The investor asked the contractor to "speed up" construction.

On March 10, the Dak Lak Province Project Management Board for Investment in Construction of Transport Works and Rural Development (PPMB, representative of the investor of component project 3) said that this morning, in the March meeting on the construction status of the Khanh Hoa - Buon Ma Thuot Expressway, the leader of the contractor, Construction Corporation No. 1 (CC1), pledged to overcome difficulties and problems at the construction site to speed up the project's progress.

"The contractor commits to increase human resources, machinery and equipment, gather construction materials, work overtime and increase shifts to ensure the project is completed on schedule and make up for the progress not achieved in the past," said the investor representative.

At the meeting, the investor requested contractor CC1 to increase construction work in "3 shifts" and add more construction teams to speed up the progress and make up for the slow progress to meet the overall progress.

At the same time, focus on the construction of K95 earth fill at the CT02 intersection and the 10 people's bridge because the volume of earth fill at these two locations is still very large (about 110,000m3). Request contractor CC1 to urgently complete the mine procedures, build the transportation road of the Ea Kenh mine and proceed with exploitation to construct the K98 layer at the completed K95 sections (4.2km).

Urgently gather crushed stone aggregate to construct crushed stone aggregate foundation (CPDD) and cement reinforced crushed stone aggregate layer (CTB) immediately after the construction sections have completed the K98 layer.

Increase manpower to focus on constructing cross beams, bridge decks, and railings of civil bridges 10 and 11, speed up the casting of beams on CT02 bridge and Chu Kap bridge; immediately construct cross beams of span 01 of CT02 bridge to support the next span beams of CT02 bridge.

According to Mr. Tran Van Pha, CEO of XL GT & HTKT (Construction Corporation No. 1), from the time of commencement to December 9, 2024, the contractor encountered difficulties with the waste dump. CC1 did not have approval for the waste dump, resulting in slow excavation and transportation items, making it impossible to speed up the construction progress.

In addition, the contractor also encountered difficulties in locating earth and rock materials, causing great difficulties in construction and speeding up the project's progress.

Currently, the project's output has reached 115,786 billion. The reason for the slow progress is that the construction of the K95 and K98 earthworks takes a long time but accounts for a small value in the package.

In the coming time, the stone and asphalt concrete items will have a short construction time but a very large value in the contract value. Therefore, CC1 is determined to strive to complete the K98 land area before April 15, 2025 and complete the asphalt concrete paving item before July 30, 2025. Complete the project on August 30, 2025 as committed.

"In the near future, we will have measures to speed up construction progress as soon as the source of K98 earth fill material (Ea Kenh Special Mine) and aggregate stone quarries are resolved," emphasized the leader of CC1.

Speaking to reporters, the Chairman of the Board of Directors of Construction Corporation No. 1 admitted that CC1 had delays and that project management was not good. However, in addition to objective reasons, there were also subjective reasons.

"The construction process of CC1 is very difficult in terms of material quarries, earth fill and rocks. I really hope that the provincial leaders will support us to resolve this issue so that we can have a source of construction materials. After the contractor has proactively sourced materials, they will mobilize all equipment, machinery and people to work day and night, "working in 3 shifts and 4 shifts" to restore the project's progress," Mr. Quoc affirmed.

According to Mr. Quoc, in addition to mobilizing machinery and equipment to launch and install beams, the contractor will proactively prepare all conditions to be ready to construct at the highest speed to bring the project to completion by the end of August 2025.

As reported, in package 3, component project 3, Khanh Hoa - Buon Ma Thuot expressway, the section undertaken by the contractor Construction Corporation No. 1 (CC1), despite the sunny weather, favorable for construction work, the unit continuously fell behind schedule. The investor proposed to cut and transfer the volume to another unit to ensure the overall progress of the project.

The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of VND 21,935 billion. The project has a total length of about 116.577km.

The project is divided into three component projects: component project 1 is invested by Khanh Hoa Provincial People's Committee, component project 2 is invested by the Ministry of Transport and component 3 is invested by Dak Lak Provincial People's Committee.

Of which, component project 3 has a total route length of about 48.093km, with a total investment of more than 6,165 billion VND; component project 2 is about 37.5km through the two provinces of Khanh Hoa and Dak Lak, with a total investment of more than 10,436 billion VND.
