The dike is about to break.

According to the people of Song Nam village, in 1980, the State built a dike line of more than 2 km long and about 4 m wide to prevent the tide from pushing salt water from the sea into the fields along Lach Ken river. After being built, the dike line helped prevent salt water and keep fresh water for 35 hectares of rice fields and 20 hectares of vegetable fields.

However, because the dike is built of earth, it quickly erodes during each storm season. In some years, many sections of the dike are destroyed by waves and floods. In such times, the villagers have to mobilize forces to protect the dike, using earth and rocks to repair it.

Despite being reinforced many times, the dike still cannot withstand natural disasters. Up to now, many locations on this dike have seriously degraded, waiting to be broken if there is a storm.

Mr. Nguyen Xuan Hien (61 years old, resident of Song Nam village) said that if the dike is not repaired with reinforced concrete, it will sooner or later be destroyed by storms. "The people of our village have very little agricultural land, on average, less than 1 sao of rice field per person. The fields here can only produce one winter-spring crop because they depend on the rain. With that much rice field but the seawater still floods in, people will lose their land and become unemployed," said Mr. Hien.

Mr. Tran Van Toan, Head of Song Nam Village, added that the whole village has 178 households with 730 people, and for a long time, their lives have depended on a small agricultural land area of ​​just over 50 hectares. Over the past time, the dike has prevented salinity, kept fresh water for the fields, helping the villagers feel secure in production. However, after a long time of use, the dike was eroded by storms and floods combined with high tides, causing landslides in many sections. Although the local government and people have reinforced it many times, this is only a temporary measure.

"If the dike is destroyed by natural disasters, not only will agricultural land be contaminated with salt, but it may also affect people's lives and cause flooding in residential areas. Through meetings with voters, people in the village are still very concerned about this dike. People request that authorities at all levels soon allocate funds to rebuild a more solid dike," Mr. Toan confided.

Funding will be allocated to rebuild the dike.

Mr. Tran Cong Trang, Vice Chairman of the People's Committee of Cuong Gian Commune, said that the dike line to prevent saltwater intrusion and retain fresh water in Song Nam village was completely destroyed by a historic flood in 1989, but was later rebuilt. At that time, this dike line was built with 8 additional stone embankments connecting the body of the dike to the Lach Ken River to prevent waves. Natural disasters are becoming more and more complicated, so now the dike protection embankments have also collapsed.

"The dike has been severely degraded, causing great panic among the people, especially during the rainy and stormy season. The people have repeatedly requested the authorities at all levels to restore the eight dike protection embankments and repair the degraded areas. However, due to lack of funding, this has not been possible to date," Mr. Trang explained.

According to Mr. Le Anh Duc, acting Head of the Department of Agriculture and Rural Development of Nghi Xuan District, after receiving feedback from the authorities of Cuong Gian Commune, the District People's Committee also assigned specialized departments and offices to survey the current state of degradation of the dike system to prevent saltwater intrusion and retain freshwater in Song Nam village to take remedial measures.

"We have made a budget and submitted a plan to repair the dike in Song Nam village to the district leaders. As soon as possible, the district will try to arrange funding for reconstruction to stabilize the lives of people inside the dike," Mr. Duc informed.
