That was the direction of comrade Tran Hong Minh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for Anti-Corruption and Negative Behavior (CVD) at the 4th meeting of the Provincial Steering Committee for Anti-Corruption and Negative Behavior (CVD) held on the morning of July 27.
Attending the meeting were Standing members of the Steering Committee, members of the Steering Committee, leaders and experts in charge of internal affairs of the Provincial Party Committee Office and the Provincial Party Committee's Internal Affairs Committee.
The report at the meeting on the results of the work of preventing and combating corruption and violence; the activities of the Provincial Steering Committee for Prevention and Combating Corruption and Violence in the first 6 months of the year showed that the work of preventing and combating corruption and violence was directed resolutely by the Provincial Party Committee and the Steering Committee; the Steering Committee was strengthened, its activities were increasingly disciplined and effective; the work of preventing and combating corruption and violence had clear changes. Localities, agencies, units, departments, branches and sectors proactively developed plans to prevent and combat corruption and violence in accordance with the general direction of the province.
The Steering Committee issued 33 documents to direct and specify the implementation of directives, resolutions, programs, and conclusions of the Central Executive Committee, the Politburo, the Central Secretariat, and the province on preventing and combating corruption and waste. The province organized 660 propaganda classes with the participation of 30,926 cadres, civil servants, public employees, soldiers, teachers, students, and people; published 5,200 copies of the Internal Bulletin and a number of propaganda documents on the prevention and combat of corruption and waste; posted 238 news, articles, and photos related to the prevention and combat of corruption and waste; integrated the content of corruption and waste prevention and combat into teaching for over 13,500 students of 30 high schools in the province.
During the period, 25 agencies and units were inspected for their implementation of regulations on publicity and transparency; 47 inspections were conducted on the norms and standards regime, and no agencies or units were found to have violated the regulations and had to be held accountable; 11 inspections were conducted at 11 agencies and units on the implementation of the code of conduct and professional ethics, and 1 official was found to have been disciplined.
In 2022, the Provincial Inspectorate received and publicized 1,730 asset and income declarations from 41 units under control, reaching 100%. In 2023, the Provincial Inspectorate organized a conference to draw 15 people from 9 agencies and units to verify assets and income; the Provincial Party Committee's Inspection Committee verified assets and income for 20 officials under the management of the Provincial Party Committee Standing Committee.
The Provincial Party Committee conducted 1 inspection and supervision; the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees conducted 5/15 thematic supervisions; the Provincial Inspectorate conducted 4/7 inspections. The inspection and supervision focused on a number of areas prone to violations and negativity such as: land management, mineral resources, budget management, capital construction investment, bidding, asset procurement... and the contents reported by the press. The Standing Office of the Steering Committee received 9 complaints and denunciations, and 100% were studied and processed.
The prosecution agencies have coordinated well, proactively advised the Party Committee to direct and guide the handling of serious and complicated corruption cases. The Investigation Police Agency of the Provincial Police and districts and cities handled and investigated 11 cases/21 defendants for corruption, continued to monitor and direct 7 cases under the monitoring and direction of the Provincial Steering Committee; recovered 9 billion 202 million VND/18 billion 738 million VND in damaged assets; completed the investigation, proposed to prosecute 6 cases/8 defendants, and are investigating 5 cases/12 defendants for embezzlement of property and bribery. The People's Procuracy at two levels issued indictments to prosecute 5 cases/7 defendants; the People's Court at two levels handled, resolved and tried 6/7 cases, 22/24 defendants prosecuted for embezzlement of property, corruption, economic and position crimes according to the first-instance and appeal procedures.
In addition to the achieved results, the work of preventing and combating corruption and bribery still has limitations such as: some agencies, units and leaders lack determination in leading and directing the implementation of solutions to prevent and combat corruption and bribery; the detection of corruption acts through internal inspection, examination and supervision is still limited; reports of violations of the law on preventing and combating corruption and bribery are mainly anonymous, making it difficult to verify, investigate and collect documents; the work of assessing and valuing property damage related to cases and incidents is still slow; the recovery of damaged assets in corruption cases has not achieved high results; the supervisory role of the people, People's Councils, the Fatherland Front and socio-political organizations in the fight against corruption and bribery is still limited; the consideration and handling of responsibilities of heads of agencies and units for the occurrence of corruption and bribery has not been given due attention...
The meeting discussed and gave opinions on the progress reports of cases and incidents monitored and directed by the Steering Committee. Contributed opinions on the drafting of the following drafts: Regulations on inspection and supervision of the Provincial Steering Committee for Anti-Corruption and Anti-Corruption and Regulations on criteria for determining cases and incidents of corruption and corruption to be included or excluded from the monitoring and direction of the Steering Committee; Decision to inspect and establish an inspection team for the leadership and direction of the implementation of socio-economic inspection conclusions and recommendations of the Government Inspectorate and the State Audit in the province in 2022.
Concluding the meeting, Provincial Party Secretary Tran Hong Minh requested Party committees, Party organizations, and leaders at all levels to continue to promote their roles, responsibilities, set an example, and be determined in directing and organizing the implementation of the work of preventing and combating corruption and bribery. Strengthen information, propaganda, and education on the work of preventing and combating corruption and bribery, and orient public opinion, especially on the Party's viewpoints, policies, and regulations to create consensus and promote the strength of the masses in the work of preventing and combating corruption and bribery. Continue to effectively implement the coordination mechanism between functional agencies in the process of inspection, auditing, investigation, prosecution, trial, and execution of judgments, promptly detect and strictly handle violations; speed up the progress of resolving and handling complicated corruption and bribery cases and incidents that are of public concern, especially those cases and incidents under the monitoring and direction of the Steering Committee; Strengthen the work of grasping the situation, promote the work of detecting and handling natural disasters and epidemics at all levels, sectors and localities according to the principle of "actively, urgently, and handling clearly as it occurs".
The Provincial Party Committee's Internal Affairs Committee receives comments and suggestions, supplements and completes reports for promulgation according to regulations.
