam. During his two previous terms (2003-2011), he made many important contributions to promoting cooperation between the two countries in many fields, including economics, trade, science and technology, renewable energy, education and training.
In 2007, the two countries established a Comprehensive Partnership, and recently, during Prime Minister Pham Minh Chinh's visit to Brazil in September 2023, the two sides issued a Joint Statement upgrading the relationship to a Strategic Partnership.
President Lula da Silva has expressed his admiration and deep affection for Vietnam, calling himself a member of the "Vietnam Generation". He has welcomed many high-ranking Vietnamese leaders, including General Secretary Nong Duc Manh (May 2007), President Tran Duc Luong (November 2004), and most recently Prime Minister Pham Minh Chinh (September 2023).
This visit by President Lula da Silva is expected to continue to strengthen and promote the Strategic Partnership between the two countries, especially in the context that both Vietnam and Brazil are active members of international organizations such as the United Nations, WTO, and BRICS. The two sides are expected to discuss measures to enhance economic, trade, and investment cooperation, as well as cooperation in the fields of renewable energy, science and technology, and education.

President Luiz Inácio Lula da Silva was born on October 27, 1945, in the city of Garanhuns, Pernambuco state, Brazil. He is a veteran leader, serving two terms as President of Brazil (2003-2011) and is currently serving his third term (2023-2027). Before entering politics, he was a mechanic and union leader, then founded the Brazilian Workers' Party (PT) in 1980. He is known for his progressive policies and efforts to reduce poverty and promote social justice in Brazil.
President Lula da Silva’s visit to Vietnam is not only an important milestone in bilateral relations between the two countries, but also demonstrates Brazil’s strong commitment to strengthening cooperation with Asian countries, especially Vietnam. This is also an opportunity for the two countries to discuss regional and international issues, contributing to promoting peace and sustainable development globally.
