Fundamental and comprehensive innovation of education and training
Speaking at the Conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the participation of the entire political system, the consensus and support of the people nationwide, especially the efforts of the entire education sector in implementing Resolution 29-NQ/TW on fundamental and comprehensive innovation of education and training, achieving many important and quite comprehensive results, creating breakthroughs.
Highlighting 10 outstanding highlights in the results of the 2023-2024 school year, the Prime Minister said that the work of perfecting institutions and policies for education and training development continues to receive attention; the scale of education and the network of preschool, general education and continuing education facilities have developed. The innovation of general education programs and textbooks has gradually stabilized, initially achieving the set goals. The work of universalizing preschool education, primary education, lower secondary education and illiteracy eradication continues to receive attention, achieving comprehensive results.
Along with that, the quality of key education continues to be affirmed; higher education training is increasingly focused on and significantly improved in quality. The number of teachers and educational managers continues to be supplemented, better meeting the quantity requirements according to regulations. According to the Prime Minister, the 2024-2025 school year ends the term of implementing the Resolution of the 13th National Congress; at the same time, it begins to implement Conclusion 91 of the Politburo on continuing to innovate education and training. Therefore, the Prime Minister requested the education and training sector, ministries, branches and localities to carry out 9 key tasks.
In particular, the Prime Minister requested to carefully prepare conditions for the new school year and well organize the Opening Ceremony on September 5, creating a joyful and exciting atmosphere for the new school year; focus on organizing the implementation of Conclusion 91-KL/TW of the Politburo, ensuring effectiveness and practicality; continue to review, amend and promptly supplement institutions, mechanisms and policies on education and training innovation, improve the effectiveness and efficiency of state management of education; summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks.
2025 is the first year to organize the High School Graduation Exam according to the new General Education Program. The Prime Minister requested the Ministry of Education and Training to preside over and, together with ministries, agencies and localities, prepare carefully to organize the Exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure, and create the most favorable conditions for students.
The Prime Minister also requested to promote autonomy in conjunction with improving the quality of university training in a practical and in-depth manner, linked with accountability, publicity and transparency; continue to create a favorable environment to attract investment resources for education and training development, ensuring fairness and equality between the public and private sectors; promote public-private cooperation; and promote non-profit university education and training.
At the same time, develop, review, amend and supplement appropriate policies and treatment regimes for the teaching staff; recruit and restructure the teaching staff according to the assigned payroll, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be suitable for practice.
Along with that, continue to review and plan the network of preschool, general education, continuing education, education for the disabled, higher education and pedagogical colleges. The Ministry of Education and Training, ministries, branches and localities should pay attention to construction planning, ensuring suitable land funds to build schools and classrooms, meeting learning needs associated with urbanization trends and population shifts.
Emphasizing that education and training need to be given due attention to create a driving force for rapid and sustainable national development, the Prime Minister reiterated the teachings of President Ho Chi Minh: “Universities need to combine scientific theory with practice...; High schools need to ensure students have solid, practical general knowledge...; Primary schools need to educate children: Love the Fatherland, love the people, love labor, love science, respect public property..., and pay special attention to maintaining their health”; “Families should closely contact schools, help schools educate and encourage their children to study hard, live healthily and enthusiastically help the people”.
Analyzing and requesting effective implementation of the motto: "Taking students as the center and subject; Teachers as the driving force; School as the support; Family as the fulcrum; Society as the foundation", the Prime Minister directed the Ministry of Education and Training, ministries, branches and localities according to their functions, tasks and authority to focus on effectively implementing the above motto; prioritize resource allocation, upgrading facilities, ensuring hygiene, security and safety of schools; clearly evaluating annual results to gain experience and continue to do better in the coming time.
The Education sector focuses on implementing many major tasks
Speaking at the conference, Minister of Education and Training Nguyen Kim Son said that the 2023-2024 school year takes place in the context of domestic economic growth recovering, economic and social activities taking place more vibrantly with good growth momentum and many positive changes.
Together with the whole country, the Education sector is determined to resolutely carry out assigned tasks to complete the 5-year Socio-Economic Development Plan 2021 - 2025 according to the Resolution of the 13th National Party Congress and the Action Program of the Government for the 2021 - 2026 term; carry out the annual tasks of the Government, as well as the directions of the Prime Minister at the Conference to deploy plans and tasks for the 2023-2024 school year.
This is also the time when the entire education sector focuses on implementing many major tasks of the sector such as: Summarizing 10 years of implementing Resolution 29 on education and training innovation; implementing Resolution 686 of the National Assembly Standing Committee on thematic supervision on innovation of general education programs and textbooks; and other important tasks of the sector.
Reporting at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong outlined some outstanding results of the 2023-2024 school year. In particular, the entire education sector organized a review of 10 years of implementing Resolution No. 29-NQ/TW of the 11th Party Central Committee on fundamental and comprehensive innovation in education and training. Thereby, comprehensively assessing the results of 10 years of innovation and proposing orientations for education and training development in the next period, in line with the domestic and international context.
At the same time, the education sector continues to perfect institutions and create a legal corridor to carry out fundamental and comprehensive innovation in education and training according to the requirements of Resolution 29 of the Central Committee; advise the Government and the Prime Minister to issue decrees, resolutions, projects and plans on education and training development.
The work of universalizing preschool education, primary education, secondary education and illiteracy eradication continues to receive attention from localities, creating favorable conditions to mobilize maximum school-age children, especially children in difficult circumstances and children with disabilities.
The 2018 general education program with many new points has been implemented synchronously with all subjects and educational activities for grades 1, 2, 3, 4, 6, 7, 8, 10, 11 nationwide. The organization of compilation and appraisal of textbooks has been implemented according to the roadmap, ensuring quality and progress. The implementation of "one program, many textbooks" has been effectively deployed, promoting outstanding advantages to help change from the root of teaching and transferring knowledge to teaching and developing students' qualities and abilities.
In addition, the quality of mass and key education continues to be improved. The Ministry of Education and Training has successfully organized the 2024 High School Graduation Exam. Autonomy in higher education has gradually become practical, associated with the implementation of accountability, publicity, and transparency of information according to regulations.
