Ha Hoa closed the year 2024 with strong impressions in implementing socio-economic development tasks. Despite many difficulties and challenges, especially the consequences of storm No. 3, which affected many production activities and people's lives in the district. However, with the attention of the province along with the high determination and efforts of the Party Committee and authorities from the district to the grassroots level; the trust and consensus of the people, the district has achieved comprehensive results in all fields. Notably, the district's economy has continuously grown high and stable, the economic structure has shifted in a positive direction; the total social investment capital in 2024 reached 3,250 billion VND; the total state budget revenue is estimated at over 168 billion VND; the average product value per hectare of agricultural, forestry and fishery land reached nearly 120 million VND/ha; Average income per capita reached 50 million VND/year...

In the field of agricultural production, the district has restructured crops in accordance with the advantages of each region and locality; reduced the area of ​​some ineffective crops, while promoting the expansion of the production scale of some key crops with high economic value, suitable for market demand; applied science and technology to improve productivity, quality and value of crops, so the growth rate of cultivation is maintained. In livestock, the district focuses on developing in the direction of farm scale, gradually reducing household livestock farming. Aquaculture has received attention for investment and strong development of indigenous aquatic products and specialty aquatic products with advantages of each region and locality.

As a company operating in the agricultural sector, after the impact of storm No. 3 in September 2024, up to now, the banana fields of Bien Xanh Trading and Service Company Limited, Vinh Chan Commune, Ha Hoa District are gradually recovering. Mr. Ha Van Tu - Director of the Company said: “After the impact of natural disasters, the Company has come up with a plan to restore production, proactively leveling the ground, and growing seedlings to replant damaged areas. For areas that can be restored, we have pruned weak trees, removed dead leaves, and kept trees that can recover to care for and fertilize with phosphate to help the trees grow. At this time, we are focusing on planting seeds, and it is expected that by the end of 2025, some areas will be harvested”.

Thanks to the participation of the entire political system and the people, actively mobilizing resources, the National Target Program on New Rural Development has exceeded the targets of the District Party Congress Resolution. The whole district has 12 communes meeting the new rural standards, 62 residential areas meeting the standards; the total number of criteria meeting the standards is 330, an average of 17.36 criteria/commune.

The One Commune One Product (OCOP) program has achieved good results, forming value chains, some products have brands, and are consumed in large quantities. The whole district has 23 recognized products, including 3 4-star products and 20 3-star products.

Regarding the industrial and handicraft production sector, by the end of 2024, the whole district has 157 enterprises, 11 cooperatives and 576 individual households operating mainly in the fields of wood, garment, and forest product processing... The output of the main products is quite good, typically: The output of processed forest products (peeled wood) is estimated at 435,392m3 ; plywood is estimated at over 300,000m3 ; processing of wood chips, chips and pellets is estimated at nearly 203,000 tons; wooden chopsticks are about 100,000 bags. Paper output is 19,900 tons. Processed tea output is 7,307 tons. Garment output is estimated at 7,000,000 products...

Trade and service activities remain stable, meeting the needs of the people. In the district, there are 148 enterprises, 53 cooperatives, and 2,710 individual households operating in the fields of trade, services, and construction. Market management, prevention and control of smuggling, counterfeit goods, and poor quality goods have been strengthened; regulations on price transparency and posting have been strictly implemented, ensuring price stability...

2025 is the final year to complete the goals of the Resolution of the 24th District Party Congress and the 5-year Socio-Economic Development Plan 2021-2025. Comrade Nguyen Ngoc Anh - Deputy Secretary of the District Party Committee, Chairman of the District People's Committee emphasized: To comprehensively develop all economic sectors, the district must have great efforts and determination of the entire political system, synchronously implementing programs, plans, tasks and solutions. The district sets a common goal of ensuring growth, recovery and development of production and business. By 2025, the total social investment capital will reach over 3,000 billion VND; the total budget revenue in the area will reach 200 billion VND or more; the average product value per hectare of agricultural, forestry and fishery land (at current prices) will reach 125 million VND/ha or more; the average income per capita will reach 53 million VND/year or more...

Based on the common goals and tasks, the district continues to direct the synchronous implementation of support solutions, remove difficulties and obstacles, and promote production and business. In particular, actively implement policies to support production and business, remove difficulties and barriers so that businesses and people can access support sources conveniently and equally.

Regarding agricultural production, the district continues to direct production according to the right time frame, ensuring productivity and quality, increasing production value per unit of cultivated area, striving for the total annual crop planting area to reach over 11,000 hectares. Developing cattle, pigs, and poultry in the direction of industrial and semi-industrial farms; strengthening disease prevention and control for livestock and poultry; introducing new models with high-tech applications into production, innovating and improving the efficiency of production organization forms, encouraging the development of enterprises, cooperatives, and farms linked with households to expand the scale of concentrated raw material areas, associated with deep processing of agricultural products and consumption markets. Resolutely directing the improvement of the effectiveness of the OCOP Program, focusing on expanding the scale and output of goods, improving the quality, design, value, and competitiveness of products. In 2025, the district strives to build 3-4 products to participate in product classification evaluation to achieve 3-star or higher. Focus on directing and building new rural areas to ensure substance and depth. In 2025, strive to build 1-2 communes to meet new rural standards or higher; 1 advanced new rural commune; build at least 8 residential areas to meet new rural standards or higher, including 1-2 model new rural areas.

Along with that, the district continues to grasp the situation, implement solutions to support and remove difficulties in production and business for enterprises and industrial and handicraft production establishments; focus on promoting the development of key industrial and handicraft industries such as: Wood processing, forestry products, tea processing, food, garment, etc.

Focus on developing and improving the quality of service industries, especially promoting investment in tourism development, mobilizing resources to invest in renovating and building infrastructure for relic sites and prominent tourist attractions. Control market prices well, monitor and inspect the activities of business establishments in implementing legal regulations on prices, food hygiene and safety, and doing business in the wrong industry or product.

Along with that, direct agencies and units to focus on implementing key contents, plans and economic development programs; coordinate with investors to effectively carry out compensation and site clearance, and land allocation for key projects. At the same time, improve the quality of cultural and social fields, ensure social security policies...
