Giao Phong Commune (Giao Thuy, Nam Dinh Province) is the unit chosen by the Ministry of Agriculture and Rural Development as a pilot for building a smart new rural commune nationwide. Up to now, it has achieved over 80% of the set criteria.
This success is due to the joint contribution of Mr. Cao Van Manh, Head of the Community Digital Technology Team (CNCCD) of Hong Phong hamlet.

With a quick, decisive working style, "talking and doing", creating many ideas and effective ways to help people access and use digital technology, Mr. Manh, born in 1983, is recognized by local people as "the person who brings digital technology to the community".
Having been trained and become a party member in the army, when returning to his locality, he was always aware of the pioneering role of cadres and party members in the digital transformation process; promoting exemplary spirit and responsibility, taking the lead in pulling the community to become digital citizens and building a digital society.
Embarking on the task of bringing digital technology to the community in the coastal rural area, he encountered many difficulties because the people were used to "eating the waves, talking the wind" and had not yet accessed many of the conveniences that digital technology brought. The members of the CNSCD team themselves also had limited knowledge and little experience in imparting digital skills to the people.
To overcome this difficulty, the CNSCĐ team agreed on a plan to assign elderly and prestigious members in the community to be responsible for mobilizing and calling on people to participate in training on skills in using digital applications.
Young members are responsible for directly installing and instructing people on how to use digital applications.
In addition, the CNSCD team continues to organize propaganda and mobilize people in crowded places such as: People's markets, school gates during the time when parents are waiting to pick up their children and persistently go to each house to mobilize each person to install and use digital applications...
During the operation of the CNSCD team at the hamlet level, we always research, learn and gain experience, and fully participate in digital technology training sessions to gain more operational skills.
With these methods, after a period of establishment, the Hong Phong hamlet CNSCD team has proactively coordinated to implement many practical and effective digital transformation models that are close to people's needs, making people feel the value and practical benefits brought about by digital transformation in daily life; having equal opportunities in accessing online public services provided by state agencies and businesses as well as ways to protect personal data, protect themselves in cyberspace, and prevent the risk of high-tech crimes such as online fraud or data theft... People have the skills to identify reliable online shopping sites and make safe online payments.
The CSCD group in the hamlet also regularly mobilizes and guides the construction of "cashless streets" in residential areas, and establishes self-managed Zalo groups in residential areas to propagate and disseminate information and regulations of local authorities to people as quickly as possible.
Up to now, in the hamlet, more than 800 online public service accounts of the people have been created and exploited; 1,215 VNeID level 1 and 2 accounts have been installed and activated; over 90% of people of age have bank accounts; 100% of retired officials receiving pensions, people receiving monthly social benefits and workers receiving salaries through accounts, not using cash.
Many households organized product introductions and set up sales channels on the internet. This result has helped the residents of the village have a more convenient and comfortable life, solve related work with the government more effectively, thereby gradually moving towards building a digital society and digital citizens.
