The Office of the Hanoi People's Committee has just issued a notice of the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan on the detailed planning plan for three old apartment buildings in Ba Dinh district, including Thanh Cong, Giang Vo and Ngoc Khanh.

Regarding the old Thanh Cong apartment complex, Hanoi leaders requested Ba Dinh district to conduct further research on connecting Thanh Cong lake space with flower gardens and trees in the reconstruction area, and at the same time expanding internal roads.

In particular, the city allows the district to research and develop higher-rise apartments and resettlement houses, with a maximum height of 40 floors.

In addition, the city also requires a harmonious calculation of the surplus commercial apartment floor area, creating a land fund with greater commercial service value. Commercial service areas need to be designed into unique complexes with diverse forms.

Regarding the old Giang Vo apartment complex, Hanoi leaders proposed that Ba Dinh district study and build a number of high-rise buildings with breakthrough features near Giang Vo and Kim Ma streets, in order to create a larger commercial and service complex.

Ba Dinh District also needs to study a plan to synchronize architectural space, landscape and infrastructure in the area west of Giang Vo Lake, ensuring compliance with the detailed planning at land plot No. 148 and the overall detailed planning of the old apartment complex.

Regarding the old Ngoc Khanh apartment complex, Hanoi leaders requested Ba Dinh district and the consulting unit to re-study the functional space and infrastructure plan, ensuring that there is no disconnected space.

Ba Dinh District needs to have specific solutions for the Kim Ma area and the TOD area of ​​S9 station, and at the same time create a traffic axis combined with landscape, connecting Ngoc Khanh Lake with Giang Vo Lake, the axis connecting Kim Ma Street and Nguyen Cong Hoan Street.

Hanoi currently has more than 1,500 old apartment buildings. Over the past 20 years (since 2005), Hanoi has begun to renovate old apartment buildings, but to date only 19 projects have been completed and 14 projects are in progress.

One of the reasons why the renovation of old apartment buildings in Hanoi has encountered many difficulties is due to the regulation on the maximum height of 18-24 floors in the inner city area. In particular, many old apartment buildings in the inner city are at risk of collapsing, although the city has relocated residents, the project has not been able to start.

According to the People's Committee of Ba Dinh District, Thanh Cong apartment complex currently has 68 buildings from 2-5 floors high, built from 1979-1982, with a total population of about 13,400 people.

Giang Vo apartment complex currently has 23 buildings from 2-5 floors high, built from 1960-1979, with about 7,600 residents.

Ngoc Khanh apartment complex currently has 58 buildings from 2-4 floors high, built before 1994, with about 6,500 residents.
