“The Government and the Prime Minister would like to listen, absorb and continue to closely follow the goals according to the Resolutions of the Party and the National Assembly to concretize them with specific solutions and resolutely direct all levels, sectors and localities based on their functions, tasks and powers to actively, proactively, promptly and flexibly implement seriously and effectively the tasks and solutions in all fields, remove difficulties and obstacles, overcome challenges, and strive to achieve the highest results for the 2023 plan goals,” said the Deputy Prime Minister.
Regarding the solution to handle the situation of officials shirking, avoiding, and fearing responsibility raised by National Assembly deputies in the session on socio-economics, questions and answers, the Deputy Prime Minister said that in the coming time, the Government and the Prime Minister will request all levels, sectors, and localities to focus on overcoming limitations, shortcomings, and weaknesses; strengthen decentralization and delegation of authority associated with individualization of responsibilities, promote the responsibility of leaders; inspect and check public service activities, especially surprise inspections and checks...
In addition, promptly review, handle, replace or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push away, or lack responsibility.
There is still plenty of room to reduce logistics costs.

In the coming time, the Ministry of Transport will continue to make efforts, try, and closely coordinate with the Ministry of Industry and Trade and relevant ministries and branches to focus on implementing a number of solutions, including continuing to focus on developing transport infrastructure in a synchronous manner, investing in developing dry ports and logistics centers to promote multimodal transport.
According to the Minister, 4 plans have been issued, only the airport plan remains. The Ministry of Transport has completed the procedures, collected opinions and submitted it to the Prime Minister.
Responding to questions from delegates regarding the quality of inspection work in vehicle registration activities, Minister Nguyen Van Thang admitted that this is one of the shortcomings and causes of violations at Vehicle Registration Centers.
However, according to the Minister, vehicle inspection activities are relatively closed, inspectors only check on records, while violations are not in the records, "the records are very good but there are still violations".
In addition, the inspection department has an information technology system to check factors related to vehicles, but this software is poorly secured and can be easily exploited. The Inspection Centers below can use software to intervene and change the data.
Inspectors with normal operations cannot detect it. Other negative aspects such as receiving money and corruption are also outside the records, making it difficult for inspectors.
Speaking at the end of the fourth group of issues on the transport sector, National Assembly Chairman Vuong Dinh Hue acknowledged that the question-and-answer session was very lively, responsible, frank and highly constructive. National Assembly deputies closely followed the content of the questions, actively pursued and debated to clarify the current situation and responsibilities.
Although Minister of Transport Nguyen Van Thang has not been in office for long, he has a firm grasp of the issues within the functions and tasks of the sector. He has responded fully, correctly identified the existing problems in the sector, explained quite fully the remaining problems and limitations, and proposed a number of immediate and long-term solutions to better perform his duties and fulfill the tasks of the Ministry and the transport sector.

In his closing speech, National Assembly Chairman Vuong Dinh Hue said the question-and-answer session took place in a democratic, frank, and lively atmosphere, attracting widespread interest and attention from voters and people across the country.
Along with the 4 Ministers responsible for answering the main questions, Deputy Prime Ministers Tran Hong Ha, Tran Luu Quang, and Ministers of Finance; Planning and Investment; Agriculture and Rural Development participated in answering, explaining, and clarifying the contents related to 4 groups of questions on: Labor - War Invalids and Social Affairs, Science and Technology, Transport, and Ethnicity.

At this session, 454 National Assembly deputies registered to participate in the questioning; 112 National Assembly deputies exercised their right to question, 49 National Assembly deputies debated to clarify issues of concern to the deputies; bringing the total number of deputies participating in the questioning in the first two years of the 15th National Assembly term to 861, continuing to affirm that questioning and answering questions is a form of direct supreme supervision, which is of great interest to National Assembly deputies and is very effective.
The National Assembly Chairman emphasized that through the question-and-answer session at the 5th Session, it showed that the National Assembly deputies have seriously implemented the regulations in the 2022 Session Rules, especially the principles on how to question, exchange, and debate, ensuring the prescribed time, demonstrating a high sense of responsibility and closely reflecting the actual developments, life as well as the thoughts, aspirations, and feelings of the people and voters nationwide.

Creating a breakthrough in socio-economic development of Ho Chi Minh City
During the working session on the afternoon of June 8, with 451/459 votes in favor (reaching 91.3%), the National Assembly passed the Resolution on the National Assembly's Supervision Program in 2024.
The National Assembly's supervision program in 2024 includes 4 topics. Of which, the National Assembly will conduct supreme supervision on 2 topics; the National Assembly Standing Committee will be assigned to organize supervision on 2 topics.
Next, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The majority of delegates agreed on the necessity of issuing the Resolution. Accordingly, the summary of Resolution No. 54/2017/QH14 of the National Assembly on piloting specific mechanisms and policies for the development of Ho Chi Minh City shows that the scope, scale and nature of current policies are still moderate and have not created breakthroughs. Many institutional problems are hindering development.
Basically agree with the financial mechanisms for the Ho Chi Minh City State Finance Company, however, according to delegate Duong Khac Mai (Dak Nong), the regulation that the Ho Chi Minh City People's Council is allowed to allocate revenue from the equitization of 100% state-owned enterprises to increase the charter capital for the company is not enough.
"The financial company plays a lending role in the priority areas of socio-economic development in the city while the demand for priority areas is very large, for example, the development of urban railways (25 billion USD). I propose that there should be a specific financial mechanism and financial sources for the city's financial company such as issuing international bonds and prioritizing investment in some specific programs and projects such as urban railway development and flood prevention," delegate Duong Khac Mai stated.
To implement the policy of promoting decentralization, delegation of power, promoting the spirit of dynamism and creativity for the common benefit of the City, meeting the requirements of the City's development in the new period as stated in Resolution No. 31 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045, delegate Nguyen Phuong Thuy (Hanoi) proposed that the National Assembly consider decentralizing more power to the Ho Chi Minh City government in the work of organizing the apparatus and managing cadres, civil servants, public employees and workers in the area.
