Reuters news agency reported that in an interview with American bloggers published on March 12, Foreign Minister Lavrov reiterated Russia's stance that in any long-term peace agreement, Moscow would not accept the presence of NATO troops in Ukraine.
According to him, Europe is too obsessed with deploying "peacekeeping forces" in Ukraine, but this is not a necessary solution to end the conflict, and some European countries actually want to escalate the situation rather than find a solution.
Assuming that US President Donald Trump has no intention of providing security guarantees to Ukraine under the leadership of Volodymyr Zelensky, the veteran Russian diplomat noted that the White House boss has his own views on the situation and "often frankly expressed that this conflict should never have started."
Foreign Minister Lavrov also accused Ukraine's involvement in NATO of violating its own Constitution, as well as the 1991 Declaration of Independence, based on which Russia recognized the Eastern European country as a sovereign state.
"This manifesto clearly states that Ukraine will not join NATO, will not join any military blocs and will remain neutral. Another thing that the manifesto also affirms is that all rights of Russians and other minorities must be respected," said Mr. Lavrov.
In addition, the head of the Russian foreign ministry also said that, in order to protect the border, the Kiev government must comply with the Minsk agreement - an initiative proposed by Kiev itself. In this case, Ukraine will exist along the 1991 border but without Crimea and part of Donbass (only the area of the four provinces that Russia has controlled).
In another development, on March 12, commenting on Ukraine's announcement that it was ready to support the US's proposal for a 30-day ceasefire and possibly extend it if Russia simultaneously implemented it, Russian Foreign Ministry spokeswoman Maria Zakharova stated that Moscow would make its own decisions on the conflict in Ukraine.
"The formation of the Russian Federation's position does not take place abroad due to some agreements or efforts of the parties, but takes place internally within the country," she stressed.
