In Hanoi, on the morning of the third day of Tet, the Prime Minister inspected the construction site of the Nhon - Hanoi Railway Station urban railway project. Here, the Prime Minister expressed that the Government is very interested in accelerating the progress, and cannot let the project continue to be delayed, because the longer it is delayed, the more capital will be increased and the investment efficiency will be low.

In the South, he directly worked on projects: Terminal T3 of Tan Son Nhat airport, Long Thanh international airport project, Ring Road 3, Tan Cang - Cai Mep international port (Tan Cang Saigon Corporation, Navy).

Faster, faster!

At the Tan Son Nhat Airport Terminal 3 project, the Prime Minister highly appreciated the progress being implemented. Although construction only started on August 31, 2023, the progress of Terminal T3 has now reached 50% of the rough construction volume.

He praised the investor ACV (Airports Corporation of Vietnam): "In the past two years, you have made very fast progress, but before that, it was too slow! If it is as slow as in 2021-2022, it will take another 5 years to complete Terminal T3, and 10 years to complete Long Thanh airport."

The T3 terminal project has a total investment of nearly 11,000 billion VND on an area of ​​over 100,000m2. The project has 1 basement, 4 upper floors and two separate elevations, 90 check-in counters, 20 automatic baggage drop-off counters, 42 check-in kiosks, 27 boarding gates, 16 baggage conveyors, and 25 security control gates.

When completed, Terminal T3 will ensure a capacity of 20 million passengers/year, increasing the capacity of Tan Son Nhat airport to 50 million passengers/year, 7,000 passengers/peak hour.

After listening to the Minister of Transport, Minister of Construction, Minister of Natural Resources and Environment and leaders of the units report on the progress, quality, solutions and construction methods, the head of the Government set a goal: Passenger Terminal T3 of Tan Son Nhat airport must accelerate the progress, instead of completing on May 19, "must be completed on April 30, 2025", celebrating the 50th anniversary of the country's reunification!

Because according to him, 50 years ago the country had a historical miracle, so 50 years later there must also be landmark works so that history can be passed on and continued.

To do so, the Prime Minister encouraged: "We must work 3 shifts, 4 shifts, through Tet and holidays, work without backing down, overcome the sun and rain, eat and sleep quickly. These past few days, I have been to traffic projects and I see this spirit very clearly."

Based on the Prime Minister's request, Minister of Transport Nguyen Van Thang suggested that the investor ACV and contractors set new critical path targets and need to discuss again the progress, construction speed; construction coordination methods... between construction units, construction and installation of machinery and equipment in a synchronous manner so that when completed, it can be exploited immediately, including recruitment and training of personnel.

At the Ho Chi Minh City Ring Road 3 and Bien Hoa - Vung Tau Expressway projects, the Prime Minister praised Ho Chi Minh City and Ba Ria - Vung Tau for doing a good job in site clearance to meet the schedule; and reminded Dong Nai province of the above content. He also asked ministries and branches to join in supporting Dong Nai to speed up to match the general pace.

The Ho Chi Minh City section of Ring Road 3 is currently 11.3% complete. This year, the goal is to complete 75% of the work, open the route in 2025, and complete the project in 2026.

As part of the overall project, Nhon Trach bridge across Dong Nai river (connecting with Ho Chi Minh City) has also reached more than 60% of the volume, nearly 5 months ahead of schedule.

Faced with that reality, the Prime Minister directed: Speed ​​up the progress of Belt Road 3, "determine 2024 as the year of acceleration, 2025 as the year of acceleration and 2026 to complete the project".

At the Long Thanh international airport project, the Prime Minister expressed his sympathy and understanding for the people who gave up their land to build the airport and he also visited people in the resettlement area.

After hearing the report on the progress being ensured, the Prime Minister encouraged: "Regarding progress, ACV has experience (like at Terminal T3). We need to speed up the progress to regain the time lost in 3 years (since 2020). Initially, we were leisurely, but now we have to hurry and work harder to ensure progress."

Now that the dry season has begun, the investor ACV and the consortium of contractors are speeding up the progress. The units have mobilized over 2,000 pieces of equipment and 2,500 workers to work continuously, opening up the maximum construction sites with 44 production lines, the capacity of excavated and filled soil reaching 500,000m3/day.

Open up new development space

During the inspection and supervision of the progress and quality of transport infrastructure projects in the South, Prime Minister Pham Minh Chinh gave some very noteworthy instructions that will certainly create a new strategic and long-term development momentum for transport and, more broadly, for the country's socio-economic development.

At the Bien Hoa - Vung Tau expressway project, the Prime Minister suggested: There should be more intersections on the route to expand development space. Otherwise, it would be a waste, he said.

According to him, there should be an intersection every 10km to connect with urban areas, so that many people can enjoy the road.

In fact, when highways are under construction or have been completed, localities still propose to build more intersections to exploit the full function of the road and serve development. Therefore, the Prime Minister's suggestion is very suitable for real life.

At the Tan Son Nhat Airport Terminal 3 project, the Prime Minister expressed: "I agree with the traffic plan connecting Tan Son Nhat Airport with Long Thanh Airport by underground or elevated roads. This is a long-term plan."

Thus, if this becomes a reality, the long-standing concerns of people about traveling from Tan Son Nhat (or from Ho Chi Minh City) to Long Thanh International Airport will be resolved, because traffic congestion has long been a chronic disease in the largest urban area of ​​the country. Traffic congestion not only hinders travel but also hinders and slows down the country's development and causes concern for foreign investors.

The Prime Minister also praised Ho Chi Minh City for speeding up the construction of the road connecting Tran Quoc Hoan with Tan Son Nhat airport.

He said: "Last time I came here, I discussed with Ho Chi Minh City how to do it, how to do it, but now I see the road taking shape. It is clear that when Secretary of the City Party Committee Nguyen Van Nen directly got involved, it was very quick. This is in line with the policy (Ho Chi Minh City Party Committee established a Steering Committee for key projects in the city), there is no problem in the direction and operation work".

In all projects he inspected, the Prime Minister always reminded localities and investors to pay attention to ensuring the lives of people who give up land for projects; and noted that the works must ensure aesthetics, techniques and landscape.

At Tan Son Nhat T3 terminal, he suggested: Later, when Air Force Regiment 370 hands over 4.6 hectares, it should be renovated to create a harmonious landscape, considering it as public welfare for the people.

"You have to plant something really impressive, like roses or bougainvillea... don't just plant a little bit of everything," he suggested.

The Prime Minister noted that units must speed up progress but must ensure quality. He assigned the Ministry of Transport, the Ministry of Construction, and the State Capital Management Committee to closely monitor progress.

"Especially controlling negativity and corruption. Only by strengthening inspection and supervision strongly, resolutely and properly can we avoid unfortunate events from happening.

"For any part that can be audited, invite auditors immediately so that after the project is completed, the settlement can be made. Do not let it drag on for too long, it will be too complicated," the Prime Minister directed.

The two-day trip of the Government leaders and ministries to key projects in the South during the Giap Thin Lunar New Year has added new momentum and motivation to the construction sites. At the same time, it has also placed heavy responsibilities on the shoulders of the heads of units and localities.

The trip also shows that the Party, State and Government pay special attention to transport infrastructure projects in the South, pay special attention to "the South going first and coming last" and in line with the spirit of 50 years ago: The whole country for the South, the South for the whole country!
