Vietnam contributes its best to the development of ASEAN.

Affirming that ASEAN is an important pillar in Vietnam's foreign policy, the General Secretary affirmed that Vietnam will promote a sense of responsibility and actively contribute to the common work of the Association.


On March 10, General Secretary To Lam and his wife, along with a high-ranking Vietnamese delegation, visited the ASEAN Secretariat in Jakarta.

Welcoming General Secretary To Lam and his wife and the Vietnamese high-ranking delegation were ASEAN Secretary General Dr. Kao Kim Hourn and his wife, the ASEAN Secretariat leadership and Ambassadors and Heads of Delegations of member countries to ASEAN.

After the official welcoming ceremony, the General Secretary planted a souvenir tree at the Secretariat headquarters and presented a commemorative painting to be kept at the traditional gallery of the ASEAN Secretariat.

At a meeting with the ASEAN Secretary General and the Committee of Permanent Representatives to ASEAN (CPR), General Secretary To Lam affirmed that Vietnam has always attached great importance to and contributed to the development of ASEAN over the past 30 years for the great goals of ASEAN. From its own experiences, Vietnam will continue to contribute to the common development of the ASEAN Community.

Vietnam is very proud of ASEAN's contributions to the world and proud of ASEAN's strong development. Agreeing with the major orientations of ASEAN discussed by Secretary General Kao Kim Hourn, the General Secretary said that ASEAN needs to continue to be a united, developed bloc because only with solidarity can ASEAN overcome difficulties and challenges in the current complex world context; bilateral cooperation between countries also needs to contribute to the common development of ASEAN's common strength.

The General Secretary highly appreciated the role of the ASEAN Secretariat in supporting the implementation of ASEAN cooperation areas, as well as between ASEAN and its partners, and appreciated the contributions of ASEAN Secretaries General over the periods.

The General Secretary also acknowledged the important role and contributions of Ambassadors and members of the Committee of Permanent Representatives to ASEAN (CPR) in promoting cooperation plans and programs to build the community, connect member countries and ASEAN partners, and contribute to improving the effectiveness of ASEAN's operations.

The General Secretary asked the CPR and the ASEAN Secretariat to continue to coordinate closely with member countries to realize the ASEAN Vision 2025 and successfully implement the ASEAN Community Vision 2045 and strategic plans.

ASEAN Secretary General Kao Kim Hourn welcomed and expressed his joy at receiving General Secretary To Lam, assessing the first visit of the General Secretary of the Communist Party of Vietnam to the ASEAN Secretariat as a historic milestone, demonstrating the important position of ASEAN in Vietnam's foreign policy, especially in the context that 2025 marks 30 years of Vietnam's accession to ASEAN (1995-2025) and a full decade of the formation of the ASEAN Community (2015-2025).

The ASEAN Secretary General emphasized that Vietnam has made many important contributions to ASEAN and the ASEAN Community and hoped that Vietnam would continue to play a leading role in ASEAN. On behalf of the CPR, the Ambassador, Head of the Malaysian Delegation, pledged to continue promoting the solidarity of member countries, working together to build a strong ASEAN Community, contributing to peace, stability, security and development in the region.

On this occasion, the General Secretary attended the Ceremony to celebrate the 30th anniversary of Vietnam joining ASEAN and delivered an important policy speech. In his policy speech, the General Secretary highlighted ASEAN's achievements over the past 60 years and the Association's important contributions and central role in maintaining peace, stability and promoting regional cooperation.

At the same time, the General Secretary also pointed out new challenges and opportunities for ASEAN in the context of the world situation reshaping towards multipolarity and multi-center; the explosion of science and technology leading to fundamental changes in socio-economic life; and the increase of non-traditional security issues such as climate change and cyber security.

Looking to the future, the General Secretary outlined a number of major orientations to help ASEAN develop more and more strongly, consolidating its central role in the regional structure. On the basis of inheriting and continuing the achievements of the past 60 years, ASEAN needs to have breakthrough thinking and sharp strategies to create breakthroughs for regional connectivity and cooperation.

The General Secretary stressed the importance of continuing to strengthen intra-bloc solidarity and strategic autonomy, enhancing economic resilience through innovative development solutions, promoting ASEAN identity, enhancing the effectiveness of building standards of conduct, and improving the operational efficiency of the ASEAN Secretariat and specialized agencies.

The General Secretary also affirmed that ASEAN is an important pillar in Vietnam's foreign policy, and an inseparable part of Vietnam's development and integration strategy.

With ASEAN as the starting point, Vietnam has increasingly integrated into the international community and has so far established diplomatic relations with 194 countries, including establishing comprehensive/strategic/comprehensive strategic partnerships with 35 countries, including all ASEAN members and important ASEAN partners.

According to the General Secretary, with ASEAN as the starting point, Vietnam has increasingly integrated deeply into the international community and has so far established diplomatic relations with 194 countries (Photo: VGP).

Vietnam is also a member of more than 70 regional/international forums/organizations and has a network of FTAs ​​with more than 60 countries and economies, thereby becoming one of the 40 largest economies in the world and the top 20 economies in the world in terms of attracting foreign investment and in terms of trade scale.

Sharing about Vietnam's foreign policy and guidelines in the new era, the General Secretary affirmed that Vietnam is ready to make more active and proactive contributions to world politics, the global economy and human civilization.

In particular, identifying ASEAN as a multilateral cooperation mechanism with direct and top importance, Vietnam will promote its sense of responsibility, actively contribute to the common work of the Association with the motto of creativity in thinking, innovation in approach, flexibility in implementation, effectiveness in approach, and determination in action.

Speaking at the ceremony, ASEAN Secretary General Kao Kim Hourn, Ambassadors, Heads of Delegations of several member countries and partners in ASEAN and Executive Director of ERIA School of Public Policy highly appreciated Vietnam's proactive and active role in ASEAN over the past 30 years. The Ambassadors highly appreciated the policy speech of General Secretary To Lam with his profound assessments, comments and Vietnam's vision on ASEAN.

The Secretary-General and Ambassadors shared positive assessments of Vietnam's important contributions to the process of building the ASEAN Community, especially through its three tenures as ASEAN Chair.

The Secretary-General and Ambassadors also acknowledged Vietnam's efforts in promoting economic and trade cooperation within the bloc and with countries outside the region, developing innovative initiatives, responding to global challenges and actively contributing to maintaining peace and stability in the region.

The countries expressed their belief that with strong commitment and wise leadership of General Secretary To Lam, Vietnam will continue to develop prosperously and be one of the important driving forces to bring ASEAN firmly into a new stage of development.
