Nam Khat has become the first new rural commune in the mountainous district of Mu Cang Chai (Yen Bai) after more than 15 years of implementing the National Target Programs (NTPs).
Great joy came to the Mong people in Nam Khat commune this morning (March 5) when the locality was honored to receive the title of new rural commune (NTM).
Starting from the extremely difficult commune 30a, Nam Khat has a high rate of poor households, uneven educational level, and a very poor system of transportation, electricity, roads, schools, and stations. With the determination of the entire political system of Yen Bai province, efforts from the district to the commune, and especially with the consensus and solidarity of the people, Nam Khat has reached the NTM finish line.
Now Nam Khat has an eco-resort, dozens of homestay tourism models, becoming an impressive experience destination in Mu Cang Chai. Many businesses have invested in agriculture to produce high-quality goods (vegetables, flowers, tubers, fruits) with output links for sustainable products, bringing economic efficiency and creating jobs for the Mong people.
Over the past 15 years, the commune has mobilized over 593 billion VND (people contributed nearly 80 billion VND and donated more than 12,000m2 of land), up to now, more than 92% of the village roads have been solidified for convenient travel. The highland commune has also overcome nature to have 54% of the solidified irrigation rate, proactively serving agricultural production. The Mong people have converted ineffective, low-yield rice fields to grow 76 hectares of roses and 30 hectares of vegetables, tubers, fruits, and mushrooms of all kinds. There are more than 120 models of raising buffaloes, cows, goats, pigs, and raising high-quality salmon and sturgeon, providing a stable income of 200 - 300 million VND/year...
Education, health, and social culture have many positive changes. The rate of trained workers has reached nearly 90%. The rate of trained workers with degrees and certificates has reached 25%. The rate of people participating in health insurance has reached 100%. The rate of cultural villages has reached 100%. The average income per capita has reached over 46 million VND/year. and especially, the poverty rate has decreased to less than 12%.
Presenting flowers to congratulate Nam Khat commune, Mr. Tran Huy Tuan - Secretary of Yen Bai Provincial Party Committee acknowledged and praised the efforts of the Party Committee, government and people of the commune in striving to become the first commune in the mountainous district to meet the new rural standards.
"The title of NTM that Nam Khat commune has achieved is the crystallization of the spirit of great solidarity, a vivid proof of the continuous efforts of the entire political system and Nam Khat people over the past years. This is the reality of the goal, the aspiration to rise up for a happy life, bringing Mu Cang Chai out of the list of "white" districts of NTM communes in the whole country", said Yen Bai Provincial Party Secretary Tran Huy Tuan.
Awarding Nam Khat 1 billion VND, on this occasion, the leaders of Yen Bai Provincial People's Committee presented certificates of merit to 2 groups and 3 individuals. Mu Cang Chai District People's Committee also presented certificates of merit to 5 groups and 12 individuals who had outstanding achievements contributing to the impressive journey to the NTM finish line in a mountainous commune with more than 93% of the population being Mong ethnic people.
