Important, strategic projects

On the morning of February 19, the National Assembly voted to approve the Resolution on investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project with a total investment of VND 203,231 billion.

Preliminary calculations show that the project will require approximately 2,632 hectares of land. The investment scale for the entire single-track line, 1,435 mm gauge; general passenger and cargo transportation. The design speed is 160 km/h for the main line (from the new Lao Cai station to Nam Hai Phong station), the design speed is 120 km/h for the section through the Hanoi hub area, and the design speed is 80 km/h for the remaining sections.

The project starts at the border rail connection point (Lao Cai province), the end point is at Lach Huyen station (Hai Phong). The main line is about 390.9 km long, the branch lines are about 27.9 km long. The route passes through 9 provinces and centrally-run cities including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. The project implementation progress, feasibility study report is prepared from 2025, striving to complete the project by 2030 at the latest.

The project creates the premise for the development of the railway industry and supporting industries; creates a construction market with a value of about 4.4 billion USD, estimated to create about 90,000 jobs during construction and about 2,500 long-term jobs during operation and exploitation.

The Lao Cai – Hanoi – Hai Phong railway line contributes to concretizing the national railway network development plan for the period up to 2030 and vision to 2050. The construction of the new railway line aims to meet the domestic and international transport needs between Vietnam and China, contributing to restructuring the transport market share on the Lao Cai – Hanoi – Hai Phong economic corridor, reducing environmental pollution, promoting industrialization and modernization, serving socio-economic development, ensuring national defense and security.

The Lao Cai – Hanoi – Hai Phong railway is a strategic transport project of the Lao Cai – Hanoi – Hai Phong economic corridor, the axis connecting urban centers and large industrial zones of the Northern midlands and mountainous region, the Red River Delta, and is the shortest railway route for transporting goods to international seaports.

This is a key transport project, of strategic significance in socio-economic development. The construction of this railway line not only helps reduce the load on the road transport system, but also facilitates the transport of goods, especially import and export goods between Vietnam and China through Lao Cai border gate.

How is the presence in Hai Duong?

The Lao Cai - Hanoi - Hai Phong railway has 40.97 km passing through 5 districts including Cam Giang, Binh Giang, Gia Loc, Tu Ky, Thanh Ha of Hai Duong. The section through Hai Duong is planned to have 3 stations: Binh Giang, Hai Duong Nam and Tu Ky.

The route starts from the border with Hung Yen province, crosses National Highway 38, avoids Dong Giao residential area, Luong Dien commune (Cam Giang), crosses Cam Dien - Luong Dien industrial park, National Highway 5 and Sat river, then enters the planned railway axis through the expanded Phuc Dien industrial park, to the location of Binh Giang station.

Leaving Binh Giang station, the route goes southeast via provincial roads 395 and 394 across Dinh Dao river to Yet Kieu commune (Gia Loc) and to Hai Duong Nam station.

The route continues to follow and run parallel to the north of the Hanoi – Hai Phong expressway, crosses National Highway 38B, the intersection of National Highway 38B with the access road to the Hanoi – Hai Phong expressway and National Highway 37. Then, turn left to create a curve to cross the Hanoi – Hai Phong expressway, continues to follow and run parallel to the south of the Hanoi – Hai Phong expressway, crosses Provincial Road 391 to Tu Ky station.

Leaving Tu Ky station, the route continues to follow and run parallel to the south of the Hanoi - Hai Phong expressway through Thanh Ha district to the end of Hai Duong province.

Station works are arranged according to the principles of conformity with urban planning, traffic planning and local planning, meeting transportation needs, favorable terrain, geological and hydrological conditions, meeting requirements on transportation organization and throughput capacity, and technical operating stations.

According to the planning, Binh Giang station is located in Hung Thang commune. This is a mixed station with 6 pick-up and drop-off lines, 1 loading and unloading line, cargo and passenger operations, with an area of ​​10.5 hectares. In the future, this station is planned to become an international transit station. Binh Giang station is located near the expanded Phuc Dien industrial park, Hung Thang logistics center according to the province's planning, near provincial roads 394, 395, 394B, convenient for road connection.

Hai Duong Nam Station is located in Gia Loc town, National Highway 38B, a mixed station with 7 pick-up and drop-off routes, 2 loading and unloading routes, passenger and cargo operations with an area of ​​10.5 hectares. The station is located near Yet Kieu industrial cluster, Gia Loc dry port area, Gia Loc bus station, near provincial roads 394B (planned beltway 2), provincial roads 393, 395, Hanoi - Hai Phong expressway, convenient for road connection.

Tu Ky Station is located in Chi Minh Commune (Tu Ky) is a technical station with 3 pick-up and drop-off roads, operational and bypass roads, area of ​​5.3 hectares. The station is located near the planned Hung Dao industrial park, Tu Ky bus station, near provincial road 391, Hanoi - Hai Phong expressway, convenient connection with inland waterway traffic in the future.

Improve the efficiency of rail transport

Hai Duong is located in the key economic region of the North, with a rapid economic growth rate. Production and processing of import and export goods are among the top in the country. The whole province has 24 industrial parks and 60 industrial clusters. The demand for transporting goods in Hai Duong is very large, but in recent years, transport activities have mainly depended on road traffic, and goods transported by rail are not much.

As a result, there is congestion, traffic jams and traffic accidents. Meanwhile, railway transport has a large volume of transport, oversized and overweight goods, is safe and much cheaper than other modes of transport. Railway development also helps reduce pressure on road transport as well as ensure traffic order and safety.

Currently, Hai Duong has two national railway lines with a total length of 72 km, including the Hanoi - Hai Phong railway line, the Kep - Ha Long railway line and the Chi Linh - Co Thanh branch line. Passenger transport by rail from Hai Duong to Hanoi and Hai Phong has an average passenger volume of 28,000 - 33,000 passengers/month. The average volume of goods transported by rail in Hai Duong is about 5,000 tons/year. On May 2, 2024, the first freight train at Cao Xa station (Cam Giang) participating in the international transit route officially departed.

In the future, when the Lao Cai - Hanoi - Hai Phong railway route passes through, the passenger and cargo transport capacity of the railway system will continue to be improved, contributing to reducing the load on road and waterway traffic.

In places where the railway passes through, the authorities and people are excited and have high expectations. Currently, localities are stepping up propaganda to get people to unanimously support and highly agree on the work of clearing land to serve the project.

We expect to make good use of the land fund along the railway and the traffic routes to the stations, developing commercial and service areas. From there, it will promote local economic development, the economic structure will also be shifted from agriculture to trade, services, industry, etc., creating a strong driving force for the locality to develop further in the future.

The time from Hai Duong to Lao Cai will be shortened a lot.

The railway line is put into use with a train speed of 160 km/h, so the time from Hai Duong to Lao Cai is much shorter than traveling by road. In my opinion, traveling by rail is also safer than traveling by road. Moreover, traveling by train is also an interesting experience. Having more railway lines means we have more opportunities to promote Hai Duong tourism to visitors.

If implemented effectively, I believe that the Lao Cai - Hanoi - Hai Phong railway will become a strategic transport project, contributing to promoting economic development and improving the quality of life for people in the region.
