On the morning of October 9, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Luu Van Trung chaired the 58th meeting of the Standing Committee of the Provincial People's Council to consider and resolve issues arising between the two sessions.

The meeting unanimously approved Document No. 5959/TTr-UBND dated October 2, 2024 of the Provincial People's Committee on supplementing the 2024 budget. Specifically, it was agreed to supplement the budget for the Department of Education and Training to implement policies for students and teachers of specialized schools, students who won prizes, teachers who teach and train students who won prizes at general schools and pay the regime for teaching labor contracts for the 2023-2024 school year according to Resolution 18, Resolution 20, Resolution 42 of the Provincial People's Council of more than 54.4 billion VND.

Regarding Submission No. 5554/TTr-UBND dated September 16, 2024 of the Provincial People's Committee on registering additional content to be submitted to the 9th Session of the Provincial People's Council, term IV, term 2021-2026, the Standing Committee of the Provincial People's Council assigned the advisory agency to study and develop a set of procedures and a submission to draft a resolution to ensure compliance with the Law on Promulgation of Legal Documents.
Regarding Submission No. 5632/TTr-UBND dated September 19, 2024 of the Provincial People's Committee on promulgating the List of Resolutions detailing the Road Law approved by the 15th National Assembly at the 7th Session, the Standing Committee of the Provincial People's Council agreed and at the same time requested the Provincial People's Committee to review and study the support contents according to the provisions of the Road Law that can be integrated into the Resolution amending Resolution No. 25/2023/NQ-HDND to facilitate the implementation of the province's support policies in one resolution for consistency and consistency.

In the Submission No. 5934/TTr-UBND dated October 1, 2024 of the Provincial People's Committee on registering the content at the 11th Special Session in 2024, the Standing Committee of the Provincial People's Council agreed with the review opinion of the Economic - Budget Committee on the Provincial People's Committee registering the content to submit to the Provincial People's Council for approval of the Resolution to supplement the list of projects requiring land recovery, projects changing land use purposes for socio-economic development for national and public interests in Dak Nong province in 2024. However, if the resolution is approved by the Provincial People's Council and the recovery is implemented immediately, it will be submitted to the special session, otherwise it is proposed to be submitted at the year-end session.

The Standing Committee of the Provincial People's Council agreed with the contents of Document No. 5977/TTr-UBND dated October 3, 2024 of the Provincial People's Committee on supplementing funds for agencies and units to implement the basic salary level and bonus regime in 2024; Official Dispatch No. 5853/UBND-KT dated September 27, 2024 of the Provincial People's Committee on reporting and explaining the direction of the Standing Committee of the Provincial People's Council at the 57th Session regarding giving opinions on the public investment capital plan for the period 2026-2030; Document No. 5920/TTr-UBND dated October 1, 2024 of the Provincial People's Committee on registering to draft a resolution to submit to the Provincial People's Council at the 11th Thematic Session, the 4th Provincial People's Council.

In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Luu Van Trung requested the advisory agency and relevant units to promptly adjust and supplement the submissions according to the agreed content to ensure feasibility and suitability to reality.
To improve the quality of issued resolutions, staff units need to be more proactive and closely follow up in performing assigned tasks.
