In 2025, the estimated state budget revenue assigned by the Provincial People's Council is 44,923 billion VND, an increase of nearly 12% compared to the total revenue achieved in 2024, of which domestic revenue by the tax sector is 40,623 billion VND; import and export revenue by Hung Yen Customs Branch is 4,300 billion VND.
Immediately after being assigned the 2025 state budget revenue estimate, the Provincial Tax Department developed plans to manage state budget revenue collection for each month and quarter and assigned specific tasks to each unit, while organizing the signing of emulation agreements to strive to complete the state budget revenue collection task. The work of monitoring the collection progress, analyzing each collection area and each tax is closely carried out to make timely adjustments. The Provincial Tax Department deploys many electronic tax services to help taxpayers save time and costs in the process of fulfilling tax obligations. In the province, 99.9% of enterprises use electronic tax declaration services; 99.8% of enterprises participate in electronic tax payment and 100% of enterprises receive VAT refunds through the electronic tax refund system.
In 2025, the Provincial People's Council assigned the State budget to collect 45 billion VND from local state-owned enterprises. By the end of January, the whole province had collected over 11 billion VND, reaching 25.4% of the estimate. This result was achieved thanks to the initiative of enterprises and the active guidance and urging of officials and civil servants of the provincial tax sector. Mr. Tran Cong Duc, Chairman of the Board of Directors of Hung Yen Urban Environment and Construction Joint Stock Company (Hung Yen city) said: Since the end of 2024, officials and civil servants of the provincial tax sector have actively supported and guided the company in tax declaration and regularly reminded and urged to complete the records and documents according to the provisions of law. Tax payment and refund are both carried out in the electronic environment with convenient and quick administrative procedures.
In 2024, the total state budget revenue from foreign-invested enterprises will reach VND3,278 billion, reaching over 131% of the estimate assigned by the Provincial People's Council. In 2025, the estimate assigned by the Provincial People's Council to collect from foreign-invested enterprises is VND3,000 billion. By the end of January, the Provincial Tax Department had collected over VND707 billion, an increase of nearly 13% over the same period in 2024 and reaching 23.6% of the estimate. Mr. Yorimasa Aoki, General Director of Vietnam Auto and Motorcycle Parts Manufacturing Co., Ltd. (Van Lam) said: With the facilitation of investment procedures and support for the implementation of tax policies of the province, the company has operated stably for many years in Hung Yen. The company is creating jobs for about 1,500 workers, mainly from Hung Yen. The company always correctly and fully implements its revenue to the state budget.
Revenue from the non-state economic sector accounts for a large proportion of the province's state budget revenue structure with an estimated allocation of 6,450 billion VND in 2025. This is also an area that requires strict management to exploit, nurture and avoid revenue loss. Based on taxpayers' tax declaration documents and actual investigation results, the provincial tax sector establishes and approves tax registers from the beginning of the year as a basis for tax calculation and collection. Tax officers regularly urge and remind taxpayers to complete their tax obligations correctly, fully and promptly to the state budget. Thereby, reducing the situation of late payment or tax, fee and charge debts. With the synchronization and determination from the beginning of the year, the state budget collection from the non-state economic sector in January was over VND 3,333 billion, reaching 51.7% of the estimate assigned for 2025. Comrade Khuc Van Do, Head of the Van Giang - Khoai Chau Tax Department, said: Currently, the department is managing over 4,400 taxpayers, including 3,000 enterprises and over 1,400 individuals and business households. Of the more than 4,400 enterprises and individual business households, 80% are engaged in trade and service business. These are small and micro-sized non-state establishments, so there are many limitations in declaring and paying taxes electronically. Therefore, the department regularly reviews and grasps the basis to promptly urge and remind taxpayers to fulfill their tax obligations.
In addition to the good revenue, land use fee collection is still identified as a difficult revenue to complete. In 2024, the total land use fee collection of the province only reached 65.6% of the assigned estimate. The main reason is that a number of large real estate projects and infrastructure investment projects in land use rights auction areas for people to build houses are slow to implement due to problems in site clearance (GPMB). Many projects in the province are stuck in the GPMB stage because a part of the people do not agree with the compensation and support prices when recovering land. Many localities have actively promoted, mobilized, and even forced land recovery, but the GPMB work still faces many difficulties. In 2025, the estimated land use fee collection is 27,500 billion VND, an increase of nearly 240% compared to the revenue achieved in 2024. By February 21, the whole province had only collected over 1 trillion VND, reaching nearly 4% of the estimate for 2025. To complete the 2025 state budget revenue estimate for this revenue, in addition to the determination and positivity of tax officials and employees, close coordination between all levels and sectors is also needed in removing difficulties and obstacles, speeding up the progress of site clearance and land handover to investors as the basis for calculating land use fees.
By the end of February 21, the total domestic revenue in the province was over VND 6,308 billion, reaching 15.5% of the estimate assigned by the Provincial People's Council. Excluding land use fees, the total domestic revenue of the province by February 21 reached 39.8% of the estimate with many revenue items achieving good results such as: Revenue from local state-owned enterprises; revenue from foreign-invested enterprises; revenue from non-state economic sectors; personal income tax; registration fees; fees and charges. The results of the province's state budget revenue in nearly the first 2 months of 2025 show the efforts and determination of the provincial tax sector in drastically implementing state budget collection solutions right from the beginning of the year.
