Vietnam and Singapore upgrade relations to Comprehensive Strategic Partnership

On the afternoon of March 12, General Secretary To Lam and Singaporean Prime Minister Lawrence Wong jointly announced to the press the decision to upgrade Vietnam-Singapore relations to a comprehensive strategic partnership.

Immediately after the talks, General Secretary To Lam and Singaporean Prime Minister and Secretary-General of the Singapore People's Action Party (PAP) Lawrence Wong chaired a press conference to inform about the results of the talks.

Also at the joint press meeting, the two leaders officially announced the upgrading of Vietnam-Singapore relations to a Comprehensive Strategic Partnership.

Making Vietnam-Singapore relations an international model

Speaking to the press, Singaporean Prime Minister Lawrence Wong said the two countries have signed many documents on enhancing cooperation, preventing and combating transnational crimes. At the same time, they will strengthen cooperation on digital transformation, digital economy, financial technology, green economy, and renewable energy.

The two sides also expanded cooperation in Vietnam-Singapore Industrial Parks (VSIP), creating jobs for people and continuing to encourage smarter, more modern VSIPs in the future...

According to the Singaporean leader, these things demonstrate the level of the Comprehensive Strategic Partnership, contributing to promoting cooperation between the two countries.

For his part, General Secretary To Lam shared that the two sides had a very successful meeting, in a spirit of openness, frankness, sincerity and mutual understanding.

The General Secretary affirmed that with the solid achievements that have been made, on the basis of mutual understanding and trust, sharing similarities in interests and strategic priorities, the two sides have decided to upgrade the relationship.

This new framework will contribute to further strengthening political trust and opening up a broader and deeper space for cooperation, thereby making the Vietnam-Singapore partnership a model in international relations in the new era.

The two sides also highly agreed on the direction of implementing the Comprehensive Strategic Partnership in the coming time.

General Secretary To Lam emphasized that since Vietnam joined ASEAN, Singapore has always been an important economic partner, accompanying Vietnam throughout its reform, opening up and development. Vietnam is proud to have a friend and comprehensive strategic partner like Singapore.

Singapore's first strategic partner in ASEAN

Previously, according to information from the Ministry of Foreign Affairs, at the meeting on the same day, March 12, Singaporean Prime Minister Lawrence Wong shared that this was the first comprehensive strategic partnership that his country had established with an ASEAN country.

The two sides agreed to set out major directions and assign relevant agencies, ministries and sectors to develop an action program to implement the Comprehensive Strategic Partnership. This will help develop the relationship in a practical and effective manner, focusing on enhancing political trust through delegation exchanges at all levels, especially at high levels.

At the same time, expand and deepen economic, trade and investment cooperation as well as promote cooperation in digital transformation, innovation, green economy and clean energy. In addition, strengthen cooperation in the fields of defense - security, culture, education, tourism and people-to-people exchange.

The General Secretary suggested that Singapore expand the VSIP 2.0 network towards innovation, low carbon emissions, and enhance cooperation in the fields of digital transformation and emerging technologies.

Prime Minister Lawrence Wong wants to promote cooperation with Vietnam in developing seaports and maritime infrastructure through digital transformation.

He affirmed that Singapore will continue to support Vietnam in improving the quality of human resources, especially strategic-level officials, and effectively implement the Memorandum of Understanding on the Vietnam-Singapore innovative talent exchange program.

The Singaporean leader also hopes to send his country's students to Vietnam to study and research, promote cultural and sports exchanges, and young generation exchanges to enhance understanding and friendship between the people of the two countries.

Previously, General Secretary To Lam and Singaporean Prime Minister Lawrence Wong witnessed the handover ceremony of cooperation documents between the two sides, including:

- Agreement on cooperation in preventing and combating transnational crimes between the Ministry of Public Security of Vietnam and the Ministry of Home Affairs of Singapore.

- Memorandum of Understanding on digital transformation between the Ministry of Public Security of Vietnam and the Ministry of Digital Development and Information of Singapore.

- Joint report on Vietnam - Singapore offshore wind power commercial cooperation.

- Memorandum of Understanding on enhancing cooperation in the field of financial innovation between the State Bank of Vietnam and the Monetary Authority of Singapore.

- Letter of intent for cooperation between the State Securities Commission and the Monetary Authority of Singapore; decision on investment policy for VSIP infrastructure construction and business project for the two provinces of Nam Dinh and Nghe An.

- Memorandum of Understanding on cooperation in research and proposal of investment projects in Ly Nhan district, Ha Nam province (Vietnam).

- Memorandum of understanding for 3-party cooperation between A*Star - Sembcorp - Becamex.
