Meeting with representatives of outstanding teachers in 2024 on the occasion of Vietnam Teachers' Day, Prime Minister Pham Minh Chinh emphasized that, towards the new era, education continues to be the top national policy, the country's education and training career must be resolutely reformed more fundamentally and comprehensively, creating institutional breakthroughs and creating a solid legal basis for the development of the education sector.
On the afternoon of November 15, at the Government headquarters, Prime Minister Pham Minh Chinh met with representatives of outstanding teachers in 2024 on the occasion of the Vietnamese Teachers' Day, November 20.
Also attending were Deputy Prime Minister Le Thanh Long, Minister of Education and Training Nguyen Kim Son, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh, representatives of leaders of ministries, central agencies and 60 outstanding teachers representing more than 1.6 million teachers nationwide.
Speaking at the meeting, in a warm and friendly atmosphere celebrating Vietnamese Teachers' Day - the "Tet" day of teachers and the joy of students, Prime Minister Pham Minh Chinh expressed that this is a sacred day, expressing affection, respect, love and pride for teachers, affirming the tradition of "respecting teachers and valuing education" of the Vietnamese people.
"On this day, everyone feels proud, thinks more about teachers and school with unforgettable memories," the Prime Minister shared.
With the feelings of a student, a teacher and a parent, the Prime Minister was delighted to welcome the exemplary teachers who have made many outstanding contributions to the cause of education and training, representing 1.6 million teachers and educational administrators nationwide.
With sincere feelings and deep gratitude, the Prime Minister warmly welcomed the teachers present at the meeting and cordially sent respectful greetings, warm regards and best wishes to generations of teachers across the country.
The "teachers" who made the history of the nation
The Prime Minister stated that the tradition of studiousness, respect for teachers, and appreciation of talented people are profound humanistic values of our nation; an important factor in creating the intelligence, morality, culture, and people of Vietnam.
" Folk songs and proverbs like 'Without a teacher, you can't do anything'; 'Thanks to teachers for showing the way/For children to walk firmly on the long journey of the future', 'Father's rice, mother's clothes, teacher's words/Think about how to make up for the days of longing' and many other verses praising teachers have been passed down from generation to generation," the Prime Minister said.
The Prime Minister recalled that during his lifetime, beloved President Ho Chi Minh - the great teacher of the nation - always highly appreciated the role of teachers in the cause of education. He emphasized: "For the benefit of ten years, plant trees. For the benefit of a hundred years, cultivate people"; "Without teachers, there is no education. Without education, without cadres, there is no talk of economic and cultural development"; "Although their names are not published in newspapers, and they are not awarded medals, good teachers are unsung heroes..." .
According to the Prime Minister, throughout the history of building and defending the country, education has always accompanied and nurtured the nation's long-standing culture, meeting the requirements of building and defending the Fatherland in each period, making a very important contribution.
Since ancient times, the image of the scholar has become a symbol of intelligence, of elegant character, and is admired by the people. In the first days of the new year, asking for calligraphy from the scholar has become a beautiful tradition, a meaningful cultural activity.
During the years of fighting for national independence and unification, the education sector has successfully completed the tasks of eliminating ignorance, eliminating illiteracy, training human resources, nurturing talents, forging ideals, nurturing dreams and ambitions, etc., making great contributions to the revolutionary cause of the nation.
"And there are historical "teachers" who made the history of the nation. That is the young teacher Nguyen Tat Thanh from Duc Thanh school with a passionate patriotism, an iron will to devote himself to finding a way to save the country. That is the teacher Vo Nguyen Giap who decided to put down his chalk, join the Viet Minh Front, and together with our army and people, create the Dien Bien Phu victory "famous in five continents, shaking the earth". That is many generations of teachers and students who put down their pens and went to war..." , the Prime Minister expressed.
According to the Prime Minister, in the process of innovation, the education sector has continuously developed and innovated in thinking, awareness and methods; both the scale and quality of teaching and learning, making great contributions to the process of innovation and integration of the country. Our country has transformed from a poor, backward country, heavily devastated after the war, into a country with the 34th largest economy in the world in 2023; from a country that had to fight "hunger and ignorance", with more than 90% of its population illiterate, to become the world's leading rice exporter and ranked 59th in the world in terms of education quality. According to the Prime Minister, one of the important reasons is thanks to the heroic cultural-historical tradition, educational foundation, patriotism, the spirit of overcoming difficulties and hardships to rise up, the more pressure, the more effort.
In particular, implementing the Party's resolutions, including Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training, the education and training cause has achieved important achievements, actively contributing to improving people's knowledge, nurturing talents, promoting industrialization, modernization and international integration.
The Prime Minister reviewed some outstanding results such as the scale and network of educational and training facilities developing widely, increasingly meeting the diverse learning needs of the people, meeting the need for self-improvement, striving, the desire to go to school, contribute, assert oneself, and overcome one's own limits.
The national education system is increasingly being improved in an open and interconnected direction, approaching international standards. The quality of education at all levels continues to be improved.
Equity in access to education has made much progress, especially for ethnic minorities, rural workers, policy beneficiaries and people in difficult circumstances.
Vietnamese higher education institutions continue to rank highly and move up in prestigious international rankings. Vietnam is among the top 10 countries with the highest results in international Olympiads in the world.
Vocational education is increasingly developing in terms of scale, quantity and quality, contributing to improving the skills of Vietnamese workers, increasing labor productivity, promoting economic growth, enhancing national competitiveness, and creating development momentum. Vietnamese workers are gradually participating and taking on many job positions previously held by foreign experts.
The team of teachers and educational managers is standardized and their qualifications are increasingly improved.
The Head of Government affirmed: Overcoming the devastation of war, difficulties caused by siege, embargo..., the Vietnamese education sector has risen, asserted itself, and achieved very proud achievements compared to the scale of the economy, average income per capita and facilities...
"The golden pages of the education and training career are written by generations of teachers - those who always keep the passion for the profession, are passionate about the profession, love the profession; always strive to cultivate, constantly improve their capacity, overcome many difficulties, overcome many challenges, do their best to sow the seeds of knowledge, nurture dreams, inspire passion, inspire creativity, and build the future for many generations of students," the Prime Minister emphasized.
Through the sincere and emotional sharing of teachers about their lives and careers, the Prime Minister pointed out that the teachers attending the meeting are teachers with many outstanding achievements, typical in the career of education and training; are the core elements spreading good values to students, creating motivation and inspiration; are truly shining examples of morality, self-study and creativity, dedication and devotion to the career of educating people.
"It is worth praising examples such as Mr. Nguyen Huy Bang (Vinh University), Mr. Nguyen Van Quang (Hanoi Pedagogical University 2), Ms. Dinh Thi Thanh Hai (Hanoi University of Pharmacy)...; people who not only do well in professional and management work, but also actively research, apply science, innovate in practice to improve the quality of teaching and learning, publish many scientific articles, win many prestigious awards at home and abroad; actively participate in social activities, volunteer, for students and for the community, for the development of the country's education and science-technology sector.
It is a matter of pride to have teachers who not only do a good job of teaching in class, but also guide and train many excellent students to participate in and win many international awards, contributing to the glory of the country's education, demonstrating the bravery, talent and intelligence of Vietnamese students such as Mr. Hoang Tien Phuc (Thai Nguyen), Mr. Nguyen Anh Nhat (Ha Nam), Ms. Chung Kim Nhung (Soc Trang)...
It is truly admirable to see the examples of Ms. Le Thi Quang (Nghe An), Ms. Nguyen Thi Chuyen (Dien Bien), Ms. Le Thi Tinh (Lai Chau)...; those who have put aside their homesickness, missed their loved ones, kept their passion for the profession, persistently crossed streams, crossed passes, determined to "carry letters up the mountains", to the highlands, remote areas, ethnic minority areas; day after day persistently "staying in the village, staying in the hamlet", eating, living, working with the people, going to each house, meeting each person, encouraging each child to go to school so that knowledge is increasingly improved, the children and grandchildren love studying more and more...", the Prime Minister expressed and said that there are many other typical examples.
The Prime Minister stated that the Government and the Prime Minister understand, sympathize and share the difficulties and hardships of teachers over the past years, especially during the COVID-19 pandemic, and once again acknowledge and commend the tireless efforts and dedication of the teaching staff in particular and the entire education and training system in general of the country.
Towards a new era, education continues to be the top national policy.
The Prime Minister emphasized that, moving towards a new era, an era of building a rich and prosperous country; education continues to be the top national policy; the country's education and training must be drastically reformed more fundamentally and comprehensively, must be built with real quality and creativity, adapting to the fourth industrial revolution and the strong development of digital technology and artificial intelligence, so that Vietnam's education and training can reach the advanced level of the Asian region by 2030 and the advanced level of the world by 2045.
To successfully carry out the above extremely heavy but extremely glorious tasks, the Prime Minister requested ministries, branches and localities to continue to pay attention and care for the cause of education and training with the motto "Taking students as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation". In particular, focusing on the following key tasks.
Firstly, continue to care for, care for, and support the education sector to increasingly perform all strategic tasks that have been summarized and drawn from practice and stated in Conclusion No. 91-KL/TW of the Party Central Committee on continuing to implement Resolution No. 29-NQ/TW.
Closely coordinate with relevant agencies of the National Assembly; be receptive and listen to the opinions of organizations, experts, scientists, especially the opinions of National Assembly deputies to perfect the Law on Teachers, create institutional breakthroughs, create a solid legal basis for the development of the education sector in general and the teaching staff in particular in accordance with the direction of General Secretary To Lam: The Law on Education must make teachers truly excited, honored and create conditions for dedication .
At the same time, proactively draft documents guiding the implementation of the Law on Teachers, to promulgate and implement immediately after the National Assembly passes it.
Second, mobilize and effectively use resources to invest in facilities, especially kitchens, ensure school health and hygiene, and school hygiene; promote prevention and control of school violence; continue to build and develop school culture.
Third, improve the quality of teachers and staff working in education and training. Focus on reviewing and perfecting the recruitment, employment and remuneration mechanisms and policies so that teachers can enjoy salaries commensurate with their efforts, especially preschool teachers, those working in remote, disadvantaged areas, teachers teaching in arduous and hazardous professions... In particular, it is necessary to promptly overcome the local shortage of teachers, properly implementing the spirit: "Where there are students, there are teachers" in a reasonable manner.
The Prime Minister summarized and emphasized three issues: Perfecting the education and training system in accordance with Vietnam's conditions and circumstances, ensuring feasibility, comprehensiveness, and inclusiveness; building a mechanism to mobilize resources (state resources, social resources, public-private partnership resources, and other legal resources) to increasingly improve education and training facilities on par with developed countries; developing a team of teachers with increasingly higher quality, increasingly more comprehensive, suitable for the new situation, meeting new requirements, increasingly loving the profession, increasingly passionate about students, and increasingly proud of the profession.
According to the Prime Minister, in addition to the attention of ministries, branches and localities, the role of teachers is especially important. Sharing some thoughts with the teaching staff, The Prime Minister stated that our country is facing a new historical moment, a new era, an era of national growth, prosperity and wealth. The education sector in general and teachers in particular must continue to promote the glorious tradition of the sector, constantly dedicate themselves, be creative, innovate, and improve their qualities, ideals, and revolutionary beliefs; must strive even harder, make more efforts to join hands and unite to build a rich, powerful, prosperous Vietnam, and for the people to become increasingly well-off and happy.
"To have good students, there must be good teachers. Students can acquire knowledge most effectively if they are guided and instructed by teachers who are capable, dedicated, responsible and have appropriate teaching methods. At the same time, we must respect differences and diversity, encourage creativity; have critical thinking, passion for exploration, desire to contribute..., and maximize the potential, intelligence and qualities of each student.
Each teacher needs to be an endless source of inspiration to ignite in the young generation the flame of passion and enthusiasm, to nurture aspirations, to give wings to fly high, to arouse the spirit of innovation and creativity; to cultivate, to foster, and to pass on to the young generation ideals, ethics, values of truth - goodness - beauty, the quintessence of national and human culture, contributing to the formation of good qualities of the Vietnamese people.
Therefore, every teacher should be a shining example of cultivating virtue - cultivating talent, loving the profession - loving people; constantly studying, cultivating, accumulating knowledge, experience, improving professional qualifications; being active, creative, applying science and technology, having new approaches in teaching and learning; so that each lesson is truly useful and interesting, so that each school day is truly a happy day", the Prime Minister expressed.
On this occasion, the Prime Minister called on organizations and individuals at home and abroad, everyone, every family, every parent... to join hands with the education and training sector, join hands with teachers in the noble cause of "cultivating people", join hands to build the future generation of the country to develop comprehensively, worthy of the country's thousand-year-old cultural and historical traditions, heroic and indomitable, contributing to building a strong, prosperous country, with a prosperous and happy people.
Regarding the proposals and recommendations at the meeting, the Prime Minister assigned relevant agencies to handle them according to their authority. If they exceed their authority, they must report to the Government and the Prime Minister to remove difficulties and obstacles.
