Implementing Resolution 128 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Ha Tinh province in the period of 2023-2025, including Ha Tinh city merging 14 more units including: 11 communes of Thach Ha district, 2 communes of Cam Xuyen district and Ho Do commune, formerly of Loc Ha district. In addition, Ha Tinh city also arranged and established 6 more wards.

After the arrangement, tens of thousands of people from 20 communes and wards rushed to register changes in land plot addresses and permanent addresses on land use right certificates (land covers).

Talking to VietNamNet reporter, Mr. Duong Kim Phong, Director of the Land Registration Office (LDRO) branch in Ha Tinh city, said that for more than a month now, in addition to working during office hours, during Saturdays and Sundays, the unit has mobilized maximum human resources to go directly to the grassroots level to support people in correcting information on land title changes.

"On weekdays, officers are on duty at the office to handle procedural problems for people, and on holidays, about 20 officers go down to communes and wards every day to work hard and correct changes in land titles," said Mr. Phong.

According to the Director of the Ha Tinh City Branch Office of the Land Registration Office, the staff work on both Saturdays and Sundays. Mornings start from 8:00 to 11:30 a.m., and afternoons start from 1:30 p.m. to 5:00 p.m.

"When going to adjust land title changes, people only need to bring the original land title, go to the headquarters of the communes and wards that have been notified and receive a serial number. After that, the staff will directly sign and stamp and people will receive the title right on the spot, without having to go to the City's Land Registration Office to adjust," said Mr. Phong.

The Director of the Land Registration Office, Ha Tinh City branch, also said that on average each commune has about 2,500 land titles that need to be processed and will be resolved quickly within one day.

"There were some problems during the working process, the workload was quite large so the staff was very tired, but we considered it a responsibility to do. On days off, staff were not paid extra salary and did not receive any support. People did not have to pay any fees when registering changes," said Mr. Phong.

It is known that, up to now, the Ha Tinh City Branch of the Land Registration Office has completed the registration of changes in 7/20 units including Tran Phu, Thach Trung, Thach Ha wards and Cam Binh, Thach Lac, Thach Tri and Thach Hoi communes. The remaining 13 units with about 32,000 land titles have not yet registered for changes and are expected to be completed in the first quarter of 2025.
