Add 5 new advanced and model rural communes
During the days before the Lunar New Year 2025, the Hanoi City New Rural Area Appraisal Team appraised the results of building advanced and model new rural areas in 5 communes of Quoc Oai district.
Of which, Phu Man, Ngoc Liep and Can Huu communes were assessed to meet advanced new rural standards; Sai Son and Ngoc My communes were assessed to meet model new rural standards in 2024.
The first assessment point of the working group was Phu Man commune. Although it is a mountainous ethnic minority commune of Quoc Oai district, where a large number of Muong ethnic people live, thanks to the large investment resources from the new rural development program, it has contributed to changing this countryside.
In recent years, Phu Man commune has received great attention from the city and Quoc Oai district in terms of investment resources for socio-economic development. Up to now, 100% of the commune's villages have cultural houses and sports areas to meet the cultural, artistic and sports needs of the community.
The commune has Dong Vang market which meets the criteria for a rural market; 627 households (accounting for 100% of households) have permanent or semi-permanent houses, no temporary houses, dilapidated houses... In particular, Phu Man commune has beautiful natural landscapes; still preserves many typical indigenous cultural features of the Muong people such as gongs, traditional cuisine... Currently, many community tourism models have been and are being formed in the commune.
After Phu Man, the city's appraisal team continued to Ngoc Liep commune. The atmosphere of flags and flowers filled the streets, further enhancing the richness of the locality. Chairman of Ngoc Liep Commune People's Committee Nguyen Van Nghia happily said that thanks to the achievements of the new rural construction program, local people have been more favorable in working, producing, studying, etc.
Based on the results of new rural construction, in recent years, the commune has continued to improve the criteria for building advanced new rural areas. In recent years, the economy of households has mainly come from small-scale handicrafts and small-scale commercial services.
In addition, the commune has a large number of workers working in the Ngoc Liep industrial cluster located in the area, so the income is high and stable. By the end of 2024, the average income per capita in the commune will reach nearly 80 million VND/person/year.
In Can Huu commune, the local economy has also undergone a strong transformation. The commune has developed agricultural production in the direction of integrating multiple values. The entire commune has nearly 67 hectares of agricultural production converted to livestock farms, attracting 250 households to participate, mainly raising chickens and pigs, bringing in an economic value of about 154 billion VND/year.
The two model new rural communes of Sai Son and Ngoc My were also highly appreciated by the City's appraisal team, because the picture of the countryside has changed completely, bustling with new life. The transformation in economy, culture, and smart villages are the core values that the model new rural areas bring to the people of Sai Son and Ngoc My.
Chairman of Ngoc My Commune People's Committee Nguyen Quang Khai said that the commune chose to build a model new rural area in two areas: health and culture. In particular, Ngoc My Commune Health Station was newly built in 2023 with full functional rooms fully equipped with medical equipment. The station has doctors, nurses, midwives, pharmacists... ensuring enough medical staff. Since 2019, the station has operated according to the principle of family medicine...
Based on the actual inspection and assessment, Deputy Chief of Office in charge of the Office of the Coordination Office of the New Rural Development Program of Hanoi City Ngo Van Ngon - Head of the assessment team announced that, based on the regulations for recognizing communes meeting advanced new rural standards and model new rural standards, Quoc Oai district has 3 more communes eligible for recognition as advanced new rural communes and 2 model new rural communes in 2024.
The countryside is spacious, people's lives are improved.
Building new rural areas is one of the important goals and tasks stated in the Resolution of the 22nd Congress of the Party Committee of Quoc Oai district, term 2021 - 2025. Accordingly, the whole district strives to have 8 communes recognized as meeting advanced new rural standards by the end of 2024 and increase to 12 communes by 2025.
In association with the new rural construction movement, in recent years, rural infrastructure in communes of Quoc Oai district has changed in a more spacious and modern direction; the material and spiritual life of the people is more abundant.
Notably, the results of building advanced and exemplary new rural areas in communes have had the great solidarity of the people. In Ngoc Liep commune, Secretary of Dong But village Party Cell Do Danh Vong expressed his gratitude to the Party and State for investing in building a new rural model. “In recent years, Dong But village alone has received nearly 40 billion VND of budget capital to build and renovate Thien Su pagoda; harden 3 village ponds; build main village roads and about 60 alleys.
Along with the State’s capital, our people have mobilized nearly 3 billion VND from social sources to repair spiritual works and build welcome gates and lighting…”. Mr. Vong also said that the people are very excited and trust the leadership of the Party and the State. Through taking votes on people’s satisfaction with the results of building advanced new rural areas, people have a very high consensus.
According to Mr. Phan Xuan Suu, Secretary of the Party Cell of Da Phuc village, Sai Son commune, participating in the construction of a new model rural area, people are very enthusiastic and join hands in specific tasks, especially building a bright, green, clean, beautiful and civilized village. The experience in Da Phuc is that the residential area is large, the village has a zalo channel to convey to the people the policies of the city, district and commune so that the people know, understand and agree.
In Ngoc My commune, Secretary of Ngoc Than village Party Cell Bui Trong Dung said that as a large village with more than 10,000 people, people's lives have been constantly changing. "I witness students passing the entrance exams to public high schools and large universities every year. Many people have high academic titles and degrees, holding leadership positions in state agencies... That is the success of the local education and training career. People think that the achievements of the model new rural area of the commune are worthy" - Mr. Bui Trong Dung expressed.
Mr. Bui Dao Hoang, Head of Can Ha Village, Can Huu Commune, also said that when building a new, advanced rural area, people will enjoy many benefits and the countryside will become more civilized. Recently, when building a road, two families in the village donated more than 100 square meters of land each, worth hundreds of millions of VND. Many families donated 50-60 million VND for the construction of the new rural area but were still very excited, all for the goal of a rich people and a strong country.
Sharing lessons learned in building advanced new rural areas and new rural areas of the district, Vice Chairman of the People's Committee of Quoc Oai district Pham Quang Tuan said that in order to widely implement the Program, in the past time, the district has regularly organized dissemination and propaganda to all cadres, party members and people in the area about the purpose, meaning and importance of the Program.
Along with that, well implement the democratic regulations at the grassroots level with the motto "people know, people discuss, people supervise, people benefit". Besides, the district diversifies the forms and contents of communication, creating unity in awareness and action.
Building a new countryside is a journey that has a starting point, but no end point. Therefore, the district will continue to direct localities to review and re-evaluate the criteria, and find solutions to ensure that the criteria meet the new regulations. In particular, special attention will be paid to the criteria on production development, income increase, and improvement of the quality of the living environment in rural areas, in accordance with the needs of use and mobilized resources, avoiding dispersion, waste, and causing debt for basic construction.
