On the afternoon of March 12, the Hanoi Party Committee held a conference to summarize Program No. 04-CTr/TU of the 17th Party Committee on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021 - 2025"; announced and awarded the Decision on the districts: Hoai Duc, Dong Anh, Thanh Oai meeting the advanced new rural standards.

Rich, civilized, modern countryside
On March 17, 2021, the Hanoi Party Committee issued Program No. 04-CTr/TU on "Promoting the effective implementation of the National Target Program on new rural construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025". After 4 years of implementation, Program No. 04-CTr/TU has achieved and exceeded many targets, helping the rural areas of the capital become more and more beautiful, civilized, and modern, and the quality of life of the people is constantly improving.
Implementing the New Rural Development Program, by the end of 2021, the city had 382/382 communes meeting new rural standards, completing the target set by Program No. 04-CTr/TU 4 years ahead of schedule. Within just 3 years (2021-2023), the city has 12 districts recognized by the Prime Minister as meeting new rural standards. Thus, Hanoi has 100% of districts and towns meeting the standards and completing the task of building new rural areas, reaching the target 2 years ahead of schedule compared to the target of Program No. 04-CTr/TU.
In the coming time, the city will focus on restructuring production in the field of cultivation, focusing on developing rice in the direction of increasing the structure of high-quality rice varieties; expanding the area of vegetable cultivation, increasing the area of flower and ornamental plant cultivation; developing livestock farming by region, applying high technology, developing livestock farming according to market demand, value chains... In addition, the city will focus on building experiential tourism products associated with craft villages and tourism resource values in rural areas of Hanoi... to further improve people's lives.

By the end of 2024, Hanoi had 229/382 communes meeting advanced new rural standards (accounting for 59.9% of the total number of communes), exceeding 73 communes compared to the target set by Program No. 04-CTr/TU; 109 communes met model new rural standards (accounting for 28.5% of the total number of communes), exceeding 29 communes compared to the target set by 2025. Recently, Hanoi had 2 more districts recognized by the Prime Minister for completing advanced new rural construction, bringing the total number of districts completing advanced new rural construction to 5 districts. This number makes Hanoi the leading locality among provinces and cities nationwide in this field, exceeding the target set in Program No. 04-CTr/TU of 4 districts.
Currently, Hanoi has completed the dossier and submitted it to the Prime Minister for recognition as “The city has completed the task of building new rural areas”. In particular, the construction of new rural areas in Hanoi has gone into depth, effectively and sustainably, with many targets higher than the regulations of the Central Government, bearing the unique identity of the Capital.
Implementing Program No. 04-CTr/TU of the City Party Committee in the period of 2021-2025, the clear mark on the rural areas of Hanoi is a strong economic breakthrough. The agricultural production area tends to decrease every year, mainly the rice growing area due to the urbanization process. At the same time, the field of cultivation and livestock has made much progress, the rural economic structure has shifted in a positive direction...
Implementing the One Commune One Product (OCOP) Program, up to now, the city has had 3,317 OCOP products, including 6 5-star products, 22 potential 5-star products... Cooperative economy, farm economy and craft villages have developed strongly. Positive changes in economic development have brought many changes to localities.
The lives of people in rural areas have been constantly improved. Up to now, the average income per capita in rural areas in Hanoi has reached about 73.8 million VND, an increase of 18.8 million VND/person/year compared to 2020. By the end of 2024, the city will have no more poor households according to the poverty line for the period 2022-2025, reaching the target 1 year ahead of schedule. The majority of rural households have solid, spacious houses. The gap in people's lives between inner-city and suburban areas has narrowed.
Building new rural areas in a sustainable direction
Speaking at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh, Head of the Steering Committee for Program No. 04-CTr/TU of the City Party Committee affirmed that to achieve the above results, there was the participation of the entire political system from the city to the grassroots, media agencies, socio-political organizations, especially the active and responsible participation of all the people of the capital.
On behalf of the city's leaders, Chairman of the Hanoi People's Committee Tran Sy Thanh commended the contributions of the city's departments, branches, districts, towns, localities and all the people of the city who have joined hands, joined efforts, and unanimously built new rural areas, and commended the achievements of the localities in the past time.
Through the report and comments of the delegates, Chairman of the Hanoi People's Committee Tran Sy Thanh suggested that in 2025, the city's departments, branches, and People's Committees of districts and towns continue to focus and prioritize investment resources to continue maintaining the achieved criteria of new rural areas, advanced new rural areas, and model new rural areas, and develop rural areas in a direction consistent with urban criteria.
In addition, strengthen and improve the effectiveness of propaganda work, ensuring diversity, focus, and key points, in order to mobilize internal resources, arouse the spirit of solidarity, responsibility and consensus among the people. Promote the campaign "All people unite to build new rural areas, civilized urban areas" and the movement "All people join hands to build new rural areas".
City departments and branches proactively develop plans, direct and guide districts and communes to deploy and implement 11 targets to be completed in 2025; advise the City Party Committee to promulgate the Program for agricultural, farmer and rural development for the period 2026-2030.
The Department of Agriculture and Environment presides over and coordinates with the city's departments and branches to focus on completing the dossier to request the Prime Minister to recognize Hanoi as having completed the task of building new rural areas and adding at least 2 more districts to achieve advanced new rural areas in 2025.
Regarding the restructuring of the agricultural sector and rural economic development, Chairman of the Hanoi People's Committee Tran Sy Thanh proposed to continue focusing on reviewing, adjusting, and supplementing areas and zones for crop, livestock, and aquatic production to suit the actual situation on the basis of the 2024 Capital Law; Decision No. 1668 dated December 27, 2024 of the Prime Minister approving the adjustment of the Capital Master Plan to 2045, with a vision to 2065.
Based on the results achieved in the recent period, the City will continue to direct localities to carry out new rural construction in depth, sustainably and substantially; thereby improving the quality of people's lives and completing the highest goals in Program No. 04-CTr/TU set by the City Party Committee.

The focus is on restructuring production in the field of cultivation with the goal of improving land use efficiency, reducing rice growing areas, focusing on rice development towards increasing the structure of high-quality rice varieties, expanding vegetable growing areas, increasing annual flower and ornamental plant growing areas. Implementing well the planning for the development of craft villages, industries, industrial zones and clusters, rural services to meet the needs in production, business and trade promotion; promoting the value of heritages - relics and craft villages, increasing the added value of tourism products in the capital.
Regarding improving farmers' lives, Chairman of Hanoi People's Committee Tran Sy Thanh emphasized that for the difficult targets such as: rural people's income by 2025 reaching 80 million VND/person/year (estimated to reach 73.8 million VND/person/year in 2024), he requested departments, branches, People's Committees of districts and towns to focus on synchronously implementing solutions, striving to complete the set goals by 2025.
At the conference, the Steering Committee of Program No. 04-CTr/TU of the Hanoi Party Committee announced the Decision and awarded the Prime Minister's certificate of recognition of advanced new rural standard districts to the districts: Hoai Duc, Dong Anh, Thanh Oai.
The Hanoi Party Committee has decided to award Certificates of Merit to 10 collectives and 10 individuals with outstanding achievements in implementing Program No. 04-CTr/TU of the City Party Committee.
Hanoi People's Committee awarded Emulation Flags to 19 collectives and Certificates of Merit from the Chairman of Hanoi People's Committee to 84 individuals and households with many contributions to the emulation movement "All people join hands to build new rural areas".
