Policy capital accompanies the poor

With the motto “Give fishing rods instead of fish”, policy capital has been effectively deployed, creating motivation for people in Ha Hoa district to invest in production, business, create jobs, and increase income. Policy capital has become a solid “launching pad”, accompanying the poor and other policy beneficiaries in the district to escape poverty sustainably.

Tu Hiep is a mountainous commune with nearly 300 poor and near-poor households; 77 newly escaped poverty households and 85 newly escaped near-poverty households. In 2024, due to the impact of storm No. 3, agricultural production in the commune suffered heavy damage, significantly affecting people's lives. In order to help poor and near-poor households and other policy beneficiaries in the commune soon rise up to stabilize their lives, the commune's Poverty Reduction Steering Committee has closely and resolutely directed the organizations that receive entrusted policy credit sources and the group management boards to carry out well the inspection and supervision work before, during and after borrowing capital of the borrowers. Thereby, ensuring capital safety, promptly detecting and handling households that borrow capital for the wrong purpose. By the end of 2024, the outstanding policy credit balance in the commune reached over 63.5 billion VND, an increase of nearly 8.6 billion VND compared to the end of 2023.

Meeting Ms. Nguyen Thi Nhan in Zone 6, Tu Hiep Commune during the Tet gift giving ceremony for poor and near-poor households in the commune, we learned that her family's circumstances are still difficult, the family's economy depends mainly on 2 hectares of acacia hills. Due to lack of capital for production, the acacia hills have not developed evenly, and the income from acacia is insignificant. The family has been on the list of poor and near-poor households in the commune for many years.

Realizing that Ms. Nhan's family's need for capital was legitimate, in 2021, the local government coordinated with the district's Social Policy Bank to create conditions for the family to borrow 90 million VND from the loan program for households doing business in difficult areas. With the capital, the couple renovated the entire mixed hill area, brought in new acacia crops to plant and care for.

Ms. Nhan excitedly confided: “My acacia hill has been growing very well for the fourth year. At the foot of the hill, my husband and I dug a pond to raise fish for short-term use. With a preferential interest rate policy loan, my family will try to do business, repay the loan soon and escape the commune's near-poor household list.”

Many poor households in rural areas in Ha Hoa district have struggled to find ways to develop their economy due to lack of capital. However, the attention of local authorities, including support through policy credit loans, has helped poor households and policy beneficiaries have the motivation to improve their lives. From that "fulcrum", it has actively contributed to encouraging and motivating people to dare to think and do, invest in economic development, escape poverty, and stabilize their lives right on their homeland.

Policy capital has helped people in Van Lang commune have conditions to develop production, increase income and stabilize their lives.

In order to create the best conditions for any case with a need for loans to be met, the District Social Policy Bank has signed a trust contract with 4 district socio-political organizations, 78 units of associations in communes and towns receiving the trust and 326 savings and loan groups. The unit has set up 20 transaction points at the People's Committees of communes and towns and is maintained regularly according to a fixed monthly schedule.

The Bank regularly coordinates with associations and unions to review beneficiaries for loans according to regulations; coordinates with media agencies to propagate on mass media systems and local websites so that people can promptly grasp preferential credit policies and guidelines.

Comrade Nguyen Van Hoa - Director of the Transaction Office of the Social Policy Bank of Ha Hoa district said: "The unit always closely follows the direction and management of authorities at all levels in making efforts to promptly disburse preferential capital to poor households and other policy beneficiaries in the area. By the end of 2024, the Transaction Office has implemented 13 credit programs with a total outstanding debt in the district of nearly 586 billion VND with nearly 12,600 customers who are poor households and other policy beneficiaries with outstanding debt. Thanks to the proper use of capital and effective promotion, it has helped thousands of poor households in the district gradually overcome difficulties and escape poverty sustainably."
