Minister Nguyen Hong Dien has just signed and issued a Decision regulating the functions, tasks, powers and organizational structure of the Trade Promotion Agency.
On February 28, the Minister of Industry and Trade signed and issued Decision No. 541/QD-BCT on the assignment of tasks within the Ministry's leadership. Along with that, the Decisions stipulating the functions, tasks, powers and organizational structure of the units under the Ministry (according to Decree No. 40/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade were also signed and issued on the same day.
Among the Decisions regulating the functions, tasks, powers and organizational structure of units under the Ministry issued on the same day, in Decision No. 526/QD-BCT, Minister of Industry and Trade Nguyen Hong Dien regulated the functions, tasks, powers and organizational structure of the Trade Promotion Agency.
Position and functions of the Trade Promotion Agency
The Trade Promotion Agency is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister in state management of trade promotion and branding in accordance with the law; presiding over and coordinating the implementation of trade promotion, branding, and investment promotion activities for the development of Industry and Trade.
The Trade Promotion Agency has legal status, its own seal and account in accordance with the law; operating expenses are provided by the state budget and from other sources in accordance with the State's regulations.
The Trade Promotion Agency has an international transaction name in English: VIETNAM TRADE PROMOTION AGENCY. Abbreviation: VIETRADE. Headquarters is located in Hanoi city.
Duties and powers of the Trade Promotion Agency
Firstly, develop and advise the Minister to promulgate or submit to competent authorities to promulgate programs, projects, plans, strategies, plans, legal documents, and management regulations on trade promotion activities, branding, and investment promotion for the development of Industry and Trade.
Second, issue individual documents, documents in the Department's specialized fields and documents related to state management of trade promotion, branding, and investment promotion for industrial and trade development according to the provisions of law.
Third, organize, direct, guide, and inspect the implementation of legal documents, strategies, programs, projects, and plans on trade promotion, branding, and investment promotion for industrial and commercial development in accordance with the law.
About trade promotion:
a) Advise the Minister to develop policies and mechanisms to support trade promotion activities; preside over and coordinate with units under ministries, ministerial-level agencies, and local authorities to develop a national program on trade promotion; submit to competent authorities for promulgation of a national program on trade promotion;
b) Assist the Minister in directing, guiding, organizing, inspecting, synthesizing, and evaluating the implementation of the National Program on trade promotion and the status of trade promotion activities;
c) Assist the Minister in directing, coordinating, cooperating and supporting trade promotion organizations in trade promotion activities in accordance with the provisions of law; build, develop and enhance the capacity of the network system of trade promotion organizations;
d) Manage and monitor state budget sources for trade promotion activities;
d) Manage and monitor state budget sources for annual trade promotion activities according to law;
d) Submit to the Minister regulations on the content and conditions of commercial advertising, fairs, trade exhibitions, promotions, display and introduction of goods and services domestically and internationally in accordance with the provisions of law;
e) Organize the implementation of administrative procedures, inspection and supervision of fairs, trade exhibitions, promotions and other trade promotion activities under the authority of the Ministry of Industry and Trade according to the provisions of law;
g) Direct and guide the Departments of Industry and Trade on state management of trade promotion activities in accordance with the provisions of law;
h) Research and build a database on markets and product lines to serve trade promotion policy planning and support trade promotion capacity enhancement for organizations and enterprises; support the provision of market and product line information to domestic and international agencies, enterprises and trade promotion organizations;
i) Preside over and coordinate with units under the Ministry and units under ministries, branches, localities, industry associations, relevant agencies and organizations to organize and implement trade promotion activities, introduce Vietnamese products abroad; perform state management of Vietnamese trade promotion organizations abroad in accordance with the law;
k) Carry out domestic and international trade promotion.
About the brand:
a) Advise the Minister to develop policies and mechanisms on national brands; preside over and coordinate with units under ministries, ministerial-level agencies, local authorities and relevant organizations to develop the National Brand Program, the Program for building and developing brands of Vietnamese industries; submit to competent authorities to promulgate the Vietnam National Brand Program, the Program for building and developing brands of Vietnamese industries in accordance with the provisions of law;
b) Assist the Minister in directing, guiding, organizing, inspecting, synthesizing, and evaluating the implementation of the Vietnam National Brand Program and the Program for building and developing Vietnamese industry brands;
c) Take the lead in developing plans and organizing the implementation of the Vietnam National Brand Program; the Program for building and developing Vietnamese industry brands according to the provisions of law.

The Trade Promotion Agency is led by a Director and Deputy Directors. The Director and Deputy Directors are appointed, dismissed, transferred, rotated, rewarded and disciplined by the Minister of Industry and Trade in accordance with the provisions of law. The Director regulates the functions, tasks, powers and organizational structure of the units under the Agency, and issues the Organization and Operation Regulations of the Agency according to the management decentralization of the Ministry of Industry and Trade.

This Decision takes effect from the date of signing and replaces Decision 2640/QD-BTC dated December 2, 2022 of the Minister of Industry and Trade stipulating the functions, tasks, powers and organizational structure of the Trade Promotion Agency. |
