National Assembly's supervisory delegation works with Nguyen Binh district

On the morning of July 24, the National Assembly's Supervisory Delegation led by Comrade Nguyen Thuy Anh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Social Committee, Deputy Head of the Supervisory Delegation, Head of Supervisory Delegation No. 01, conducted a supervision delegation in Nguyen Binh district on the implementation of national target programs (NTPs) on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.

Participating in the provincial monitoring delegation were comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches and sectors.

Nguyen Binh is one of the 7 poor districts of the province. Implementing 3 national target programs in the area for the period of 2021 - 2025, the district is allocated a central budget of 577,401 billion VND, of which the national target program for socio-economic development in ethnic minority and mountainous areas is 325,8112 billion VND, the national target program for sustainable poverty reduction is 202,779 billion VND, and the national target program for new rural construction is 48,810 billion VND. The local budget counterpart fund for the entire period of 2021 - 2025 is 43,732 billion VND; the combined capital source for implementing national target programs is over 22,622 billion VND.

After 2 years (2021 - 2022) of implementing the National Target Programs, the district mobilized all investment resources from the State budget, local budget counterpart funds and mobilized contributions from the people with a total implementation capital of nearly 488 billion VND... The results of reviewing poor households according to multidimensional poverty standards by the end of 2022 reduced 533 poor households, the poverty reduction rate reached 6.13%/year, bringing the poverty rate from the beginning of the period 57.25% to 51%; there are 1,536 near-poor households (accounting for 16.68%); it is expected that by the end of 2023, the poverty rate will be 44.92%. Creating new jobs for 1,366 workers; the rate of trained workers increased from 23.96% in 2021 to 25.02% in early 2023.

Up to now, 100% of communes have car roads to the commune center, 100% of provincial roads through the area are paved, 96.1% of district roads are paved; investment has been made in building new and renovating, repairing 18 irrigation canals, 15 hamlet cultural houses, 10 domestic water works, 9 schools, 4 commune health stations, 1 rural market.

In the period 2016 - 2020, the district had 2 communes: Minh Tam and Minh Thanh meeting new rural standards, however, due to the merger of administrative boundaries, the above 2 communes no longer have new rural communes. In the period 2021 - 2025, the district strives for 5 communes and 30% of hamlets to meet new rural standards, but so far the whole district has no communes or hamlets meeting new rural standards, the average of the whole district reaching 8.46 criteria/commune.

Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh delivered a concluding speech at the supervision session.

From investment capital of programs, contributing to infrastructure base in ethnic minority areas and the material and spiritual life of the people has gradually improved and been raised. However, In the process of implementing the National Target Programs in the district, there are still difficulties and obstacles. In particular, the local budget is limited, it is difficult to mobilize resources to implement poverty reduction work; many investment project portfolios are stuck in procedures for converting forest land, affecting the results and progress of disbursement; some units and localities are still confused in disbursing career capital, the disbursement rate is low; some guiding documents of central ministries and branches on the implementation of projects and sub-projects of the National Target Programs are still slow, overlapping, not detailed and specific, causing difficulties for localities in implementation; the staff, especially grassroots staff, are limited in qualifications, greatly affecting the organization and implementation of programs and projects...

The district recommends: The Prime Minister, ministries and central branches should soon issue a decree, decentralize the province to decide on the conversion of natural forest purposes so that localities can soon implement programs and projects; promptly arrange central budget capital to support households approved in the Housing Support Project for poor and near-poor households in the period of 2021 - 2025; consider and issue guiding documents clearly stipulating the beneficiary groups of Sub-project 1, Project 4 of the National Target Program for Sustainable Poverty Reduction; consider and arrange capital for a number of projects, sub-projects, and direct support content according to the needs of registering annual capital plans of localities; adjust multidimensional poverty criteria in implementing the National Target Program for New Rural Development; in accordance with local realities; expand the beneficiaries to near-poor households and households that have just escaped poverty...

In her concluding remarks, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh requested Nguyen Binh district to continue to complete the reports on the basis of fully absorbing the opinions of the monitoring delegation, including making a list of difficulties, problems, causes, and specific recommendations to the Government, ministries, and branches on each program, project, and sub-project.

Acknowledging the achievements and sharing the difficulties of the district in the process of implementing the programs, especially in resource mobilization as well as difficulties in mechanisms and policies, the district is requested to continue to pay more attention to directing, promoting and replicating good and effective practices in the implementation of the National Target Programs in the area. Strengthening the activities of the Steering Committees at all levels, ensuring close, timely and proactive coordination between relevant agencies, units, departments and branches and in organizing the implementation of the National Target Programs; promoting propaganda, mobilization and raising awareness to mobilize the strong participation of the entire political system and consensus of the people. Continuing to accelerate the disbursement of capital for programs, especially career capital. Strengthening inspection and supervision of project implementation of programs to ensure transparency, substance and sustainable effectiveness.

Regarding the district's recommendations, the delegation acknowledged, accepted and will give opinions to the Government, relevant ministries and branches to remove obstacles, help the province achieve the set goals, and improve the feasibility and effectiveness of implementing the National Target Programs.

On the occasion of the 76th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2023), the delegation presented gifts to policy families, meritorious people and poor households in the district; visited the dragon fruit growing model in Vu Minh commune.
