The Ministry of Construction agrees with the proposal that it is necessary to study and invest in expanding the Phap Van - Cau Gie expressway under the PPP method to 10 - 12 lanes, accordingly the Phap Van - Ring Road 4 section will have 12 lanes, and the Ring Road 4 - Phu Thu section will have 10 lanes.

The Ministry of Construction has just sent a document to the Vietnam Road Administration and Phuong Thanh Transport Investment and Construction Joint Stock Company (investor) regarding the investment in expanding the Phap Van - Cau Gie expressway under the public-private partnership (PPP) method. It is known that the expansion aims to meet transportation needs, reduce traffic congestion, promote regional socio-economic development, and gradually complete the road network planning for the period 2021 - 2030, with a vision to 2050, which has been approved by the Prime Minister. The Ministry of Construction agrees with the proposal of the investor and project enterprise on the necessity of studying and investing in the expansion of the Phap Van - Cau Gie expressway under the PPP method.

The Phap Van - Cau Gie Expressway is often congested, especially during holidays and Tet. The route allows a maximum speed of 100km/h, with 6 lanes, some sections only have 4 lanes and 2 emergency lanes.

There are currently 3 options for expanding the Phap Van - Cau Gie expressway, specifically option 1 is to expand from Phap Van intersection to Phu Thu intersection, option 2 is to expand from Phap Van intersection to Dai Xuyen intersection, option 3 is to expand from Phap Van intersection to Dai Xuyen intersection. At intersections passing through many residential areas, it is proposed to build overpasses along the route to limit the amount of land clearance, affecting the lives of people on both sides of the road.

Phap Van - Cau Gie Expressway is an important route at the southern gateway of the capital, helping to connect and quickly circulate to the provinces of the Red River Delta and the Central region. The route also connects with Cau Gie - Ninh Binh Expressway and a series of other expressways.

Along the Phap Van - Cau Gie expressway, there are 36 bridges, including one over-river bridge, one over-rail bridge, and the rest are bridges and underpasses for people. Many years ago, some sections of the expressway were expanded, renovated, and resurfaced.

In fact, even during holidays and Tet, this highway is still very crowded with traffic.

Phap Van - Cau Gie Expressway is about 29 km long, starting at Km182+300 (Phap Van intersection), ending at Km211+256 (Dai Xuyen intersection) with a cross-section of 33.5 m (including 6 motor vehicle lanes and 2 dirt shoulders 2x0.75 m).

In 2024, the Phap Van - Cau Gie Expressway will have an average two-way traffic volume of about 85,000 vehicles/day and night, far exceeding the designed traffic volume (about 55,400 vehicles/day and night). At the same time, it will continuously grow at an average rate of about 6%/year.

Pursuant to Decision No. 1454/QD-TTg dated September 1, 2021 and Decision No. 12/QDTTg dated January 3, 2025 of the Prime Minister on approving and approving the adjustment of the Road Network Planning for the period 2021 - 2030, with a vision to 2050.

The Phap Van - Cau Gie expressway will have a scale of 10 - 12 lanes (the Phap Van - Ring Road 4 section will have a scale of 12 lanes, the Ring Road 4 - Phu Thu section will have a scale of 10 lanes).
