The entire political system of Ha Tinh province is focusing on implementing the province's goal of completing the task of building a new rural area (NTM). Up to this point, building a NTM in Ha Tinh has reached new "milestones" but there are still obstacles and shortcomings.
Do it right
Ky Phu coastal commune (Ky Anh district, Ha Tinh) is considered a difficult land. Starting to build a new rural area with great challenges, but with all-out efforts, the coastal area has now "changed its skin". Having achieved the new rural standard since 2019, in 2021, continuing to complete the goal of building an advanced new rural area, up to now, Ky Phu commune has basically completed the model new rural criteria. Despite having a low starting point, Ky Phu is considered a leading locality in the new rural area construction movement of Ky Anh district with many good and practical ways, aiming at the highest goal of improving the material and spiritual life of the people.
Mr. Nguyen Kien Quyet - Chairman of Ky Phu Commune People's Committee said: "To maximize the role of the people as the main subject in building new rural areas, in 2024, Ky Phu commune mobilized the drastic participation of the entire political system, launching peak campaigns to build new rural areas.
Up to now, the whole commune has 8/8 villages meeting the standards of a model new-style rural residential area; 1 village meeting the standards of a smart village; average income per capita reached 58.87 million VND/year, the poverty rate decreased to 2.91%. With the motto "doing it to the point where it is certain", Ky Phu continuously consolidates and raises the standards of advanced new-style rural areas, and has so far completed 4/4 criteria of a model new-style rural commune".
Ky Phu is one of the typical examples of efforts and breakthroughs in the movement "All people unite to build new rural areas and civilized urban areas" of Ky Anh district. As one of the units with a low starting point, when Ky Anh district first started building a new rural district, only 2/21 communes met the new rural standards. After 13 years of implementation, thanks to the consensus of the Party's will, the people's hearts, closely following the criteria for building new rural areas in a more advanced direction issued by the Central Government, in August 2024, Ky Anh district was recognized by the Prime Minister as meeting the new rural standards.
Having achieved a new "milestone", Ky Anh district continues to develop plans and roadmaps towards the goal of the district achieving advanced NTM standards by 2027. To improve the criteria in a sustainable and in-depth manner, the district continues to focus on tasks to help people's lives improve, specifically: Developing a sustainable rural economy, promoting the potential and advantages of sea tourism; implementing the environmental protection movement well; innovating in administrative reform; ensuring social order and safety...
The journey has no end
After nearly 14 years of implementing the National Target Program on New Rural Construction, in the face of many difficulties and challenges, with the focused leadership and drastic direction of the entire political system and the active participation of the people, Ha Tinh has achieved quite comprehensive results, highly appreciated by the Central Government and selected to pilot the province to meet New Rural standards in the period 2021 - 2025.
Recently, the Standing Deputy Secretary of the Ha Tinh Provincial Party Committee, Tran The Dung, has just signed and issued the Conclusion of the Provincial Party Committee on continuing to implement Resolution No. 04 dated July 15, 2021 of the Provincial Party Committee on focusing on leading and directing the implementation of the Project "Piloting the construction of Ha Tinh province to meet the new rural standards in the period of 2021 - 2025". The results so far show that Ha Tinh has reached new milestones in the journey of building new rural areas.
Specifically, the whole Ha Tinh province has 170/170 communes meeting the NTM standards (100%), 69 communes meeting the advanced NTM standards (40.5%), 18 communes meeting the model NTM standards (10.6%), 9/12 district-level units are recognized as meeting the NTM standards/completing the NTM construction task. The rural economy is increasingly developing, agriculture is developing in the direction of commodity production, safety, organic, circular, ecological, associated with land concentration and accumulation; rural industry and services are developing quite well, the service and trade system in rural areas is developing synchronously, contributing to job creation, increasing income and promoting economic restructuring, rural labor structure; The One Commune One Product (OCOP) program has been focused on and achieved some important results.
The movement to build Model New Rural Residential Areas has been maintained, contributing to creating a green, clean and beautiful landscape. Up to now, 1,205/1,512 villages have met the standards of Model New Rural Residential Areas (reaching 79.9%). Social security work has been focused on, mobilizing social resources to build 105 community cultural houses combined with storm and flood shelters and 8,329 solid houses for people with meritorious services, poor households, and households affected by natural disasters. The material and spiritual life of the people has been increasingly improved, the average income per capita in rural areas in 2024 will reach 54.78 million VND/person/year, the poverty rate will decrease to 2.4%...
However, the implementation of the Resolution still has some limitations and weaknesses such as: Consulting on the development of projects and resolutions has not quantified difficulties and obstacles, leading to some goals and targets not being close to reality. Leadership and direction in some departments, branches and localities sometimes lack determination. Mobilizing and allocating resources has encountered many difficulties; the movement to build new rural areas and civilized urban areas is not uniform among localities. The progress and results of implementing some criteria of new rural provinces according to the pilot project are slow, it is expected that by 2025 some criteria will not be met; the central budget support is low compared to the requirements of the approved project.
With the viewpoint of building new rural areas without stopping and to resolve difficulties and shortcomings, Ha Tinh province has proposed 7 key tasks and solutions to achieve the goal of the province completing the task of building new rural areas according to Decision No. 321 dated March 8, 2022 of the Prime Minister, completing the dossier to submit to the central ministries and branches for appraisal before June 30.
