On March 17, at the Government headquarters, General Secretary To Lam worked with the Socio -Economic Subcommittee of the 14th National Congress of the Communist Party of Vietnam (14th Party Congress).
Avoid falling into the middle-income trap.
In his opening remarks outlining the discussion, General Secretary To Lam highly appreciated the draft Socio-Economic Report of the 14th Party Congress. This report closely adheres to the requirements, is concise and succinct, yet still ensures comprehensive content, while also adding and emphasizing many strong policies and solutions to achieve double-digit growth in the coming period.
The General Secretary emphasized that the highest goal of the 14th Party Congress is to decide on strategic issues to ensure stability, development, and improve the people's living standards. This is an overarching goal that must be thoroughly understood and is the guiding principle running through all the documents. The General Secretary demanded a unified understanding and determination to achieve rapid and sustainable development in the coming period, not just ordinary, unhurried development. The goal is to overcome the risk of falling behind and avoid the middle-income trap.

At the meeting, Prime Minister Pham Minh Chinh stated that the Socio-Economic Subcommittee and the Standing Committee of the Editorial Board had recently met to incorporate the General Secretary's directives, update, supplement, and finalize the draft report. Key issues included how to achieve stability for development, and how to achieve stability for development; ensuring progress, fairness, social security, and leaving no one behind; and improving the material and spiritual lives of the people. Following the Politburo and General Secretary's directives, tuition fees have been reduced recently, and in the future, the report should clearly demonstrate a direction for further improving the quality of education and training, enhancing physical fitness, and improving people's health.
During the meeting, the members of the Subcommittee focused on discussing and contributing many insightful ideas for the Editorial Team to incorporate, supplement, and finalize the draft Report on Socio-Economic Development for the 14th National Congress of the Party.
Create a platform for development.
In his concluding remarks, General Secretary To Lam emphasized that socio-economic issues are very broad, complex, highly specialized, and rapidly changing, requiring constant updating and supplementation. According to the General Secretary, if the Political Report is a guiding light, then the Socio-Economic Report is a handbook for action to achieve the set goals. Therefore, further research is needed to supplement and refine it in the spirit of bold innovation, all for the benefit of the nation and its people.
The General Secretary suggested the need to study new issues, implement the policy of further streamlining the political system's apparatus, and conduct a deeper study and evaluation of the results of implementing the policy of streamlining the political system's apparatus and rearranging and reorganizing administrative units at all levels. According to the General Secretary, this is not simply an adjustment of administrative boundaries but also an adjustment of economic space; an adjustment in the assignment, decentralization, allocation, and combination of economic resources.
Regarding the growth model, General Secretary To Lam requested further research to clarify the meaning of Vietnam's "new growth model" for the coming period, especially the fundamental elements for rapid and sustainable development. In this new growth model, it is necessary to correctly identify the roles of each economic sector, emphasizing the role of the private sector as a crucial driving force for growth, increased labor productivity, and job creation.
Emphasizing that institutional bottlenecks are a major obstacle, the General Secretary stated that this issue is being gradually addressed to create a foundation for development. According to the General Secretary, the drafting and promulgation of laws must be based on practical realities, avoiding delays and missed opportunities caused by waiting for laws or mechanisms. Therefore, the General Secretary called for stronger reforms in the policy-making process, building a favorable legal environment, and creating a transparent, safe, and low-cost business environment.
The General Secretary also noted that policy implementation must be synchronized and unified from the central to the grassroots level; and that a team of cadres with a proactive spirit in serving the people and businesses must be built. According to the General Secretary, reorganizing the organizational structure and administrative units at all levels is an opportunity to screen cadres and build a team that truly meets the development requirements of the country in the coming period. Simultaneously, the General Secretary suggested researching and developing stronger and more groundbreaking solutions in human resource development, especially high-quality human resources.
Regarding the mobilization of resources for development, the General Secretary suggested continuing to research and deepen specific solutions for resource mobilization; carefully studying the strategy for attracting FDI as well as indirect investment in the new development phase of the country. In particular, attention should be paid to mobilizing capital from the people to participate in business, ensuring the circulation of capital within the economy.
The General Secretary requested a continued review of the report's contents to ensure a balance between economic, cultural, and social development. The ultimate goal is to improve and better meet the material and spiritual needs of the people; and to research growth policies so that people's living standards correspond to the rate of economic growth.
General Secretary To Lam requested that the members of the Sub-committee continue to supplement and refine the draft Socio-Economic Report for the 14th Party Congress, ensuring that it truly serves as a guide for action to realize the goals for 2030 and 2045, leading the country to develop into a prosperous and strong nation, and improving the lives of the people.
Finalize the report to be submitted to the Central Committee meeting.
Prime Minister Pham Minh Chinh affirmed that the Socio-Economic Subcommittee seriously and fully absorbed and concretized the directives and orientations of the General Secretary and the opinions expressed by delegates at the working session to promptly update, supplement, and finalize the draft Socio-Economic Report, and promptly report to the Politburo and submit it to the Central Committee meeting according to the set schedule and plan, ensuring the highest quality.
