A section of sidewalk bricks at Thuan An Fishing Port has just been replaced, while dead trees have not been replaced yet.

On the afternoon of February 28, the repair and restoration work at the Thuan An Fishing Port combined with the storm shelter is still being carried out. However, although the deadline for completing the repair of the damage and deterioration of the project as committed by the contractor has come, the reporter's observations show that some items related to painting, sidewalks, trees, etc. have not been completed or replaced.

Mr. Thai Van Phuc, Head of Construction Management and Construction Department (Department of Agriculture and Environment) said that in recent days, due to the influence of cold air causing rain, the contractor has requested to delay the repair of some outdoor damaged items at Thuan An Fishing Port Project due to the influence of the weather. The construction unit committed to completing it in the next few days.

Regarding the initial assessments of the damage to many items at the Thuan An Fishing Port project combined with the storm shelter anchorage area when the project was newly handed over and put into use, Mr. Thai Van Phuc informed: On February 18, the investor, the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment), organized a working session, inviting relevant units including the Project Management Board for Investment in Construction of Agricultural and Rural Development Works, the Hue Fishing Port Management Board, the consulting and supervising unit and the construction unit, to inspect the site, examine the damage for timely repair during the warranty period of this project.

According to the records, within the scope of the ancillary works, there were some items such as: peeling sidewalk tiles, broken toilet step tiles, broken mirrors... However, through the council's assessment, the damaged items above did not affect the load-bearing structure of the work. At the same time, the construction unit committed to repair and maintain the damaged items above and complete them before February 28.

After repairing the cracked wall sections, the contractor used new paint to "plaster" them.

“The damaged items belong to auxiliary works, so they do not affect the load-bearing structure of the project when in use. However, as the investor, the unit has directed the project management board, supervision consultant and construction unit to promptly fix the problem to ensure the aesthetics of the project,” said Mr. Phuc.

Mr. Phuc affirmed that after the contractor has repaired the damage, the investor still requires the units to regularly monitor the current status of the project. If there is continued damage to the project that is the contractor's responsibility, the contractor needs to promptly repair it; if damage caused by the use process is the responsibility of the management unit, the using unit must repair it, to avoid letting the project deteriorate.

As reported by Hue Newspaper Online : Thuan An fishing port combined with storm shelter is one of the component projects of the Project on upgrading fishing infrastructure, with a total investment of 220 billion VND from compensation capital of Formosa Ha Tinh Steel Corporation.

This project was completed and put into use at the end of December 2023, and handed over to the management unit in January 2024, with the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) as the investor. However, through inspection by the authorities, it was found that many items of the project were damaged, subsided, and degraded even though they had just been put into use and handed over to the management unit for a short time.

Cracked walls and foundations are plastered.

At the scene, many construction items such as the operating house area, toilets, and generator house were found to have cracks in the walls and foundations; some sections of the front sidewalk had peeling bricks and cracks; the public lighting system in the product sorting area was broken and had fallen fixtures; the lighting wire was broken at the entrance to the port; and the mirror was broken.

In particular, at the wastewater treatment plant, there are currently 2 inverter errors and 4 water pump motors are damaged. Currently, this system has not yet tested the amount of wastewater entering and leaving to test the standards of treated wastewater. In addition, the green tree system in the fishing port area is withered or dead.

The investor and project management unit require contractors to repair damage and deterioration at Thuan An Fishing Port before February 28.

It is known that in early February 2025, the People's Committee of Hue City issued a decision to open a type II fishing port for Thuan An Fishing Port. The Thuan An Fishing Port project combined with a storm shelter anchorage area has been completed to ensure the scale for ships to dock and depart with a minimum capacity of 20,000 tons/year. Construction of infrastructure and fishing logistics services to facilitate ships to dock, unload goods, and preserve seafood; ensuring that technical criteria according to EU regulations must be complied with.
