Hue University and Da Nang will be developed into national universities.

The Prime Minister has just decided to approve the planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050.

One of the goals by 2030 is for Vietnam to reach a university education scale of over 3 million students, reaching a rate of 260 university students and 23 postgraduate students for every 10,000 people; the university education rate for people aged 18-22 is 33%, in which no province has a rate lower than 15%.

In addition, the network of higher education and pedagogical institutions will be upgraded with the orientation of arranging and reducing the number of public higher education institutions; only considering the establishment of new public universities when there is an urgent need and favorable conditions are met; Arranging and consolidating the operations of branches of public higher education institutions; Encouraging the establishment and expansion of the network of private higher education institutions, branches of private higher education institutions, branches of prestigious foreign higher education institutions when meeting sufficient conditions, especially those specializing in training in science, engineering and technology.

The plan also clearly states the focus on investing in upgrading and developing national and regional universities to achieve quality and prestige on par with the region and the world, with the capacity to carry out national strategic tasks, regional development tasks, and play a core role in the network of higher education institutions nationwide and in socio-economic regions. Specifically, developing Hanoi National University and Ho Chi Minh City National University into the group of leading higher education institutions in Asia; developing Hue University and Da Nang University into national universities.

National universities develop in a research-oriented manner, focusing on training high-quality talents and postgraduate training associated with scientific research and innovation, implementing national strategic tasks; prioritizing basic science, engineering, technology and a number of other key fields according to the core strengths of each university.

Along with that, upgrading and expanding the development space of Thai Nguyen University in the Northern Midlands and Mountains; Upgrading and developing more regional universities in the North Central, South Central, Central Highlands and Mekong Delta with the core being Vinh University, Nha Trang University, Tay Nguyen University, Can Tho University and a number of other universities in each region; Preparing conditions to develop Tay Bac University into a regional university in the period after 2030.

Regional universities focus on improving quality, emphasizing scientific research and innovation, and carrying out regional development tasks; prioritizing engineering, technology, pedagogy, and a number of other fields according to the development requirements of each region.

The plan to 2030 also sets out the orientation for developing a network of higher education institutions training teachers with a scale of 180,000 to 200,000 students, of which about 85% are at university level and 15% are at college level. It is expected that there will be from 48 to 50 higher education institutions training teachers with the following structure: 64% at key higher education institutions training teachers, including 2 key pedagogical universities and 12 other higher education institutions under the Ministry of Education and Training, national universities and regional universities; 30% at higher education institutions under the provincial People's Committees and a number of other public higher education institutions; 6% from a number of higher education institutions with strengths in technology, agriculture, forestry, languages, physical education, sports, and arts participating in training teachers in specific pedagogical fields.
