Improve quality and tourism image

The rapid recovery of tourism after the Covid-19 pandemic has led to many problems arising, such as lack of parking lots, local traffic congestion; waste, noise and light pollution, decline in tourism resources; illegal construction in tourist areas and spots, encroachment on sidewalks and roads, street vendors, soliciting tourists; lack of high-quality tourism products, shortage of human resources...

Faced with this situation, on September 7, 2022, the Chairman of the Provincial People's Committee issued Directive No. 13 on a number of urgent tasks and solutions to improve the image and quality of tourism in Lao Cai province. After 9 months of implementing the directive, the quality and image of Lao Cai tourism have improved a lot.

The most pressing issues facing Sa Pa National Tourist Area are traffic congestion and waste. Sa Pa Town has established a Steering Committee to address traffic congestion in the inner city; installed traffic signs, tourist signs, painted road markings, etc. and has received positive feedback from residents and tourists.

Sa Pa town also resolutely handles violations of stopping and parking in the wrong place; refurbishes, repairs and puts into operation temporary parking lots to reduce local traffic congestion on holidays. In 2023, Sa Pa town launched a movement for the whole population to join hands to build the brand "Sa Pa - a clean, beautiful, civilized national tourist area".

The town has invested in completing tourism infrastructure, prioritizing urban beautification and solving environmental problems. Up to now, the appearance of urban areas and rural areas of Sa Pa has improved a lot, recognized and highly appreciated by the people and tourists. Cultural and tourism events have been improved in quality; tourism products are increasingly diverse, tourism spaces are expanded, meeting the needs of rich and diverse experiences of tourist groups.

Contributing to attracting tourists, improving the quality and image of Lao Cai tourism, the Provincial Tourism Association also actively participated in the tourist appreciation program on the occasion of the 120th anniversary of Sa Pa tourism, with nearly 100 businesses responding, registering for appreciation programs, discount incentives and implementing according to commitments. The Provincial Tourism Association also coordinated with the Department of Tourism to open training courses, workshops, conferences and seminars on protecting tourism resources, raising awareness of the harmful effects of waste at accommodation establishments and tourist attractions to tourism service businesses.

Tourism businesses are always aware of building new products and improving service quality to join hands in building civilized, methodical and professional tourism.

Implementing the directive, the Department of Tourism has coordinated with units to promote tourism, organize many provincial tourism events, and tourism stimulus programs. Localities and businesses are guided to organize events and develop new, unique tourism products with the characteristics of Lao Cai. Communication, tourism promotion, and international and domestic cooperation programs have been strengthened. In particular, in 2023, there will be a series of activities in response to the 120th anniversary of Sa Pa tourism.

The Department of Tourism has advised and submitted to the Provincial People's Committee to issue the Framework for the development strategy of Lao Cai province's tourism to 2030, with a vision to 2050. Difficulties, obstacles, and feedback from businesses are regularly reported. The Department of Tourism has organized a conference to meet with travel businesses, discuss solutions to welcome Chinese tourists in the new normal conditions and establish a Travel Association under the Lao Cai Provincial Tourism Association, propose solutions to connect and facilitate tourism development. Recently, the Department of Tourism also issued Document No. 546/SDL-QLDL on coordination in receiving feedback from tourists. Accordingly, the Department of Tourism requests the People's Committees of districts, towns, and cities; tourism service businesses; tourist areas and spots; accommodation establishments; travel businesses; Tourist transport businesses proactively print and place signs to receive tourist feedback in easily visible locations to receive tourists' feedback and suggestions.

Digital transformation to serve state management in the tourism sector has also been effectively implemented. The Department of Tourism has worked with VNPT Lao Cai to deploy data updates on the province's tourism portal, making it easier for people, tourists, businesses and state management agencies to access information easily and accurately. Ms. Nguyen Thi Huong, a tourist from Hanoi, said: We can easily search for information about Lao Cai tourism on electronic information sites, compare service quality, prices and book rooms easily.

With the efforts of the tourism industry and localities in improving the quality and image of tourism, the number of visitors to Lao Cai has continuously increased over the months. In the first 5 months of this year, the total number of visitors to Lao Cai reached over 3.1 million, equal to 52% of the annual plan, an increase of 162% compared to the same period in 2022.

The initial propaganda and dissemination activities on the directive have achieved results. However, some agencies, units and localities have not yet fully and deeply understood the urgency of improving the quality and image of Lao Cai tourism. The implementation work of the People's Committees of districts, towns and cities is still lacking in specificity, depth and determination, especially in urgent matters; entry and exit activities through Lao Cai International Border Gate still face many difficulties, obstacles and inadequacies.

In the coming time, the tourism industry and localities will continue to closely follow the assigned tasks in the directive, self-review the assigned tasks that have not been implemented, and promptly remove difficulties and obstacles. At the same time, issue plans and solutions according to the directive's tasks to tighten the management of tourism activities in the province, contributing to ensuring security and safety in tourism activities; organize inspections, reviews, and promptly detect violations by individuals and organizations providing services and tourism within the scope of management, for the purpose of improving the quality and image of Lao Cai tourism.
