Nam Dinh focuses on directing the successful organization of party congresses at all levels

In 2025, along with efforts to complete key targets and tasks in the "sprint" year to implement the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress, Party committees and party organizations in the province are focusing on implementing preparations for party congresses at all levels for the 2025-2030 term in accordance with Plan No. 157-KH/TU, dated August 5, 2024 of the Standing Committee of the Provincial Party Committee to implement Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo "On organizing party congresses at all levels towards the 14th National Congress of the Party", Conclusion No. 118 KL/TW dated January 18, 2025 of the Politburo on amending and supplementing Directive 35-CT/TW.

Giao Thuy Town Party Committee (Giao Thuy) currently has 39 affiliated Party cells (including 25 residential group Party cells, 9 education Party cells, 1 police Party cell, 1 military Party cell, 3 health station Party cells) with a total of 1,427 Party members. Up to now, 100% of Party cells under the Town Party Committee have successfully organized Party cell congresses for the 2025-2027 term. The congresses took place in a democratic and open atmosphere, strictly implementing the Party Charter and election regulations within the Party. At the congress, the Party cells elected 121 Executive Committee members (of which 33/39 comrades were re-elected as Party cell secretaries; 32/39 comrades were re-elected as Deputy Party cell secretaries) and a delegation of 218 comrades to attend the Town Party Congress for the 2025-2030 term. The congress of Party cells under the Town Party Committee is truly a broad political activity at the grassroots level, contributing significantly to the successful organization of Party congresses at all levels for the 2025-2030 term of the locality, towards the 14th National Congress of the Party.

Up to now, the whole district has 300 party cells under the grassroots party committees organizing congresses for the term 2025-2027. The party cell congresses under the grassroots party committees have ensured the implementation of 4 contents according to the guidance of the Provincial Party Committee's Organizing Committee: Summarizing the implementation of the Party cell congress resolution for the term 2022-2025 and setting out the directions, goals, tasks, and solutions of the party cell in the term 2025-2027; contributing to the congress documents of the higher-level party committee; electing the Party cell committee, secretary, and deputy secretary; electing the delegation to attend the higher-level congress. The congresses strictly follow the regulations and instructions of the higher-level party committees, ensuring requirements and quality, truly being a broad political activity at the grassroots level; creating an important premise for the successful organization of Party Congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party. Along with that, Giao Thuy District Party Committee has developed a detailed propaganda plan for Party Congresses at all levels, propagating before, during and after the congress in many forms; mobilizing cadres, Party members and people of all walks of life to respond to patriotic emulation movements to make achievements to welcome the congress.

The congress of party cells under the grassroots party committees for the 2025-2027 term took place in the context that all levels and sectors in the province are focusing on completing the targets of the resolutions of party congresses at all levels for the 2020-2025 term, focusing on implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee (12th tenure) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". With high political determination, the work of preparing and conducting the congress of party cells under the grassroots party committees for the 2025-2027 term has been focused on by party committees and party organizations in the province, closely implemented, in accordance with regulations, closely following the conditions and situations of localities, agencies and units, achieving the set goals and requirements.

By February 26, the whole district had 100% (587/587) of affiliated Party cells of 27 grassroots Party Committees completing their congresses. Of which, 453 Party cells elected Party committees; 72 Party cells elected only Secretaries and Deputy Secretaries; 62 Party cells elected only Secretaries; 183/390 Party cells in hamlets and residential groups had Secretaries, Deputy Secretaries and Party Committee members who were also heads of hamlets and residential groups; 200 hamlet and residential group party cells have secretaries who are also Head of the Front's working committee.

Directed the Documents Sub-committee to draft a general outline and detailed outline of the draft political report, and to seriously and receptively collect opinions from relevant levels, sectors, and agencies. According to statistics from the Provincial Party Committee's Organizing Committee, during the 2020-2025 term, the cadre work has strictly implemented the regulations and instructions of the Central Committee on protecting the Party's internal politics. The work of evaluating cadres has been gradually innovated and changed positively in a more specific and substantial direction; the work of planning cadres has been deployed promptly and closely, overcoming the passive and confused situation in cadre work; timely training and fostering of cadres. Accordingly, during the 2020-2025 term, the Provincial Party Committee has led and directed the development of cadre planning for the 2025-2030 term for 125 provincial-level cadres, 1,595 district-level cadres, and 11,234 grassroots-level cadres; At the same time, 3 rounds of reviewing and supplementing the staff planning for the 2020-2025 and 2025-2030 terms were organized, removing those who no longer met the conditions and standards from the planning and adding new factors with development prospects to the planning. 23,738 cadres, civil servants and public employees were sent to participate in training and fostering programs according to the programs and plans of the Central and the province; coordinated with the Ho Chi Minh National Academy of Politics to open 3 training courses for 437 reserve cadres for positions managed by the Standing Committee of the Party Committee for the 2020-2025 and 2025-2030 terms. The whole province has rotated and transferred 224 cadres; appointed, reappointed and introduced candidates for 2,914 cadres.

According to Plan No. 157-KH/TU, dated August 5, 2024 of the Standing Committee of the Party Committee, regarding the progress of the congresses: The congresses of Party cells directly under the grassroots Party Committees will be completed in the first quarter of 2025; the grassroots Party Congresses will start from April 2025 and be completed before June 30, 2025; the congresses of Party delegates at the district level and equivalent will be completed before August 31, 2025; the congresses of Party delegates at the provincial level will be completed before October 31, 2025. The Standing Committee of the Party Committee will select the Nam Truc District Party Committee to direct the district-level model congresses in the beginning of the second quarter of 2025 and select the Truc Ninh District Party Committee to pilot the policy of congresses directly electing Party secretaries.

Implementing the direction of the Standing Committee of the Provincial Party Committee, up to now, the whole province has 3,355/4,351 party cells under the grassroots party committees completing the congresses for the 2025-2027 term. There are 212/329 grassroots party committees completing the congresses of their subordinate party cells for the 2025-2027 term; of which, there are 146 party committees of communes, wards and towns. 4 party committees: the Provincial Border Guard, the Provincial Military and Nam Dinh Textile and Garment Joint Stock Corporation, and the Hai Hau district party committee have completed the organization of the congresses of their subordinate party cells for the 2025-2027 term.
