Accordingly, the objective of the Project is to gradually develop comprehensive agriculture in a modern, sustainable direction, ensuring the ecological environment; forming concentrated commodity production areas with the district's strong agricultural products in the direction of safety, organic, high-tech agriculture, ensuring food safety and hygiene; promoting the growth of the district's agricultural sector.
Regarding the plan to develop tea trees in the area, by 2025, Phu Luong district has set specific goals such as: Tea area reaches 4,104.4 hectares, output of 47,900 tons of fresh tea buds, estimated output of dried tea buds reaches 9,580 tons; area certified to meet VietGAP standards reaches 272 hectares, of which 35 hectares are newly certified, 237 hectares are re-certified.
Of which, the value of tea production reached 1,480 billion VND, the value of products per hectare of tea land reached 360 - 365 million VND; There were at least 5 more products with labels and traceability of product origin.

Along with that, Phu Luong aims to strive for a cultivated area of Nếp Lài rice of 210 hectares, an output of 1,050 tons; Production value of Nếp Lài rice of 18.8 billion VND; Having 2 more products with labels and traceability of product origin.
For the livestock sector, Phu Luong district sets a target of a total pig herd of 50,000, meat output of 7,600 tons; pig production value of 516 billion VND; total chicken herd of 1,526,000 broilers, meat output of 7,210 tons; 24,000 egg-laying hens, egg output of 4,848,000 eggs; Production value of broilers and eggs of 294.64 billion VND; Striving to have 01 more product with traceability stamp .
In addition, Phu Luong strives to maintain a forest area of 16,796.7 hectares. Plant and replant 500 hectares of production forests, strive for a forest productivity of 90 m3 /ha/cycle, production value of 230 billion VND; Striving to have 5 more OCOP products recognized as achieving stars.

According to Ms. Nguyen Thuy Hang - Vice Chairman of Phu Luong District People's Committee: To achieve the above goals, Phu Luong District is focusing on propaganda and training for tea production and trading households in the area to intensively cultivate tea according to VietGAP and organic standards; process tea in the direction of producing high-quality green tea, associated with raw material areas; apply scientific and technological advances in processing associated with product preservation.
In addition, the locality also has many policies to support people producing tea such as: Support for new certification, re-certification of VietGAP , including 100% funding support for VietGAP standard certification for tea production cooperatives in Tuc Tranh, Vo Tranh, Phu Do, Yen Lac communes with a scale of 272 hectares, of which 35 hectares are newly certified, 237 hectares are re-certified.
Along with that is supporting organic microbial fertilizers, supporting mechanization of tea processing for craft villages, cooperatives, and tea production cooperatives in the area. At the same time, supporting the construction, management and promotion of products through maintaining and developing the "Phu Luong" tea certification brand; collective brands "Tuc Tranh tea", "Vo Tranh tea". Encouraging and creating conditions for organizations and individuals to build brands and trademarks for tea products; Supporting enterprises, cooperatives, and craft villages to participate in exhibitions, trade fairs, and festivals held inside and outside the district to promote and introduce products.
For other agricultural products, the district focuses on developing and enhancing the value of Phu Luong sticky rice and lychee products with the plan. Expanding the concentrated production area of Nep ly rice, area 210 ha, concentrated in 5 communes (On Luong 80 ha, Phu Ly 35 ha, Hop Thanh 40 ha, Yen Do 25 ha, Yen Trach 30 ha).

Not only that, the district also focuses on developing and increasing the value of pork, chicken, eggs and wood products. At the same time, it supports and advises organizations and individuals to develop OCOP products in agriculture. By 2025, it strives to have 5 OCOP products achieving 3 stars or more.
