With the new rural area (NTM) perspective where people are the masters and people benefit, localities in Bac Ninh province have had creative ways to mobilize resources to build advanced NTM and model NTM.
At the end of 2024, Dinh To commune (Thuan Thanh town) was one of the first two localities in Bac Ninh province to be recognized as a model new-style rural commune. With the new criteria, the rural landscape is increasingly prosperous with long, flat roads, schools, medical stations, and cultural houses being invested in and built.
Mr. Le Van Han - Secretary of the Party Committee of Dinh To commune said that in order to reach the goal of a model new-style rural commune, the Steering Committee for New-style Rural Construction of the commune has developed a roadmap and specific solutions to maintain and improve the quality of the criteria for each year. Identifying propaganda work as a key step in building a model rural area in the locality, the Party Committee of the commune promotes the role of mass mobilization work, promoting skillful mass mobilization models, in which the Fatherland Front and mass organizations play the role of the core force, focusing on propaganda to raise awareness, responsibility, and the role of the people in building new-style rural areas.
Thanks to the good implementation of propaganda work, the construction of new rural areas has received consensus and support from the majority of people. The voluntary donation of land, money and labor by people has created motivation for the locality to develop the rural transport network. In recent years, the locality has invested hundreds of billions of VND to develop and complete the traffic system. In addition to the commune road, the village roads, inter-village roads, village roads, and alleys have all been asphalted and concreted, making travel and trade much more convenient for people. Currently, the average income per capita in the area is approximately 70 million VND/year, and the material and spiritual life of the people is increasingly improved and enhanced. Achieving the standard of a model new rural commune is also a stepping stone for Dinh To commune to strive to build a smart new rural commune in the period of 2025 - 2030.
After achieving the NTM standards, Nhan Thang commune (Gia Binh district) continued to complete the advanced NTM criteria. From a purely agricultural commune, in less than 10 years, this rural area has "changed dramatically", completing 19/19 advanced NTM criteria. This achievement was achieved thanks to the consensus of the Party Committee, government and local people. From understanding the purpose and meaning of building a NTM, the people in the commune have contributed their efforts and money to complete the infrastructure, join hands to keep the village roads and alleys clean, plant flowers along the roads, clear the flow, clean the fields, contributing to making the appearance of the village increasingly spacious and clean.
According to Chairman of the Vietnam Fatherland Front Committee of Nhan Thang Commune Le Tien Hien, implementing the policy of Gia Binh District Party Committee on building rural roads with a width of 5m or more, the local Front has coordinated with mass organizations to proactively mobilize people to participate in donating land to expand roads. With a public and democratic approach, this policy has received consensus and support from the people, many households have voluntarily donated thousands of square meters of land to hand over the site, helping the construction unit to deploy smoothly. From this success, Nhan Thang Commune continues to expand the construction of roads with a width of 5m or more to continuously consolidate and improve the quality of the criteria of an advanced NTM commune, aiming at the goal of synchronous infrastructure, promoting economic development, creating increased income, and improving the quality of people's lives.
Ms. Nguyen Thi Ha - Chairwoman of the Vietnam Fatherland Front Committee of Bac Ninh province said that in recent years, the Fatherland Front at all levels and its member organizations have comprehensively implemented the contents of the campaign "All people unite to build new rural areas and civilized urban areas", thereby contributing to the effective implementation of new rural criteria. In localities, the Fatherland Front at all levels has many creative and effective ways to mobilize people to participate in donating land and labor to build traffic infrastructure systems and civil works. In the past 5 years, people in the province have voluntarily donated nearly 18,500m2 of land to build roads, civil works, and build essential infrastructure in rural areas. In addition to donating land, people have contributed a total of more than 31,000 working days and hundreds of billions of VND to successfully build more than 80 traffic works, public works, and welfare works, making practical contributions to socio-economic development and changing the face of many rural areas.
To date, Bac Ninh is one of 18 provinces and centrally-run cities with 100% of communes recognized as meeting NTM standards. Of which, 2 communes meet model NTM standards, 26 communes meet advanced NTM standards. The whole province sets a target that by the end of 2025, each district and town will have at least 50% of communes meeting advanced NTM standards; of which 30% of communes will meet model NTM standards, each commune will have at least one model NTM village. Gia Binh district and Luong Tai district will meet advanced NTM standards.
